Regional Platform to Fast-Track the Implementation of the United Nations Convention against Corruption (UNCAC) in Central America

Britten recently headed up a large project that combined site surveys, hardware, print, and installation at several different Vail resorts across the country.

 

Following the on-site analysis at each resort (which was conducted in 6 different states in the span of a week), recommendations were made for specifically sized BannerStretch™ tensioned frames, silicone-edged fabric frames, and decal applications in other instances. Design templates were provided for each location and a unique piece of artwork was provided for every individual piece of media.

In implementing the Paris climate agreement, all countries need to be transparent and accountable, and to comply with the UNFCCC rules and procedures. Most countries have communicated their climate change targets and aspirations, and will need to work rigorously to meet their goals. Monitoring, reporting and verification apply to climate measures on-site, countrywide and internationally.

As part of the implementation of its national SME development strategy, the Government of the DRC obtained a loan from the International Development Association (IDA) to finance the "Support Project for the Development of Micro, Small and Medium Enterprises", PADMPME.

Created in 2005, following the evaluation forum of the Congolese Women's Caucus, CAFCO is a platform of women from civil society and political parties committed to the promotion of women's specific human rights and the protection of the population's welfare.

The first week of October 2022, UN Women gave business registers to the first cohort of women who volunteered for formalization with the support of CAFCO. The event took place in the Mont Ngafula commune in Kinshasa.

Dans le cadre de la mise en œuvre de sa stratégie nationale de développement des PME, le Gouvernement de la RDC a obtenu de l’Association Internationale de Développement (IDA) un crédit pour financer le « Projet d’Appui au Développement des Micro, Petites et Moyennes Entreprises », PADMPME.

Créé en 2005, suite au forum d'évaluation du Caucus des femmes congolaises, CAFCO est une plateforme de femmes de la société civile et des partis politiques engagés dans la promotion des droits humains spécifiques des femmes et la protection du bien-être de la population.

La première semaine d'octobre 2022, ONU Femmes a remis des registres commerciaux à la première cohorte de femmes qui se sont portées volontaires pour la formalisation avec le soutien de CAFCO. L'événement a eu lieu dans la commune de Mont Ngafula à Kinshasa.

El Ministerio de Ambiente y Desarrollo Sostenible, con el apoyo del Programa de Naciones Unidas para el Desarrollo (PNUD) y el financiamiento del Adaptation Fund del Protocolo de Kioto, implementó el proyecto de “Reducción del riesgo y de la vulnerabilidad al cambio climático en la región de La Mojana”, una apuesta que logró generar acciones que les permitieron a las comunidades de los municipios de San Benito Abad, San Marcos y Ayapel, enfrentar las inundaciones y sequías producidas por los efectos del cambio climático, a través de la implementación de medidas de adaptación en sus modos de vida.

 

Gracias a esta iniciativa, la Mojana, y los Municipios de San Benito Abad, Ayapel y San Marcos, cuentan ahora con una valiosa cantidad de información hidroclimatológica y un Sistema de Alertas Tempranas implementado coordinadamente con el IDEAM y CORPOMOJANA, que aporta información sin precedentes en otras regiones del país, para la planeación y tomar decisiones de política pública a nivel nacional, regional y local. En este sentido, se establecieron 11 estaciones de monitoreo climático, y se consolidaron 27 comités comunitarios para el monitoreo del Sistema de Alertas Tempranas, así como la creación del Centro de Pronósticos y Alertas que funciona en Corpomojana.

 

El proyecto logró también resultados significativos para las comunidades de la región de la Mojana, que implementaron medidas agroecológicas adaptables al cambio climático, que fomentan las prácticas tradicionales de producción más resilientes a los efectos del clima. Así mismo, apoyó el desarrollo de actividades productivas que permiten la diversificación de fuentes de alimentos que contribuyen a la seguridad alimentaria y generación de ingresos, con una participación directa de 2.000 familias. Se establecieron más de 270 hectáreas de sistemas agrosilvopastoriles, 1.900 huertas familiares adaptadas a posibles inundaciones y más de 80 hectáreas de cultivos orgánicos de maíz, fríjol, guandú, plátano y yuca.

 

Así mismo, junto con las comunidades, se propuso un diseño de vivienda y centro comunitario que incorporan criterios de adaptación y variabilidad climática. Como resultado se construyeron 11 centros comunitarios adaptados al cambio climático para la comunidad; se implementaron en más de 500 hogares sistemas de captación de agua lluvia para los tiempos de sequía y medidas de gestión del riesgo; se edificaron viviendas vernáculas con adaptaciones a las inundaciones y se estructuraron 14 centros educativos con medidas para proporcionar agua en tiempos de sequía para más de 200 niños.

 

Con el apoyo técnico del Instituto Alexander Von Humboldt- IAVH, el Proyecto construyó para la región, la planificación eco regional, que define los lugares y acciones necesarias para la restauración de ecosistemas, a partir de la Planificación para la restauración de ecosistemas de humedal. Se implementaron acciones de restauración impactando a 945 hectáreas, en los Municipios de Ayapel, San Benito Abad y San Marcos y 35 km de canales en 5 caños priorizados en el territorio, recuperando la capacidad de regulación y amortiguación de estos ecosistemas, reduciendo la vulnerabilidad de las comunidades, la flora y fauna nativa mojanera, frente a los impactos de inundaciones y sequías. Estas acciones beneficiaron a más de 4.500 personas y permitieron la instalación de 29 viveros temporales establecidos con una producción de más de 200 mil plantas, de las cuales cerca de 137 mil, fueron sembradas.

 

“Aquí aprendimos de todo, recibimos muchas capacitaciones y al final nosotras sacamos adelante este proyecto. Con el conocimiento hicimos los viveros, las restauraciones y las huertas, ahora acompañamos a otras comunidades para hacer lo mismo”, cuenta Juana Madariaga de la comunidad de Pasifueres.

 

Por otra parte se realizó el fortalecimiento Comunitario e Institucional, con el que se capacitaron 155 Promotores Rurales para la Adaptación territorial, incorporar consideraciones de Cambio Climático en 12 instrumentos de planificación, 38 organizaciones de base, 3 de ellas lideradas por mujeres y se instaló la Plataforma de Mujer Rural. Esta estrategia se trabajó de la mano con las alcaldías municipales, las universidades regionales y las autoridades ambientales con jurisdicción en el territorio.

 

“Para el Ministerio de Ambiente y Desarrollo Sostenible el trabajo realizado en la Mojana es un ejemplo para todo el país. Este proceso no sólo ha permitido a la región adaptarse a los efectos del cambio climático, sino tejer procesos de asociatividad que han permitido comprender con mayor facilidad los cambios presentados en la región y establecer las medidas necesarias para adaptarse y enfrentar temporadas de sequía o inundaciones”, Comentó el Ministro de Ambiente Carlos Correa.

 

Gracias a la experiencia y las lecciones aprendidas con el proyecto “Reducción del riesgo y de la vulnerabilidad al cambio climático en la región de La Mojana” se abre la puerta a una nueva iniciativa que escalará todas estas acciones para aumentar la resiliencia al clima y la sostenibilidad ambiental y social de las comunidades vulnerables en la región de La Mojana. Lo anterior, a través del proyecto Mojana Clima y Vida, liderado por el Fondo de Adaptación, con recursos del Fondo Verde para el Clima (GCF) que cobijará a los 11 municipios de la depresión Momposina, con el fin de aumentar la resiliencia y la sostenibilidad socioambiental para abordar los efectos del cambio climático, el uso sostenible de los recursos naturales y la gestión eficiente frente a los riesgos de desastres.

 

“Los logros alcanzados, no serían posibles sin el compromiso de las comunidades y el apoyo de la institucionalidad pública nacional, regional y local, en cabeza del Ministerio de Ambiente y Desarrollo Sostenible y de la local, gobernaciones, alcaldías y corporaciones ambientales, quienes han contribuido a que las medidas implementadas por el proyecto tengan resultados tangibles. WHY THE AUTONOMY OF GSCASH MUST BE SAFEGUARDED: GSCASH formed in April, 1999 Is a produr.t of our combined struggle for gender justice; engendering consciousness and sensitivity; creating a workplace conditioned by equality. Vlshakha guidelines of 1997 was a landmark judgment, which .

sought to empower the complainant, most often, a women suffering gender discrimination, to equality before law, despite the hierarchy of the workplace. Equality before law to all .

Is simple: Any workplace has a hierarchical command structure -the boss/ CEO and the clerk, the teacher and student and so on. In such a work-place structure, it used to be impossible for the victim, if s/he is lower in the command hierarchy, to get any justice In case of sexual harassment from the existing bodies which are commanded by the higher-ups. The Supreme Court, while laying down the Vishakha guidelines (1997), recognised this specific nature ofworkplace and how rights of all employees to equal and safe work condition can stand violated due to gendered harassment, discrimination and violence. Indeed, what this landmark judgment underlined was the urgent need for a mechanism within the institution itself to ensure safe working condition for women as a right in itself. In other words, autonomy of GSCASH from the given hierarchical command structure of any Institution Is a sine qua non for Its existence and efficacy. Sadly, the recent trends in JNU shows that there is a concerted attempt so that GSCASH is subordinated to the administration's bullies and the EC members who trash GSCASH reports without the slightest effort to read reports or provide .

How Honduras managed to carry out genomic sequencing for the first time

When microbiologist Soany Ávilez was selected to implement the genomic sequencing of the SARS-CoV-2 virus in Honduras, she was amazed. In the wake of the pandemic, Soany had started working at the National Virology Laboratory in 2020 performing PCR tests. At that time, genomic sequencing to detect circulating variants of the virus that causes COVID-19 was carried out outside the country. But a project to provide Honduras with the capabilities to do it in situ and obtain faster results was being developed with technical support from the Pan American Health Organization (PAHO) and financial support from the United States Government.

 

Although she lacked knowledge on the subject, Soany remembers that she longed for the opportunity to work in sequencing. "When they chose us (her and her partner Karla Romero) to implement sequencing in the country and move the area forward, I couldn't believe it," she says.

 

Genomic surveillance allows us to know the evolution of viruses and other pathogens as they change over time. Knowing those changes or mutations that can modify its transmissibility and severity, allows us to guide public health measures. During the pandemic, it was a key strategy to monitor the behavior of SARS-CoV-2 and a technique that is being integrated into the surveillance of other pathogens.

 

Karla Romero, the other microbiologist in charge of genomic surveillance, acknowledges that the implementation of sequencing in Honduras has been "a great challenge" that required a lot of "sacrifice and commitment" both inside and outside the laboratory.

 

The sequencing area had to be created from scratch. In 2022, the authorities selected and conditioned a space within the National Virology Laboratory. With the support of PAHO, a sequencer, supplies, reagents, and furniture were purchased, and Soany and Karla were trained in bioinformatics and genomic sequencing at the Gorgas Memorial Institute in Panama.

 

“All with the aim of strengthening the capacities for genomic surveillance of SARS-CoV-2 and other pathogens in Honduras,” says Gabriela Rodriguez Segura, coordinator of the PAHO Project for the Consolidation of Genomic Sequencing Capacities in Honduras. Before these capacities were created at the local level, samples to determine the variants circulating in the country were sent to the laboratories of the Regional Network for Genomic Surveillance of COVID-19 (COVIGEN) created by PAHO to support countries without capacity to carry out sequencing in its territory.

 

In March 2023, the effort paid off and excitement took over the National Virology Laboratory when, after several attempts, the first sequencing of SARS-COV-2 in the country was successfully carried out. “We couldn't believe it,” says Soany. "We feel very happy because it was a great challenge and the result made us feel fulfilled."

 

On March 21, 2023, the results were obtained and it was the first time that the XBB sublineage of the omicron variant was detected in the country and by Honduran health professionals. For Karla, the key was “not to give up in the face of the biggest challenge”.

 

"It is a milestone for the country that genomic sequencing is being carried out," says Dr. Mitzi Castro, head of the National Health Surveillance Laboratory of Honduras. “It is a historic moment because we are starting from here to carry out future genomic surveillance of other pathogens of sanitary interest to the country,” she adds.

 

According to Dr. Castro, the country now has state-of-the-art technology. "The laboratory is at the forefront, and that is a success and a source of pride, for which we thank all those who have contributed their bit so that Honduras is not left behind."
