Manifestation nationale contre le projet de loi de prévention de la délinquance le 18 novembre à Paris
PARIS (AP) -- Plusieurs syndicats des personnels de l'assistance sociale, de l'éducation, et de la justice appellent à une manifestation nationale, le 18 novembre à Paris, contre le projet de loi Sarkozy de prévention de la délinquance, texte qualifié de "liberticide" par ses détracteurs, a-t-on appris jeudi auprès de la FSU.
"Basé sur le contrôle et le fichage de larges catégories de population et notamment des enfants scolarisés, le projet (...) organise une mise sous surveillance généralisée de la population et aggrave considérablement la répression", estime la Fédération syndicale unitaire (premier syndicat de l'Education et de la Fonction publique d'Etat) dans un communiqué diffusé jeudi. "Il va à l'encontre de ce qui serait nécessaire à une véritable politique de prévention. Aucune mesure visant à l'amélioration d'actions réellement préventives dans les domaines de l'éducation, de l'accompagnement social et du soin n'est envisagée", déplore la fédération.
"Avec les organisations syndicales de travailleurs sociaux, de médecins, de psychiatres, de santé, d'éducation, de magistrats, d'avocats et des associations", la FSU appelle "tous les personnels à participer massivement à la manifestation nationale du samedi 18 novembre 2006 à Paris, et aux actions unitaires qui suivront".
Présenté le 28 juin dernier, le projet de loi doit être discuté cet automne au Parlement. Il ambitionne de s'attaquer "sans tabou" à toutes les causes de la délinquance, notamment celle des mineurs, après les violences de l'automne 2005 dans les banlieues. Jeudi, en marge d'un déplacement sur le thème de la rénovation urbaine à Villeneuve-La-Garenne (Hauts-de-Seine), le ministre de l'Intérieur Nicolas Sarkozy a proposé un amendement au projet de loi, afin de permettre le renvoi systématique devant une cour d'assises pour toute personne "qui portera atteinte à l'intégrité physique d'un policier, d'un gendarme ou d'un pompier". La principale proposition du projet de loi porte sur le rôle du maire, dont le ministre de l'Intérieur veut faire le pivot de la politique de prévention de la délinquance, avec notamment le pouvoir de procéder à des rappels à l'ordre à des mineurs et de mettre sous tutelle les allocations familiales.
Le projet de loi introduit aussi le concept nouveau d'une "présentation immédiate" au tribunal pour enfants pour les jeunes de 16 à 18 ans, mais la comparution immédiate restera réservée aux majeurs. AP

On February 2, Secretary McDonald and I will host a VA national summit on Veteran suicide prevention. Why a national summit? Because Veteran suicide impacts all Americans and needs to be addressed in a coordinated effort with government and community stakeholders. And, because all Americans, and VA in particular, have a duty to help Veterans suffering from the hidden scars of military service that lead them to think suicide is their only option. We must do better and this summit will help us to determine our future course.
The “Preventing Veteran Suicide – A Call to Action” summit will bring together VA and DoD leaders, mental health professionals, Veteran Service Organizations, Veterans and their families, and other key partners. These national leaders will direct their attention to how we can best help Veterans and their families access appropriate mental health services.
It will be an honor to welcome Susan and Richard Selke, as guests at the summit. Their son, Clay Hunt, was a Marine Corps Veteran of Iraq and Afghanistan who took his own life in 2011. Congress subsequently passed the Clay Hunt Suicide Prevention for American Veterans Act, which President Obama signed in February of last year. Their commitment to improving mental health care for Veterans like their son has been inspiring.
Also at the summit, Senator Elizabeth Dole will discuss the role of Caregivers and Dr. Ron C. Kessler of Harvard Medical School will deliver a presentation on “Researching Risk for Suicide among Veterans- What Are We Missing?” These are just two of the many supportive experts joining us for this important call to action.
We already know that America’s Veterans are at higher overall risk for suicide than the general public. Veterans suffering from conditions like posttraumatic stress, depression, insomnia, and chronic pain are particularly vulnerable. However, groundbreaking research shows us that Veterans who are fully engaged in VA care are at lower risk of suicide than those who are not. It is essential that information about resources for Veterans at risk for suicide is readily available to Veterans and those close to them.
We want Veterans to come to us, but we must also go to them and build effective networks of communication and care across communities and health organizations. We must be far more proactive and creative in our approach. I ask each of you to consider how you can make a difference.
I addressed our efforts yesterday in an op-ed that appeared in the Palm Beach Post and many other papers across the U.S. I encourage you to take a moment and read my op-ed.
I know that by discussing the many aspects of this unacceptable crisis in our Veterans’ lives, we will advance their care and treatment. I will report back to you with another blog following the summit. Thank you for all you do for Veterans each and every day.

Outside Victoria’s Parliament Buildings today, the Government of British Columbia and the BC Society for the Prevention of Cruelty to Animals (BC SPCA) are giving a voice to those who can’t speak for themselves, in recognizing Animal Abuse Prevention Day.
The BC SPCA is celebrating 120 years of serving and protecting animals in 2015. To mark the anniversary, the organization is fighting cruelty with kindness, by launching a year-long movement, Million Acts of Kindness, meant to inspire a million acts of kindness for companion, farm and wild animals. One of these acts of kindness is featured every week on the millionacts.ca website, with the message that anyone can make a difference, regardless of their age and whether or not they have a pet.

Ballast water management experts gather for R&D forum
Experts at the forefront of research and development in relation to preventing of the spread of potentially harmful species in ballast water have gathered in Montreal, Canada for a key international forum under the banner “Ballast Water Management Convention – moving towards implementation”. IMO’s International Convention for the Control and Management of Ships' Ballast Water and Sediments is very close to reaching entry into force criteria.
Some 140 participants at the 6th Global Environment Facility (GEF)-United Nations Development Program (UNDP)-IMO GloBallast R&D Forum and Exhibition on Ballast Water Management (16-18 March) will share knowledge and experience on treatment technologies and alternative methods and highlight current research. Compliance monitoring and enforcement including sampling and analysis will also be discussed.
The forum, which brings together scientific experts and academia with the maritime industry and leaders in technology development for ships’ ballast water management, was launched by Marc Garneau, Minister of Transport, Canada. IMO’s Stefan Micallef, Director, Marine Environment Division, delivered an opening speech. Mr Micallef stated that the Ballast Water Management Convention needed to enter into force for effective implementation of its provisions. But he highlighted the huge amount of collaborative work which had been undertaken since the first GEF-UNDP-IMO GloBallast R&D forum 15 years ago, leading to a great deal of progress in the BWM field in terms of testing and approval of ballast water management systems, ballast water sampling and analysis, and the availability of ballast water management systems.

As much as I tried to prevent it, my expectations have gotten away from me for this fourth Indy film and I am counting down the moments until its release. There has not been a single time that I’ve eagerly awaited something of this magnitude and not been crushed with disappointment. Hopefully Indiana Jones will be spare us of similar misery and be a film worthy of the series.
With that said, here is a list of a few of my biggest entertainment reappointments:
Weezer - (Green Album) CD
Effortless, lame, boring are a few adjectives that I’d like to punctuate with four letter words when describing this album. After a phenomenal sophomore release and a long hiatus Weezer returns to do little more than drool out of my CD player. It was at this point I wrote them off for dead.
Disappointment rating: 5 out of 5 stars
Halo 2 - Xbox
While years of playing multiplayer redeemed this game for me, it was initially the campaign mode that had me clamoring for its release. After multiple playthroughs of Halo 1’s campaign, I was ready to take on the Covenant and the flood as they invaded Earth.
While I could live with the ‘false advertising’ of the infamous E3 demo, I was utterly let down by the whole of the campaign mode. Combine that with a convoluted story line and a devastatingly anti-climactic ending and I was left holding the feces from the biggest space marine disappointment of all time. Did Bungie sacrifice the campaign mode in lue of multiplayer? That’s the way it felt to me.

Star Wars - Episodes I, II, & III
The only thing I have left to say about these three films at this point is that I’m over it. I’m over the anger, resentment and hostility I felt towards George Lucas for vomiting them onto the big screen. The story was shit, the acting was shit and the dialog wasn’t anywhere near a level that could be compared to shit. These movies sucked ass so bad they should be banned.
I may have rose colored glasses when I look back at the original Star Wars trilogy, but that doesn’t mean there couldn’t exist prequels worthy of that fondness. What loyal fans got instead was so trite, forgetful and embarrassing that I would purposely leave it off my resume had I been even just a janitor on set of the films.

I pray to Shiva that Indiana Jones DOES NOT make it onto this list. It is one of the few remaining untainted greats from my childhood. Hopefully it can stay that way.

I purchased the Aurora Limited Edition doll on her release day, Saturday March 16, 2019, from my local Disney Store. They had 16 dolls, and only about half sold at store opening. My doll's edition number is #1269 of 4500, exactly 1000 more than that of my Aurora and Phillip wedding doll set. She commemorates the 60th anniversary of Disney's Sleeping Beauty.
She is dressed as Briar Rose, and has a forest scene in the background art of the box. She has a little owl in one hand and a basket in the other. I have left the owl and basket secured to her hands with rubber bands. Her golden blonde hair has her signature curl in front of her front bangs, and waist length hair with curls at the ends. She has violet eyes glancing to her right and coral lips in a open mouthed smile. She has long curvy eyelashes. She has a pink shawl around her shoulders and arms. It has a brocade pattern on one side and gold embroidery on the other, and gold tassels at the ends. I untacked the ends from her skirt, but left them tacked to the sleeves of her blouse to prevent the shawl from falling off. She has a black satin bodice with fake laces in front of gold embroidery in the center panel. Her blouse is actually part of her bodice, and has sleeves down to her elbows, with flared ends tied with golden strings. Her skirt is made of dark magenta satin that is pleated in the front and is asymmetrical. I have untacked the pleats so the skirt could be expanded along with the underskirts. Under that there are two layers of pink tulle and one layer of white tulle, and then a layer of light pink tulle with a lace border. These under skirts are sewn in the back to the outer skirt. Finally there is a half length stiff tulle petticoat. The lower lace underskirt is floor length in the back, but is higher and is slanted in the front, revealing her legs and feet. She has fixed angle feet with no ankle joints. She is wearing black flats with a small bow decoration in front, and a black satin bow around her ankles. She has dark magenta painted on panties, that match the color of her outer skirt.
Although her outfit's colors aren't film accurate, it is very pretty and well made. Her face is gorgeous, and although her lips are coral rather than red, at least they aren't the pink color of previous LE Aurora dolls. I like the doll very much. She is also a very good match for the Rags Snow White LE doll from 2017.
There are now a total of eight Aurora Limited Edition 17 inch dolls released by Disney. That includes the pink and blue Disney Store dolls (2014), the pink and blue Harrods dolls (2014), the blue and pink Disney Parks dolls (2015 and 2018), Disney Store Briar Rose (2019) and Disney Store Wedding Aurora (2019). That is two more than the number of Snow White, Elsa and Anna dolls. There is also speculation that there will be a Saks Aurora doll released late this year.

This is one of the projects that I did in my Communication Design class. The assignment was to pick a social problem and create a poster on a subject which I selected child abuse as my topic. I tried to draw a girl in such a way that would create a psychotic version of child-like drawing. I made things as simple as possible to increase the impact.

The Vienna and Berlin Philharmonic served the Nazi state as well as the rival musicians could.

In return, the renowned orchestra performed the main work of the musical representation of the Nazi state. In order to be able to continue this work in wartime without compromise, Goebbels gave the musicians the status of being indispensable until the end of the war, thus, he prevented them collectively from the entry into the Wehrmacht.
With the beginning of the war, travel activity of the Berlin ones increased rapidly. Between 1940 and 1944, the number of foreign concerts was up to three times as high as in pre-war times. Depending on the occasion, the orchestra provided the backing music for the German cannon thunder in the conquered territories, or appeased it in neutral states with its shawm sounds.
The Viennese were the tour monopoly of their Berlin colleagues a thorn in the eye. "If the Berliner Philharmoniker had left, the Propaganda Ministry would have paid for it, but we should pay for it ourselves," notes the protocol in April 1943, three months after the catastrophe of Stalingrad, when it came to financing a concert tour to Sweden.
As a rule, the budget was missing for long trips. Gauleiter Schirach did not have the financial means of Goebbels. Nevertheless, he protected his Philharmonic on the model of the Propaganda Minister. He also obtained an indispensable position for the orchestra until the end of the war. For the 100th birthday of the orchestra, without further he had renamed a part of the Vienna Augustinians street into Philharmoniker street. During the philharmonic's jubilee concerts, all other orchestral events were banned. The musicians thanked him by awarding the protector the honorary ring of the orchestra or striking up free of charge at Schirach's private receptions.
The different instrumentalization of the two rival orchestras can be explained by their different political references: here the Viennese are dealing privately with the highest Nazi representative in Vienna, there the interdependence between the Berliners and the minister responsible for propaganda across the Reich. This was accompanied by differences in the music-aesthetic attributions. Wilhelm Furtwängler, the central figure in both orchestras, stressed in 1942 on the occasion of the 100th anniversary of the Vienna Philharmonic: »The reason for your exceptional position is that the Philharmonic Orchestra is exclusively a Vienna orchestra.«
In Berlin, on the other hand, you do not make music in Berlin style, but »German«, according to Furtwängler. Wilhelm Jerger, who was then head of the orchestra, also saw the specific sound of the Vienna Philharmonic rooted on the Danube: "It is an outgrowth of Vienna, of old ground surface, whose musicality is proverbial!" In contrast, the influential Berlin music writer Oswald Schrenk put the Berliner Philharmoniker in 1943 expressly in the context of the state: they were the "most important musical bearers of culture in the Greater German Reich" and had rendered "immeasurable services to the German cause".
However, the politicization of the Vienna and Berlin Philharmonic in National Socialism have similarities. The high proportion of NSDAP members in both orchestras shows great loyalty to the regime. Especially among the Viennese, the proportion was exorbitantly high: Counting the memberships in affiliated organizations, party members accounted for 47 percent almost half of the entire orchestra staff. 25 musicians, just under a quarter, were also so-called illegals, who had been loyal to the Nazis during the ban of the NSDAP in the Corporate state. In contrast, the proportion of the Berliner Philharmoniker with about 20 percent of NSDAP members was significantly lower.
However, the most momentous aspect of their politicization in both orchestras is the exclusion of Jewish orchestra members. To prevent the orchestra from collapsing, the authorities occasionally resorted to special authorizations for both orchestras that were issued to musicians if they were only partially of Jewish origin or married to Jewish women. For the orchestra members of Jewish origin, however, there was no room left in both orchestras. The four Jewish members of the Berliner Philharmoniker had to leave the orchestra until the season of 1935/36 and were forced to emigrate - but the Berlin management revealed at least a delaying tactic in enforcing the exclusions.
By contrast, 15 orchestral musicians were expelled from the ranks of the Vienna Philharmonic in 1938, largely for "racial" reasons, but in a few cases also because of their political past. The Jewish members of the Vienna Philharmonic were only partially able to escape: seven were murdered in the concentration camps or died on arrest or deportation. After hints at a sympathy for the fate of the Jewish colleagues, let alone at rescue attempts on the part of the orchestra, one searches however in vain in the log books of the Vienna Philharmonic.

Im Gegenzug leistete das Renommierorchester die Hauptarbeit der musikalischen Außenrepräsentation des NS-Staates. Um diese Arbeit auch in Kriegszeiten ohne Abstriche weiterführen zu können, bewahrte Goebbels die Musiker mittels Unabkömmlichstellung bis Kriegsende kollektiv vor dem Einzug in die Wehrmacht.
Mit Kriegsbeginn nahm die Reisetätigkeit der Berliner rasant zu. Zwischen 1940 und 1944 war die Zahl der Auslandskonzerte bis zu dreimal so hoch wie in Vorkriegszeiten. Das Orchester lieferte je nach Anlass die Begleitmusik zum deutschen Kanonendonner in den eroberten Gebieten oder es beschwichtigte in neutralen Staaten mit seinen Schalmeienklängen.
Den Wienern war das Tournee-Monopol ihrer Berliner Kollegen ein Dorn im Auge. »Wären die Berliner Philharmoniker gefahren, hätte es das Propagandaministerium gezahlt, wir sollen es aber selber zahlen«, vermerkt etwa das Protokoll im April 1943, drei Monate nach der Katastrophe von Stalingrad, als es darum ging, einen Finanzier für eine Konzertreise nach Schweden zu finden.
In der Regel fehlte für ausgedehnte Reisen das Budget. Gauleiter Schirach verfügte nicht über die finanziellen Mittel von Goebbels. Dennoch beschützte er seine Philharmoniker nach dem Vorbild des Propagandaministers. Er erlangte für das Orchester ebenfalls eine bis Kriegsende geltende Unabkömmlichstellung. Zum 100. Geburtstag des Orchesters ließ er kurzerhand einen Teil der Wiener Augustinerstraße in Philharmonikerstraße umbenennen. Während der Jubiläumskonzerte der Philharmoniker waren alle anderen Orchesterveranstaltungen verboten. Die Musiker dankten es ihm, indem sie ihrem Protektor den Ehrenring des Orchesters verliehen oder auf Schirachs privaten Empfängen unentgeltlich aufspielten.
Die unterschiedliche Instrumentalisierung der beiden rivalisierenden Orchester erklärt sich aus ihren unterschiedlichen politischen Referenzen: hier der private Umgang der Wiener mit dem höchsten NS-Repräsentanten in Wien, dort das gegenseitige Abhängigkeitsverhältnis zwischen den Berlinern und dem für die reichsweite Propaganda zuständigen Minister. Damit gingen auch Unterschiede in den musikästhetischen Zuschreibungen einher. Wilhelm Furtwängler, dirigierende Zentralgestalt beider Orchester, betonte 1942 anlässlich des 100-jährigen Jubiläums der Wiener Philharmoniker: »Den Grund zu Ihrer Ausnahmestellung sehe ich darin, dass die Philharmoniker ausschließlich ein Wiener Orchester sind.«
In Berlin hingegen musiziere man nicht berlinerisch, sondern »deutsch«, so Furtwängler. Auch der damalige Orchestervorstand Wilhelm Jerger sah den spezifischen Klang der Wiener Philharmoniker an der Donau verwurzelt: »Es ist ein Herauswachsen aus dem Boden Wiens, aus altem Erbboden, dessen Musikalität ja sprichwörtlich ist!« Demgegenüber stellte der einflussreiche Berliner Musikschriftsteller Oswald Schrenk die Berliner Philharmoniker 1943 ausdrücklich in den Kontext des Staates: Sie seien die »bedeutendsten musikalischen Kulturträger des Großdeutschen Reiches« und hätten »der deutschen Sache unermessliche Dienste« geleistet.
Die Politisierung der Wiener und Berliner Philharmoniker im Nationalsozialismus weisen jedoch Gemeinsamkeiten auf. An dem hohen Anteil an NSDAP-Mitgliedern lässt sich bei beiden Orchestern große Loyalität mit dem Regime ablesen. Vor allem bei den Wienern war der Anteil exorbitant hoch: Zählt man die Mitgliedschaften bei parteinahen Organisationen dazu, machten Parteiangehörige mit 47 Prozent fast die Hälfte des gesamten Orchesterpersonals aus. 25 Musiker, ein knappes Viertel, waren überdies sogenannte Illegale, die den Nazis schon während des Verbots der NSDAP im Ständestaat die Treue gehalten hatten. Demgegenüber war der Anteil bei den Berliner Philharmonikern mit rund 20 Prozent NSDAP-Mitgliedern deutlich geringer.
Der folgenschwerste Aspekt ihrer Politisierung liegt bei beiden Orchestern jedoch in den Ausschlüssen der jüdischen Orchestermitglieder. Um ein Kollabieren des Orchesterbetriebs zu verhindern, griffen die Behörden mitunter zwar bei beiden Orchestern auf Sondergenehmigungen zurück, die Musikern ausgestellt wurden, wenn sie nur teilweise jüdischer Herkunft oder aber mit jüdischen Frauen verheiratet waren. Für die Orchestermitglieder jüdischer Herkunft gab es jedoch in beiden Orchestern keinen Platz mehr. Bei den Berliner Philharmonikern mussten die vier jüdischen Mitglieder das Orchester bis zur Spielzeit 1935/36 verlassen und wurden in die Emigration gezwungen – doch die Geschäftsführung der Berliner ließ bei der Durchsetzung der Ausschlüsse zumindest eine Verzögerungstaktik erkennen.
Aus den Reihen der Wiener Philharmoniker wurden 1938 hingegen gleich 15 Orchestermusiker vertrieben, großteils aus »rassischen« Gründen, in wenigen Fällen aber auch aufgrund ihrer politischen Vergangenheit. Die Flucht gelang den jüdischen Mitgliedern der Wiener Philharmoniker nur teilweise: Sieben wurden in den Konzentrationslagern ermordet oder starben bei Verhaftung oder Deportation. Nach Hinweisen auf eine Anteilnahme am Schicksal der jüdischen Kollegen, geschweige denn auf Rettungsversuche seitens des Orchesters, sucht man in den Protokollbüchern der Wiener Philharmoniker allerdings vergeblich.

Outside Victoria’s Parliament Buildings today, the Government of British Columbia and the BC Society for the Prevention of Cruelty to Animals (BC SPCA) are giving a voice to those who can’t speak for themselves, in recognizing Animal Abuse Prevention Day.
The BC SPCA is celebrating 120 years of serving and protecting animals in 2015. To mark the anniversary, the organization is fighting cruelty with kindness, by launching a year-long movement, Million Acts of Kindness, meant to inspire a million acts of kindness for companion, farm and wild animals. One of these acts of kindness is featured every week on the millionacts.ca website, with the message that anyone can make a difference, regardless of their age and whether or not they have a pet.

1. Dans le cadre des efforts de diplomatie préventive de la CEDEAO, de l'UA et des Nations unies visant à promouvoir la tenue d'une élection présidentielle crédible, transparente et pacifique en République de Guinée le 18 octobre 2020, une mission conjointe de haut niveau a séjourné en République de Guinée du 1er au 2 octobre 2020.
2. La Mission conjointe est consécutive :
- aux diverses consultations virtuelles de pré-dialogue conjointes CEDEAO-UA-NU et de la réunion Ministérielle consultative virtuelle qui se sont tenues avec les parties prenantes guinéennes, respectivement du 2 au 7 juillet et le 15 août 2020 ;
- de la validation de la liste des candidats par la Cour Constitutionnelle ;
- du lancement de la campagne électorale ; et
- de la restitution publique, devant le corps diplomatique, les partis politiques et la presse nationale et internationale, des résultats de l’audit du fichier électoral.
3. L'objectif de la mission conjointe était de rencontrer les parties prenantes au processus électoral afin d’encourager et d'approfondir le dialogue entre les différents acteurs et parties prenantes politiques du pays, en vue de garantir une élection crédible, transparente, inclusive et sans violence.
4. La délégation de la Mission conjointe était composée des personnalités suivantes:
- S.E. Mme Shirley Ayorkor BOTCHWEY, Ministre des Affaires Etrangères et de L'intégration Régionale de la République du Ghana et Présidente du Conseil des Ministres de la CEDEAO ;
- S.E.M. Alpha BARRY, Ministre des Affaires Etrangères et de la Coopération du Burkina Faso ;
- S.E.M. Jean-Claude KASSI BROU, Président de la Commission de la CEDEAO ;
- S.E.M. Mohamed Ibn CHAMBAS, Représentant Spécial du Secrétaire-général des Nations unies pour l'Afrique de l'Ouest et le Sahel (UNOWAS) ;
- S.E. Mme Minata Samate CESSOUMA, Commissaire aux Affaires Politiques de l’Union africaine ;
- Le Général Francis A. BEHANZIN, Commissaire aux Affaires Politiques, Paix et Sécurité de la CEDEAO.
5. Au cours de son séjour à Conakry, la Mission conjointe a été reçu en audience par Son Excellence Pr Alpha Condé, Président de la République. Le Président de la République a souhaité la bienvenue aux membres de la Mission conjointe et leur a exprimé toute sa gratitude pour la solidarité qu’ils apportent à la Guinée. Le Président de la République a réaffirmé à la Mission toute sa détermination à promouvoir la paix en Guinée et dans toute la sous-région. A cet égard, il a assuré à la Mission, qu’il ne ménagera aucun effort pour assurer la tenue d’une élection paisible et transparente en Guinée.
6. La Mission conjointe a tenu des consultations avec plusieurs acteurs et parties prenantes politiques en Guinée, notamment le Ministre des Affaires Etrangères et des Guinéens à l'étranger, le Ministre de la Sécurité et de la Protection Civile, le Groupe des Ambassadeurs des pays membres de la CEDEAO accrédités en Guinée, les membres du Groupe des 5 (G5), les partis politiques membres de la coalition au pouvoir, l'opposition républicaine, la coalition des candidats de l'opposition, les organisations de la société civile sous l'égide du Front national pour la défense de la Constitution (FNDC), les chefs religieux et les associations des femmes et des jeunes.
7. La Mission conjointe a également tenu des consultations avec la Commission électorale nationale indépendante (CENI), la Haute Autorité de la communication (HAC) et la Cour constitutionnelle sur l’état de préparation de l’élection présidentielle du 18 Octobre 2020.
8. La Mission conjointe s’est félicitée de la volonté des autorités à promouvoir une élection crédible et paisible. Elle s’est également félicité des progrès réalisés dans la préparation des différents volets techniques de cette élection. Elle s’est félicité de l’audit du fichier qui devrait permettre des élections fiables.
9. La Mission conjointe a exprimé sa vive préoccupation par rapport au manque de confiance entre les acteurs. La Mission a condamné fermement les violences et les discours de haine a relent ethnique, en particulier, susceptible d’encourager les violences.
10. La Mission conjointe a exprimé ses condoléances aux familles des victimes de ces violences. Elle demande aux autorités de rechercher et d’engager des poursuites contre les auteurs de ces actes.
11. La Mission conjointe a par ailleurs encouragé les autorités à sécuriser le processus électoral tout comme la protection de l’intégrité physique des candidats et de leurs militants avant, pendant et après le scrutin, et plus largement au respect des droits de l’homme.
12. La Mission conjointe appelle à la nécessité du dialogue entre les candidats et acteurs politiques ainsi que la signature urgente d’un code de bonne conduite avant l’élection et de s'abstenir d'annoncer les résultats avant les organes charges de le faire selon la loi.
13. La Mission conjointe appelle les Forces de Defence et de Sécurité à agir avec professionnalisme pour la sécurisation de l’élection et d’éviter l’usage excessif de la force.
14. La Mission conjointe demande aux candidats et tous les acteurs politiques y compris la CENI, à respecter strictement les protocoles sanitaires liés à la Covid-19 tout au long du processus électoral. Elle encourage la CENI a poursuivre les rencontres avec les différents candidats pour trouver des solutions aux points en suspens, notamment la nécessité d'afficher le fichier électoral et de veiller à ce que les procès-verbaux soient mis à la disposition des mandataires des partis.
15. La Mission conjointe a informé du déploiement des observateurs de la CEDEAO et de l’Union africaine dans les prochains jours à Conakry afin de contribuer à une élection crédible et transparente.
16. La délégation remercie les autorités guinéennes pour l’accueil chaleureux et fraternel ainsi que pour toutes les facilités mise a leur disposition pour cette Mission.

Joint ECOWAS-African Union-United Nations High-Level solidarity Mission for the promotion of a credible, transparent and peaceful presidential election in the Republic of Guinea

1. As part of the preventive diplomacy efforts of ECOWAS, AU and the UN geared towards ensuring the holding of a credible, transparent and peaceful presidential election on 18 October 2020 in the Republic of Guinea, a Joint High-Level Solidarity Mission was undertaken to the Republic of Guinea from 30th September to 4th October 2020.
2. The joint Mission was a follow-up to:
- The joint ECOWAS-AU-UN virtual pre-dialogue consultations and the Virtual Ministerial Consultative meeting held with Guinean stakeholders from 2nd to 7th July and on 15th August 2020, respectively;
- The validation of the list of candidates by the Constitutional Court;
- The commencement of the electoral campaigns; and
- The public presentation of the outcomes of the audit of the voters register in the presence of the Diplomatic Corps, political parties and the national and international media.
3. The objective of the joint Mission was to deepen engagement with various political actors and stakeholders in the electoral process, with a view to ensuring a credible, transparent, inclusive and violence-free election.
4. The joint Mission delegation included the following:
- H.E. Shirley Ayorkor BOTCHWEY, Minister of Foreign Affairs and Regional Integration of the Republic of Ghana and the Chairperson of the ECOWAS Council of Ministers;
- H.E. Alpha BARRY, Minister of Foreign Affairs and Cooperation of Burkina Faso;
- H.E. Jean-Claude KASSI BROU, President of the ECOWAS Commission;
- H.E. Mohamed Ibn CHAMBAS, Special Representative of the United Nations Secretary General for West Africa and the Sahel (UNOWAS);
- H.E. Minata Samate CESSOUMA, Commissioner, Political Affairs, African Union Commission
- General Francis A. BEHANZIN, ECOWAS Commissioner for Political Affairs, Peace and Security.
5. During its stay in Conakry, the joint Mission was received in audience by His Excellency Prof. Alpha Conde, President of the Republic. The President of the Republic welcomed the members of the joint Mission and expressed his gratitude to them for the solidarity they are providing to Guinea. The President of the Republic reaffirmed to the Mission his determination to promote peace in Guinea and the entire sub-region. In this regard, he assured the Mission that he would spare no effort to ensure the holding of a peaceful and transparent election in Guinea.
6. The joint Mission held consultations with several political actors and stakeholders in Guinea, including the Minister of Foreign Affairs and Guineans Abroad, the Minister of Security and Civil Protection, the Group of African Ambassadors accredited to Guinea, members of the Group of 5 (G5), the political party members of the ruling coalition, the republican opposition, coalition of opposition candidates, civil society organizations under the umbrella of the National Front for the Defence of the Constitution (FNDC), religious leaders, women and youth associations.
7. The joint Mission also held consultations with the Independent National Electoral Commission (CENI), the High Authority for Communication (HAC) and the Constitutional Court on the state of preparations for the presidential election of 18th October 2020.
8. The joint Mission welcomed the commitment of the authorities to promote a credible and peaceful election. It also welcomed the progress made in the preparations for the various technical aspects of the election. It welcomed the audit of the register, which should enable the holding of credible elections
9. The joint Mission expressed deep concern about the prevailing mistrust among the stakeholders. The joint Mission strongly condemned the violence and hate speech with a particular ethnic undertone, which could encourage violence.
10. The joint Mission expressed its condolences to the families of the victims of this violence. It calls on the authorities to investigate and prosecute the perpetrators of these acts.
11. The joint Mission also urges the authorities to secure the electoral process as well as the preservation of the physical safety of the candidates and their supporters before, during and after the election, and more broadly, the respect of human rights.
12. The joint Mission reiterates the need for dialogue among the candidates and political actors as well as the urgent signing of the code of good conduct before the election and urges the candidates to refrain from announcing the results before the organs legally mandated to do so.
13. The joint Mission calls on the Defence and Security Forces to act professionally in securing the election and to avoid excessive use of force.
14. The joint Mission calls on the candidates and all political actors, including INEC, to strictly comply with the health protocols related to the Covid-19 throughout the electoral process. It encourages the CENI to continue discussions with the various candidates with a view to finding solutions to the outstanding issues, particularly the need to display the voters list and to ensure that result sheets are made available to party agents.
15. The Joint Mission announced the deployment of ECOWAS and African Union observers in the coming days in Guinea to contribute to a credible and transparent election.
16. The delegation expresses sincere gratitude to the Guinean authorities for the warm and fraternal welcome and for all the facilities put at their disposal for the Mission.

On February 2, Secretary McDonald and I will host a VA national summit on Veteran suicide prevention. Why a national summit? Because Veteran suicide impacts all Americans and needs to be addressed in a coordinated effort with government and community stakeholders. And, because all Americans, and VA in particular, have a duty to help Veterans suffering from the hidden scars of military service that lead them to think suicide is their only option. We must do better and this summit will help us to determine our future course.
The “Preventing Veteran Suicide – A Call to Action” summit will bring together VA and DoD leaders, mental health professionals, Veteran Service Organizations, Veterans and their families, and other key partners. These national leaders will direct their attention to how we can best help Veterans and their families access appropriate mental health services.
It will be an honor to welcome Susan and Richard Selke, as guests at the summit. Their son, Clay Hunt, was a Marine Corps Veteran of Iraq and Afghanistan who took his own life in 2011. Congress subsequently passed the Clay Hunt Suicide Prevention for American Veterans Act, which President Obama signed in February of last year. Their commitment to improving mental health care for Veterans like their son has been inspiring.
Also at the summit, Senator Elizabeth Dole will discuss the role of Caregivers and Dr. Ron C. Kessler of Harvard Medical School will deliver a presentation on “Researching Risk for Suicide among Veterans- What Are We Missing?” These are just two of the many supportive experts joining us for this important call to action.
We already know that America’s Veterans are at higher overall risk for suicide than the general public. Veterans suffering from conditions like posttraumatic stress, depression, insomnia, and chronic pain are particularly vulnerable. However, groundbreaking research shows us that Veterans who are fully engaged in VA care are at lower risk of suicide than those who are not. It is essential that information about resources for Veterans at risk for suicide is readily available to Veterans and those close to them.
We want Veterans to come to us, but we must also go to them and build effective networks of communication and care across communities and health organizations. We must be far more proactive and creative in our approach. I ask each of you to consider how you can make a difference.

Il se rend tout d'abord à la Direction Départementale de la Sécurité Publique (DDSP) où il rencontre le personnel de la DDSP et celui du groupement départemental de la gendarmerie nationale. Il se rend ensuite à l'Espace Olympe de Gouges du quartier de la Source où il vsite le Centre Communal d'Action Sociale (CCAS), le centre de ressources Illettrisme et Analphabétisme ainsi que la Maison de Justice et du Droit. Après avoir échangé avec les acteurs de la prévention, il préside une table ronde sur le sujet

History of the Cathedral.
On August 28, 1998, Metropolitan Methodius (Nemtsov) of Voronezh and Lipetsk laid the first stone in the foundation of the new cathedral.
On November 15, 1998, His Holiness Patriarch Alexy II of Moscow and All Rus' arrived in Voronezh on a primatial visit, during which the consecration of the foundation stone of the cathedral took place.
On April 7, 2004, on the cathedral's patronal feast day - the Annunciation of the Most Holy Theotokos, the first Divine Liturgy was celebrated in the temporary lower church. Since then, regular services have begun in the church.
On November 4, 2009, on the day of the celebration in honor of the Kazan Icon of the Mother of God, the first Divine Liturgy was held in the upper church of the Annunciation Cathedral.
December 6, 2009 is the day of the official opening of the Annunciation Cathedral.
On September 18, 2011, Patriarch Kirill of Moscow and All Rus' performed the rite of great consecration of the Annunciation Cathedral.
On August 24, 2012, Metropolitan Sergius of Voronezh and Borisoglebsk performed the Great Consecration of the lower aisle of the Annunciation Cathedral.
From 2014 to 2021, with the blessing of Metropolitan Sergius of Voronezh, the Annunciation Cathedral was painted.
This is one of the largest Orthodox church buildings in Russia, reflecting the greatness of spiritual traditions.
The cathedral impresses with its size and monumentality. It is not only the spiritual center of the Voronezh Metropolitanate, but also an important cultural monument, open to all who wish to become acquainted with the history and traditions of Orthodoxy.
The design of the cathedral, executed in the Russian-Byzantine style, was created by the architect Vladimir Petrovich Shevelev. The external appearance of the temple resembles the destroyed Vladimir Cathedral, which was built in Voronezh by one of the students of the famous Konstantin Ton.

12 Bells on the Belfry of the Annunciation Cathedral.
6.5 Tons is the weight of the largest bell "Blagovest". It was cast on March 23, 2002 by the Voronezh enterprise "Vera" (V. Anisimov's bell foundry).
The upper church of the Annunciation Cathedral can accommodate up to 6000 people.
The monument to Saint Mitrofan, the first Bishop of Voronezh, opened in 2003. It weighs 8 Tons & is 8.5 metres in height. The author of the sculpture is I. P. Dikunov. The monument was cast from bronze at the Comintern Plant in Voronezh.
