A un mes de implementarse el programa BonoGas, que permite financiar la instalación interna de gas natural en los hogares, especialmente de escasos recursos económicos, se han beneficiado más de 300 familias de Lima y el Callao con esta medida.
Así lo anunció, el ministro de Energía y Minas, Gonzalo Tamayo Flores, en la inauguración de las primeras conexiones domiciliarias con este combustible, financiadas por BonoGas, ubicadas en el distrito de San Juan de Miraflores. Explicó que desde que se inicio este programa, a inicios de octubre, hay alrededor de 8,000 inscritos. De ellos, 1,500 ya están en proceso de conexión.
Con esta iniciativa, que se enmarca dentro de los 100 primeros días de gestión, el Gobierno busca impulsar la masificación del uso del gas natural no solo en Lima sino también en el interior del país a través de diversos proyectos que están próximos a culminar.
Cabe indicar que, para las familias con ingresos bajos, el financiamiento con BonoGas será al 100%. En tanto, a los hogares con ingresos medios-bajos se les financiará el 75% y los de ingresos medios el 50% en 10 años.
Durante la visita que realizó a los hogares que ya cuentan con dicho combustible, Tamayo Flores estuvo acompañado del presidente del Organismo Supervisor de la Inversión en Energía y Minería (OSINERGMIN), Jesús Tamayo Pacheco.
También informó que se está terminando de definir el diseño del BonoGNV, que financiará la conversión de vehículos a gas natural, lo que permitirá reducir el consumo de gasolina y gas licuado de petróleo (GLP). “Esta medida es consistente con las metas de sostenibilidad y el uso de las fuentes de energía abundantes del país”, refirió.
Tamayo Flores indicó que se usarán los fondos disponibles, que son cerca de 600 millones de soles, para la ejecución de obras de electrificación rural. A diciembre del 2016 se espera llegar al 81% de cobertura, la meta al 2021 es alcanzar el 99% de acceso universal del servicio de energía eléctrica.
Otra medida adoptada en los primeros 100 días, fue la reducción de las tarifas eléctricas, especialmente para las zonas rurales del interior del país, así como la revisión de los procedimientos administrativos, eliminando 16 trámites, que restaban agilidad y eficiencia al portafolio, refirió.

Persistent Gender Inequality in Iraq Calls for Coordinated Efforts in Developing 2nd National Action Plan on Implementing Resolution 1325
Baghdad, Iraq, 3 October 2018 – Gender inequality continues to prevail in Iraq with worrisome signals that it is deepening, requiring intensified efforts and coordination in developing a new action plan on implementing UN Security Council resolution 1325, UN Representative to Iraq Ján Kubiš said today at the high-level consultation meeting on the development of the 2nd National Action Plan. Although he was encouraged to see progress in the protection pillar and dedicated efforts to strengthen the participation pillar in the National Action Plan, the legacy of the conflict with the terrorist Da’esh continues to hamper steps forward and there are other worrying signs of women being targeted.
Mr. Kubiš condemned the recent attacks against women, including the assassination of two women and the sudden death of two others in the past month, all of them active in political and social spheres. Other civil society activists including women are targeted by social media and political threat campaign, among others for their contacts with foreign embassies. This is unacceptable.
“Only once politically and socially active women are protected and safe, Iraq can claim to be making real progress towards women’s equality and empowerment,” he said.
The development of a new NAP with all the diversity and complexity of issues will require continuous coordination and collaboration across sectors, in particular involving civil society, and drawing from the lessons learned from the previous plan, the Special Representative said.
“By making your deliberations open to the society, by publicly broadcasting them you could mobilise even broader support for your objectives,” Mr. Kubiš said.
The Special Representative of the UN Secretary-General for Iraq noted with disappointment that political forces that negotiate the formation of the government do so, again without the participation of women. “We all need to ask: “when the political leaders intend to deliver on their pledges to empower women and advance their rights as a part of the democratic entitlement of all Iraqis thus strengthening equal representation and inclusiveness? The time is now. Otherwise, all the exclamations about commitment to equality of women and values of democracy continue to sound hollow.”
Mr. Kubiš outlined UN efforts in support of women empowerment, noting that UNAMI supports women parliamentarians in their quest to establish a cross-political women’s parliamentary caucus. UNAMI will continue to impress on Political Parties who are key to advancing the participation of women in all processes to include women in their leadership structures, urging men advocates to assume a more prominent role, and parliamentarians to consider gender responsive budget in the next budget law to enhance the implementation of the NAP. The UN will also continue to advocate for the establishment of a dedicated institution in the next government structure with budget and authority to coordinate the implementation of the NAP and national frameworks and policies on WPS.
The UN in Iraq will also mobilise support of the broader international community, including through the International Gender Group from among embassies here in Baghdad, Mr. Kubiš concluded.

In Djibouti, UNEP together with the Ministry of Urbanism, Habitat and Environment and several other partners are reducing the vulnerability to climate change by restoring various types of ecosystems, along with their associated benefits, such as water sources and flood protection. This project is regenerating degraded Acacia woodlands and mangroves, while building infrastructure to combat floods and droughts, including boreholes in dry areas and a dyke in a flood-prone urban zone.

Ministerio de la Producción evalúa implementar un CITE Forestal y Agropecuario en la región Cajamarca
El ITP realizó durante dos meses un levantamiento de información y halló que existe una masa crítica de mypes y productores forestales y agropecuarios con una demanda potencial significativa, que necesita ser potenciada a través de servicios tecnológicos.
Este CITE será útil para darle valor agregado a los productos más representativos de la región, en particular aquellos de la cadena láctea.
La ministra de la Producción, Rocío Barrios, se reunió esta mañana con el Gobernador Regional, Mesías Guevara, para dialogar sobre temas relacionados al desarrollo productivo de Cajamarca.
En la reunión, Barrios informó que el Instituto Tecnológico de la Producción (ITP) realizó durante dos meses un levantamiento de información en la región y halló que existe una masa crítica de mypes y productores que necesita capacitación y asistencia técnica para potenciarlas y acompañarlas en su ingreso al mercado.
“Queremos materializar un plan de trabajo que permita acompañar a Cajamarca en su desarrollo productivo. Es una región muy rica y con potencial, el desafío es intervenir como Estado para darle valor agregado a sus mejores productos, con la intención que puedan generar empleo y se conviertan en un motor de crecimiento”, destacó.
CITE Forestal y Agroindustrial
La titular de PRODUCE sostuvo que se va evaluar la puesta en marcha de un CITE Forestal y Agroindustrial en la región, que en principio funcione como una Unidad Técnica (UT).
Indicó que en las próximas semanas debería iniciarse la intervención a través de la Red de CITE existente, así como el establecimiento de plazos para la posterior implementación del nuevo CITE, con el apoyo del Gobierno Regional de Cajamarca.
“Solicitamos al GORE que nos permitan un lugar habilitado para el local del CITE y su compromiso de apoyar este proyecto”; añadió.
Asimismo, precisó que desde el próximo mes el ITP podría realizar talleres y capacitaciones en la región a través de CITE Cedepas Norte y CITE madera, así como la posibilidad de que mypes cajamarquinas realicen pasantías.
Actividades protocolares
Durante su visita a Cajamarca, la ministra Rocío Barrios participó en la feria Fongal, que promueve la participación de productores de café y cacao con el objetivo de conquistar nuevos mercados a nivel nacional e internacional.
La tradicional feria agropecuaria, agroindustrial, artesanal y turística de Cajamarca, se realiza del 23 al 30 de julio con la intención de mostrar a la población local y a los turistas nacionales y extranjeros, a los mejores expositores y productores de esta región.
De igual manera, estuvo presente en el lanzamiento de la estrategia Cero Papel, a la cual destacó. “En solo seis meses este GORE está dando un salto digital muy importante y los felicito. La transformación digital permite que estemos comunicados y que los ciudadanos accedan a los servicios desde la comodidad de sus hogares”, finalizó.

Mount Whitney (14,505') (4,421 m), Lone Pine, CA,
the highest peak in the “lower 48 states,” (contiguous United States) and the Sierra Nevada. The hike is about 22 mi (35 km) round trip with an elevation gain of over 6,100 ft (1,900 m).
The best place from which to see Mt. Whitney is from the Eastern Sierra Interagency Visitor Center on Highway 395, just south of Lone Pine. The peak rises 10,778 feet (3,285 m) or just over two miles above the town of Lone Pine 15 miles to the east, in the Owens Valley.

Prominence: 10,079' (3,072 m)

First ascenders: John Lucas, Charles Begole, Albert Johnson
In 1864 the peak was named after Josiah Whitney, the State Geologist of California.
South of the main summit there are a series of minor summits which appear as a series of "needles" from the east. The routes on these include some of the finest big-wall climbing in the high Sierra.
Two of the needles were named after participants in an 1880 scientific expedition to the mountain. Keeler Needle was named for James Keeler and Day Needle was named for William Cathcart Day. The latter has now been renamed Crooks Peak after Hulda Crooks who hiked up Mount Whitney every year until well into her nineties.

Mt. Whitney is the most frequently climbed mountain peak in the Sierra Nevada, if not in the U.S. Because of this, the National Park Service, along with the U.S. Forest Service (which manages the Whitney Portal Trailhead), have implemented a permit system to minimize the impact of day-hikers on the Mt. Whitney backcountry. All hikers entering the Mt. Whitney zone, including day-hikers, are required to obtain a permit-either your park wilderness permit if you are entering the zone from the west or an Inyo National Forest Whitney Zone permit if you are entering from the east.
Mt. Whitney can be most directly reached by a 10.7 mile (17.1 km) trail from Whitney Portal, 13 miles (21 km) west of the town of Lone Pine on the east side of the Sierra. Ice axes and crampons are needed in spring and early summer, but technical climbing equipment is not usually necessary between mid-July and early October.
The elevation at the trailhead is 8360' (2550 meters). The elevation at the summit is 14,494' (4418 meters). Altitude sickness is an illness that can occur when at high altitude (typically above 8,000 feet or 2,400 m). Symptoms of mild to moderate altitude sickness include dizziness, fatigue, headache, shortness of breath, and rapid heart rate. The best treatment for altitude sickness is to descend to a lower altitude.

If you walked by at certain times of the day; 12-noon, 6pm or 10pm, your hearing would by lost not too mention you’d have to change your pants. This all due to the old siren blast.

Successful implementation of the Paris climate targets will determine the path of climate warming. Achieving the long-term goal of remaining below 1.5-2°C warming involves ambitious action, especially by the largest emitters. The Paris Agreement opened for signature by the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) in April 2016, and entered into force in November 2016.

A Section 60 allowing officers to stop and search across Bury have been implemented following a number of violent incidents since Monday evening.
At 11pm Wednesday 13 March, a further incident involved an offender with a knife lunging at someone at Whitefield Metrolink stop. Thankfully, no injuries were caused.
The Section 60 will be in place until 2pm on Friday 15 March 2024, covering areas of the town centre, Whitefield and the Metrolink lines to help prevent further incidents.
The entire Metrolink lines include stations and surroundings at Bury, Radcliffe, Whitefield, Besses, Prestwich, Heaton Park and Bowker Vale.
Superintendent Mike Walsh from GMP’s Bury district said: “Our priority is always to keep our communities safe, so far we have conducted a significant number of stop searches which have resulted in positive returns and important intelligence gathered.
“As this fast paced and dynamic investigation is progressing, we have committed a significant number of resources to the area.
“I understand these incidents will be of huge concern for everyone that lives and works in Bury, we are working hard to ascertain a full picture of what has happened in these incidents and are pursuing multiple lines of enquiries.
“Additional patrols will be across the town and anyone with concerns is encouraged to speak to us. Our officers are there to keep you safe, if you have any concerns, they will be happy to provide reassurance and listen to any of your queries.”
