Desempeñó los cargos de director ejecutivo del programa nacional PAIS y de jefe del Comando Conjunto de las Fuerzas Armadas.
El vicealmirante AP (r) Jorge Ricardo Francisco Moscoso Flores juró esta tarde al cargo de ministro de Estado en el despacho de Defensa, ante el presidente de la República, MartÃn Vizcarra Cornejo, en una ceremonia realizada en Palacio de Gobierno.
Egresado de la Escuela Naval del Perú en 1979 con el grado de Bachiller y Licenciado en Ciencias MarÃtimas, el actual ministro de Defensa fue nombrado en el cargo mediante Resolución Suprema N° 116-2019, que lleva la firma del jefe de Estado y la rúbrica del presidente del Consejo de Ministros, Salvador del Solar Labarthe.
Con 41 años de servicios a la Marina de Guerra, Moscoso Flores es especialista en planificación y dirección estratégica operativa y administrativa, gestión de recursos humanos, sistema de presupuesto estatal y proyectos de inversión; y tiene amplia experiencia en formulación y gestión de polÃticas públicas, administración financiera y procesos de contrataciones en el paÃs y en el extranjero.
Hasta hoy ocupó el cargo de director ejecutivo del programa nacional Plataformas de Acción para la Inclusión Social (PAIS), del Ministerio de Desarrollo e Inclusión Social, desde el 26 mayo de 2017. Se desempeñó como jefe del Comando Conjunto de las Fuerzas Armadas entre enero de 2015 y diciembre de 2016.
Otros cargos que ocupó fueron director ejecutivo de PolÃtica y Estrategia del Ministerio de Defensa (2006), agregado naval y de Defensa en la Embajada del Perú en los Estados Unidos (2007-2008), subjefe del Estado Mayor General de la Marina (2009-2010), subjefe del Estado Mayor de la Comandancia General de Operaciones del PacÃfico (2011), comandante general de Operaciones de la AmazonÃa y Quinta Zona Naval (2012-2013) y director general de CapitanÃas y Guardacostas (2014).
Entre los estudios realizados destacan Guerra de Superficie (1983) y Armas de Superficie (1987) en la Escuela de Calificación; Curso Básico de Estado Mayor (1987) y Curso Comando y Estado Mayor (1993) en la Escuela Superior de Guerra Naval; MaestrÃa en EconomÃa (1993–1994) en la Pontificia Universidad Católica del Perú; y Curso de Guerra Naval (2003) en la Escuela Superior de Guerra Naval.

The United States Air Force Band String Quartet held a special concert on May 8, 2016 for His Majesty King Norodom Sihamoni, Her Majesty Queen Mother Norodom Monineath Sihanouk, and other invited guests to commemorate a performance that took place on May 9, 1956 in Phnom Penh at the invitation of the late King Norodom Suramarit and Queen Sisowath Monivong Kossomak Nearireath Serei Watana.
Joined by two Cambodian artists, The United States Air Force Band String Quartet played a mix of American, European, and Cambodian music, including two pieces by King Sihanouk that premiered in 1956.
The musicians concluded the 60th Anniversary Concert with a special birthday message for HM King Norodom Sihamoni and a heart-warming encore performance of "Monika" in honor of HM Queen Mother Norodom Monineath Sihanouk.

One of the colorful cultural programs that is held during the Onam festival in Kerala is the Pulikkali – ‘Puli’ means tiger and ‘Kali’ means play. Pulikkali is a display of a mock hunting of a tiger by a hunter. What makes the Pulikali famous is the painting of the tiger done on the body of men with paunch or potbelly. Although Pulikali is performed in all parts of Kerala, the traditional and the most colorful Pulikalis are held in Thrissur District in Kerala.
Pulikkali used to be performed during the festival of Muharram, by the Muslim soldiers of the British army stationed in Thrissur before independence. Then it was known as Puliketti Kali. The soldiers danced with peculiar steps decking themselves up with paint and cloths that had an uncanny resemblance to the majestic looks and stealthy moves of the mighty Tiger.
A major Pulikali procession is held during Onam in Thrissur and is attended by several Pulikali. A small version of the mock fight between Puli and hunter is enacted in other places of Kerala but it does not have any resemblance to the Pulikali procession held in Thrissur.
