HONOLULU – Coast Guard Sector Honolulu assisted the Hawaii Department of Health to assist with the response to the molasses spill in Honolulu Harbor during September 2013.
The Coast Guard began supporting the response when investigators from Sector Honolulu responded to a report of discolored water in the harbor. Crews from Station Honolulu conducted daily patrols in the affected area and pollution responders continued to monitor the situation. Federal assistance allows the Coast Guard to support the lead agency with a wide variety of resources to include specialized response personnel, boats and equipment from the Coast Guard and other Federal Agencies. The captain of the port requested support from the Coast Guard’s National Strike Force for water sampling and monitoring and is currently coordinating with technical specialists from the EPA to help assess additional response mitigation strategies.
The Hawaii Department of Health remained the lead agency for the response. Other agencies involved include the Hawaii Department of Transportation Harbor Police, Hawaii Health Department Clean Water Branch, National Oceanographic and Atmospheric Administration, Environmental Protection Agency, U. S. Fish and Wildlife Service, Hawaii Division of Aquatic Resources, Clean Islands Council and the Hawaii Wildlife Center.
Matson Terminals located a leak in their molasses pipeline near Pier 52 and informed the DOH that as much as 1,400 tons of molasses or about 233,000 gallons of the liquid entered the harbor.

People favourably respond to Change
Generally speaking, people don't change for the better when criticized. But they do respond favourably to praise.
Huaxi Cun is not the worst place in China, and it has been following and sometimes leading the objectives and trends of the government and Chinese people - first it was to get rich - and clean up the mess later. We did this in the West on our own schedule, some Chinese are doing it now under the generally hypocritical pressure of the global community.

An aspirational monument - if you choose to see it that way..
When I was invited to Huaxi Cun for the inauguration of the “Village in the Sky”, (www.tudou.com/programs/view/05XpJXkiNwI/ ) I spoke of the new tower as a beacon for all to see, not in terms of opulence and excess, but as a towering 3 element "Symbol of Sustainability" - an aspirational symbol rising above all else - including the cookie-cutter villas, the grubby factories, the money focus and the faux world landmarks - to shock and awe viewers into realizing that all monuments have a message – and this one should inspire people to make the connection between Heaven, Earth and the People (Tian, Di, Ren 天地人) and that to achieve Wu Renbao’s “Heaven on Earth”… the Triple-Bottom-Line balance between Society, Environment and Economy (社会,环境,经济)must become Huaxi’s new ethic.

"Now that Huaxi village is rich, what's next?"
Following my presentation, the new building’s architect Ma Xusheng, in turn praised my interpretation of his building’s design, saying that no one had thought of it before, but that “with your new ‘Society, Environment, Economy ‘meaning attached, our building is even richer”.
At a private dinner with village leaders the evening before, I had shamelessly asked: “Now that Huaxi village is rich, what’s next?” – hoping to encourage them to expound on how they were going to share Huaxi’s wealth and expertise with other communities and to build sustainable enterprises based on a model ecological civilisation… however the response was understandable, as a bit more thinking is required; and considering most people’s focus was still on showing off and celebrating what they have achieved so far, the answer was a simple “Gambei!”

In the latest of our #InADaysWork social media series, we went out with response officers from the Wigan and Leigh district over two days to give a behind-the-scenes look at some of the jobs they cover in the region.
On Tuesday 3 December and Wednesday 4 December, officers deployed from both Leigh and Wigan in the early morning to respond to incidents, with us heading out with PS Luke McLachlan – who has served the streets of the region for four-and-a-half-years.
The shift we covered on both days with PS McLachlan was 7am-4pm. On Tuesday, the E Relief response team responded to around 30 incidents, including a suspected drunk driver first thing in the morning, a high-value business burglary, and a dangerous driver with no insurance.
Wednesday saw us team with D Relief. Around 28 incidents were responded to, including several arrests, mainly two separate occasions of suspected burglary – one in a supermarket and the other in a domestic dwelling. A stolen vehicle was also located and seized.
A combined nine arrests were made over both days for offences including burglary and harassment.
The high-value business burglary was the standout task on Tuesday morning, when 17 cars were suspected to be stolen at a value of around £500,000. Officers have worked hard to recover as many vehicles as possible, with 12 so far recovered.
Whereas on Wednesday, approximately 6kg of Class B drugs were seized by officers at a parcel distribution company.

The United States Army Garrison Italy conducted a routine annual full-scale exercise Lion Response 2017 on Caserma Ederle May 10.
This year’s exercise tested the cooperation of Italian and American security forces and emergency Italian and U.S. personnel to react to an emergency situation, which included a terrorist attack and a mass casualty situation on Caserma Ederle and a vehicle-borne improvised explosive device at Camp Darby in Livorno.
