I can't quite work out why each light source has changed its form in a different way... in the end it was just a very slow shutter speed at night with a sudden movement.

This is such a beautiful original. Her expression is so wonderful. I used the magnetic lasso tool to select the model and fan. I copied this to a new layer and added a background I made. I moved the original image layer between the new background and selected layers. I applied this as hard light and eleimated most except for the edges of her hair. This allowed the fine hairs to remain and blend better with the new background. I tweaked her beautiful eyes a bit, and added contrast to her fan with selections made by the lasso tool.
