the beach is literally just ALL shells no sand. it's amazing!

MAY 2011 ~ Bodega Head ~ Gale force wind conditions. Great wave action! The colors were so subtile, decided to try it in black 7 white....to good effect.

The ancient ruines of an old sea floor, the scars of a world cruel and strange. Anceint before the pyramids were raised. You place your hand on the coarse hard grooves of these rocks, you shut your eyes and you wonder what they saw. You feel what they saw.
What bird is this?
November 28 2012 - Seen on the power line along a water way in St Bernard Parish, Louisiana. Seen along Hopedale Highway (624) along the Loutre Bayou. This area is outside the flood wall and was impacted negatively by Hurricane Isaac - see map for better location ID.
This bird caught my eye - my first thought was a small raptor of some sort. But looking in my bird books was unable to clearly ID it. It does resemble the American Kestrel but wondered about it being in coastal Louisiana.
I was there taking images of the area and its recovery from Isaac - unfortunately I didn't have my long lens with me and this is the best shot.
Distinctive facial marking - ability to grip the wire - roundish body shape - small size - plenty of wild but open areas for to hunt -
Am I talking myself into identifying this bird as a Kestrel?
Any help appreciated.
Twilight descends on a secluded beach within Shell Beach, nobody around but me and my friend who was also shooting that night.
I took a little road trip to Shell Beach which is appx 25 miles
south east of New Orleans proper. A hard hit fishing community.
There is a Hurricane Katrina memorial at the end of Yscloskey Hwy....
both on shore and in the water. It's also an area where fishermen take
their boats out to the giant Lake Borgne, it is along the Mississippi River
-Gulf Outlet (MRGO) which is an inlet the leads to the Gulf Of Mexico.
