Agahi to implement the Nokia-UNESCO Mobile Learning initiative to deliver quality education to teachers
Nokia Pakistan and UNESCO collaborate to launch Mobile Learning for Teacher’s in Pakistan using Nokia Education Delivery App to facilitate teacher training via mobile phones
Nokia Pakistan and UNESCO Islamabad launched the project “Mobile Learning Project for Teacher’s Professional Development” today as formal collaboration in the presence of senior government officials, Nokia representatives and UNESCO representatives. As part of this program, UNESCO and Nokia are joining hands, where Nokia is providing its mobile phones and its application “Nokia Education Delivery (NED) for UNESCO’s project on ‘use of ICT for professional development of public school teachers’ in remote areas.
Since 2011 NED has turned into an open source solution to improve livelihoods, and in order to support such mobile learning innovations to be filled with life in Pakistan, The project will be implemented by AGAHI, a UNESCO partner and a non-profit foundation working in the area of communication and media policy design.
Nokia developed NED to allow using a mobile phone to access and download videos and other educational materials from a constantly updated education library. Operating in hundreds of schools and having reached millions of students in the Philippines, Tanzania, Chile and Colombia, Nokia Education Delivery has been shown to improve study results and increase retention among students.
This collaboration is part of the agreement signed last year between UNESCO and Nokia at international level to promote the use of mobile technologies to further the objectives of “Education for All”. As part of this agreement Nokia is developing applications and new Mobile technologies offering access to information and enrich learning environments at global level.
In Pakistan, through the project “Mobile Learning for Teachers” Nokia’s Education Delivery application will help UNESCO to enable the delivery of high- quality educational materials to teachers who lack training and resources though mobile phones giving an opportunity to teachers to train themselves on the same level as professionally competent teachers.
Speaking about the project, UNESCO Director, Kozue Kai Nagata said, “In 21st century Public- private partnerships are enjoying growing attention and support as a new and sustainable modality for development. We are confident to collaborate with Nokia to provide us with the best platform to train public school teachers. Nokia Education Delivery is fit to match our need of delivering quality training to a large number of public school teachers across Pakistan through the project named “Mobile Learning for Teachers”
Amir Jahangir, President AGAHI and a Young Global Leader of the World Economic Forum, shared his views on the launch that “Pakistan is a knowledge starved country, where universal education has its own challenges. To meet the target of the Millennium Development Goals (MDG) on education, Pakistan needs to address its education challenges through innovation and technology which can reach to a larger population with cost effective solutions”.
Speaking about the launch of NED program, Ulrike Vott Nokia Sustainability Manager for Middle East said, “Nokia Education Delivery facilitates education in a fun and interactive way. In addition to the NED software, Nokia offers program implementation support for the benefit of Pakistan’s education landscape.” The Nokia Education Delivery software system has two modules. The first module is installed on a Nokia mobile phone and contains a browse able catalog of educational videos. The second module is installed on the computer of the education administrator. It manages the organization’s mobile video library, so that videos can be added, deleted and updated. It also provides information on the usage of different videos.”
This unique pilot project for Pakistan has been initiated by UNESCO and AGAHI aims at using Mobile phones as medium for training teachers, where the teachers in remote areas will be equipped with devices, SIMs, a software solution and high quality educational content. The course for training and capacity building will be developed into video files and will be transmitted step by step according to curriculum on the phones provided to teachers. Over the course of the training period, teachers will be tested via SMS on regular basis and as an incentive, those who will score highest in tests will receive free mobile top ups. At the end of the course, test scores of all teachers will be aggregated and the passing teachers will be awarded certificate in the final workshop.
AGAHI is UNESCO implementing partner in Pakistan. A not for profit, AGAHI specializes in creating communication, information and media policy design tools, that enables the stakeholders to engage in information collaboration on knowledge-based platforms. AGAHI works in building the capacity of knowledge workers in creating content based on best practices to disseminate information in building a more integrated knowledge ecosystem.

We hit rural Kansas during the season when the farmers move all their farm implements around. That timing's not hard to manage, though; Kansas farmers are always moving their farm implements around. Farmers are busy people, but I wonder how much of their time is spent driving extremely slow vehicles great distances.
According to the Kansas Department of Agriculture, in 2017 (the most recent year listed on their web site) there were 58,569 farms operating in Kansas, cultivating a total of 45.7 million acres of Kansas, or 74,600 square miles. That works out to 66.3% of the land in Kansas being farm. The average size of a Kansas farm is 781 acres, and 84.6% of those farms are family owned and operated. In total, agriculture provides jobs for 254,000 Kansans, or about 13% of the workforce.
Trump's pointless trade war was particularly rough on Kansas farmers, and farm income dropped precipitously while bankruptcies increased by about 25% in both 2018 and 2019. According to a 2019 report from the Federal Reserve Bank of Kansas City, about 40% of what money Kansas farmers did make in this period came from Federal assistance programs designed to mitigate the trade war's effect. So, essentially, Kansas farmers were living off government welfare. In the recent Presidential election, loser Donald Trump got 56.5% of the Kansas vote, beating President-elect Joe Biden by 201,759 votes. Using the logic the Republican Party frequently employs to explain the votes on the other side, this is because Kansas farmers like getting free stuff.

From a small cake cutter to mechanical scissor, from a play pump to rickshaw operated food grain spreader and from a village refrigerator to a multi-purpose machine, thousands of such inventions and innovations are proof of Dr. Panda's brilliance.
From a tube well operated washing machine to weight sensitive food grain separator, from a password protected wardrobe to automatic screen, from a Dual face fan to electricity producing fan are example of few thousands of innovations and inventions of Mihir Kumar Panda.

Innovator Panda believes that , the best thing a child can do with a toy to break it. he also believes that by Educating child in his/her choice subject/ passion a progressive nation can be built.
The shelf made scientist Dr. Panda believes that Education is a life long process whose scope is far greater than school curriculum. The moulding of models/ innovations done by hand always better than the things heard and the facts incorporated in the books.
With no agricultural background, Dr. Panda has developed unique natural bonsai in his Vijnana Bana Ashram which also shows path for earning just by uprooting and nurturing the plants which are found to be small and thumb in nature.
Dr. Panda's Scientific Endeavour and research is no doubt praise worthy. One cannot but believe his dedicated effort in simple innovation laboratory.
Social service, innovation/ inventions, writing, free technology to students for preparation of science exhibition projects, free technology to common men for their sustainability, preparation of big natural bonsai, technology for entrepreneurs and industrialists for innovative item are few works of Mihir Kumar Panda after his Government service.
. To overcome the difficulties of science and math, explanation in classes, innovator Panda has created few thousands of educational, societal and scientific innovations which helps teachers and students of the country and abroad.
Dr. Panda believes that though inventions/innovation has reached under thousands and thousands deep in the sea and high up in the space. It has reached on moon and mars, but unfortunately the sustainable inventions/innovation has not properly gone to the tiny tots and common people.

The Government of Alberta has directed Alberta Health Services (AHS) to proceed carefully in implementing a portion of their plan.
There will be no job losses for nurses or for other front-line clinical staff. Any reduction in full-time equivalent positions will be in keeping with proactive disclosures announced in the fall of 2019.
A minimum of 100 management positions will be eliminated and a full review of senior AHS executives will be completed before the end of the fiscal year.
Alberta’s government has directed that only a portion of the actions identified in the implementation plan proceed, changes that are expected to yield up to $600 million in annual savings.
“The pandemic has changed everything. As a result, AHS has been directed to proceed carefully, putting patient care above all else. As a first step, AHS has been directed to eliminate a minimum of 100 management positions and to proceed with previously announced contracting work. This approach will allow us to strike the right balance between supporting the COVID-19 response and Alberta’s challenging fiscal situation.” said Tyler Shandro, Minister of Health.
Plans to contract out laundry services and community lab services, both announced in 2019, will continue. Requests for proposals (RFPs) for these services will be issued before the end of the year. About 70 per cent of community lab services is currently provided by the private sector, while about 68 per cent of health-care laundry is already cleaned by the private sector.
AHS has been given the go ahead to proceed with developing business cases for both environmental and food preparation services in 2022 and 2023. Both business cases will be subject to review and approval by the Government of Alberta.
AHS will also streamline non-clinical and back office operations, including optimizing distribution and inventory management and strengthening staff scheduling and overtime management systems. Job losses will be minimized in these areas.

Labirintul magic de la Leova
„Heeei!”, exclamă Gleb în timp ce dă buzna în „Labirintul Magic”, o cameră plină cu tot felul de tuburi, mingiuțe, oglinzi, figuri, forme și lumină. Se duce direct la piesa de rezistență a încăperii: un tub colorat plin cu bule plutitoare și care scoate sunete liniștitoare. Băiețelul îmbrățișează obiectul ca pe un drag prieten.
Gleb are cinci ani și este unul dintre cei 20 de pici cu vârste cuprinse între 3 și 13 ani care frecventează camera cu elemente senzoriale pentru copiii cu dizabilități severe amenajată în incinta Seviciului de asistență psihopedagică din orașul Leova. Spațiul și-a deschis ușile pe 1 noiembrie și a fost amenajat de Asociația Obștească „Forța Susținerii”, din fonduri europene oferite în cadrul proiectului „Servicii sociale mai bune printr-un parteneriat durabile dintre societatea civilă și guvern”. Psihopedagoga sa, Maria, spune că în cazul copiilor cu deficiențe de dezvoltare, recuperarea prin terapie senzorială dă rezultate foarte bune. Micuții au nevoie de stimulare tactilă, vizuală, auditivă pentru a se relaxa și a căpăta abilități, dar și pentru a scăpa de anumite frici.
Copiii din localitățile raionului, dar și din oraș, vin aici de două ori pe săptămână. Fiecare sesiune de lucru durează 30 de minute și se desfășoară sub atenta supraveghere și îndrumare a unui psihopedagog. Salteaua cu vibrații, mingile senzoriale, discurile tactile, panourile luminoase cu oglinzi îi ajută pe micuți să se concentreze, să se calmeze, să învețe să stabilească un contact vizual, să reacționeze atunci când sunt chemați, să-și învețe părțile corpului și o mulțime de alte deprinderi care să le ofere un anumit nivel de independență.
„Avea 4 ani și nu vorbea deloc”
În camera senzorială se lucrează individual cu fiecare copil. Maria Feodorov, psihopedagogă, îi vorbește cu calm și dragoste lui Gleb, care este o bombă de energie. Piciul se privește în oglindă curios:
– Cine-i acolo, cum te cheamă?, îl întreabă Maria.
– Gleb…
– Câți ani ai?
– 5 ani.
– Am 5 ani, îl îndeamnă să pronunțe specialista. Băiețelul repetă.
– Cum îl cheamă pe tata?
– Pe tata îl cheamă Dima.
Cei doi trec apoi în fața unui panou luminos numit „Oglinda-Infinit”. Acesta dezvoltă imaginația, concentrarea, contactul vizual și îi predispune pe copii la interacțiune pozitivă.
„Arată-mi urechile”, îl îndeamnă Maria. Gleb își apucă urechiușele. „Arată-mi nasul, capul, buzele”, continuă femeia. Băiețelul își duce mâinile, pe rând, la nas, cap și gură.
„Aceste exerciții sunt extrem de importante. Copiii cu deficiențe de dezvoltare pot părea agitați, supărați, pentru că au dureri fizice pe care nu le pot exprima. Ei trebuie să-și cunoască părțile corpului pentru ca să poată transmite celor din jur ce îi deranjează”, explică psihopedagoga. „Gleb este entuziasmat de fiecare dată când intră în această cameră, e super bucuros tot timpul!”, adaugă ea.
Acest fapt îl confirmă și Iulia, mămica băiețelului cu autism. „El avea patru ani și nu vorbea deloc. Înainte de a veni la centru, era foarte retras. Stătea pe scaun, se uita într-un punct și gata. Încet, încet a făcut progrese. Echipamentul senzorial îl predispune la comunicare”, povestește tânăra.

Apoi ambele se așază în fața unui panou cu diferite ușițe, în spatele cărora se ascund felurite imagini. „Îți amintești unde-i pisica?”, o întreabă Maria. Fetița își amintește și deschide exact ușița în spatele căreia se ascunde imaginea unei pisici. Este o reușită pe care psihopedagoga o laudă cu bucurie. Acest panou îi ajută pe copii să-și îmbunătățească memoria.
„Bogdana se exprimă cu greu și întâmpină dificultăți în a comunica. Orele petrecute la centru o ajută să fie mai deschisă și curajoasă. Astăzi, de exemplu, mi-a povestit că pisica ei a prins un șoarece și că ea nu se teme de șoareci. Deci, ea a început să povestească și să utilizeze pronumele «eu». Până nu demult, Bogdana vorbea despre ea la persoana a treia”, menționează Maria.
Mama fetiței, Natalia spune că micuța este talentată la desen. „Are o memorie vizuală foarte bună. E suficient să vadă o singură dată o imagine și o va reproduce foarte bine”, povestește aceasta. Printre desenele Bogdanei, găsim o nuntă a unor pisici, peisaje sau o copilă care plânge.
„Ea nu era sociabilă, nu prea vorbea, nu se atașa de oameni. De când vine la centru, a devenit mai comunicativă. Acum își exprimă gândurile”, precizează Natalia. Fetița are autism înalt funcțional. Este independentă și merge la o școală obișnuită unde are o experiență foarte plăcută. „Colegii o adoră! Au grijă de ea și o susțin! Este și meritul profesoarei sale, pentru că a făcut-o pe Bogdana să pară specială în ochii celorlalți copii. Ei o admiră pentru că ea desenează bine și toți stau în rând să le facă portrete”, spune cu bucurie mămica fetei.
Interesul copiilor față de obiectele senzoriale
Camera cu elemente senzoriale este frecventată și de Marius, un băiețel de nouă ani, diagnosticat recent cu autism infantil. Acesta stabilește foarte greu contacte cu oamenii.
Și în cazul lui Alexandru, un băiețel de șase ani care are elemente de autism, camera cu obiecte senzoriale s-a dovedit a fi un loc benefic pentru liniștea și dezvoltarea sa. Mămica acestuia, Silvia, mărturisește că piciul ei este fascinat de tubul cu bule.
„Când vine aici, se duce direct acolo și-l pupă, și-l cuprinde. Se vede că-i face bine. Îi mai plac discurile tactile, perna vibratoare și oglinzile. Alexandru intră greu în contact cu obiecte străine. Faptul că este interesat de obiectele senzoriale reprezintă un succes”, explică femeia.
Cum funcționează elementele senzoriale
Tubul cu bule este elementul principal al camerei cu elemente senzoriale. „Toți copiii cu autism să îndreaptă, în primul rând, spre el. Sunetul bulelor liniștește și calmează. Se uită în oglinzile din jurul tubului și învață să se prezinte. Astfel, acest element îi stimulează vizual, dezvoltă competențele cauză-efect, pentru că dacă bați din palme, tubul își schimbă culoarea. De asemenea, scade anxietatea, ajută în gestionarea fricii și agresivității”, explică psihopedagoga Maria Feodorov.
•Fibrele optice colorate oferă senzații tactile foarte plăcute și relaxante, încurajează jocul, îi învață pe copii că nu trebuie să se teamă de lumină.

•Panoul cu patru oglinzi convexe dezvoltă spiritul de observație, curiozitatea și ajută la conștientizarea corporală.
•Salteaua cu vibrații oferă relaxare pentru trup și minte, calmează, intensifică circulația sangvină și schimbul metabolic.
•Mingile senzoriale cu lumini, setul senzorial lichid „cascada curcubeu”, cuburile senzoriale dezvoltă nivelul de concentrare, încurajează comunicarea verbală, dezvoltă spiritul de observație și imaginația.
Fiecare dintre aceste obiecte poate fi utilizat în diferite exerciții și sarcini după placul și creativitatea psihopedagogului. „Echipamentul poate fi folosit în multe feluri și de fiecare dată încerc să-i găsesc noi utilități. În plus, trebuie să-mi dau seama ce funcționează la fiecare dintre copii, să găsesc cheița către atenția lor. Lucrăm mult la una și aceeași activitate ca aceasta să fie bine învățată și întipărită în mintea micuților. Noi începem chiar de la noțiuni simple: sus, jos, sub masă, pe masă, pentru că părinții nu pun accent pe ele, tocmai pentru că sunt noțiuni atât de simple”, explică Maria Feodorov.
Cât a costat echipamentul senzorial
Proiectul „Camera cu elemente senzoriale pentru copiii cu dizabilități severe «Labirintul Magic» este finanțat din fonduri europene, cofinanțat de Fundația Soros-Moldova și dezvoltat cu sprijinul Asociației Keystone Moldova și altor parteneri.
„Grantul obținut este de 23 800 Euro. Am început implementarea proiectului de la 1 februarie și îl finalizăm în ianuarie anul viitor. Durabilitatea proiectului este asigurată de consiliul raional. Respectiv, începând de anul viitor, de gestionarea acestui centru se vor ocupa autoritățile publice locale, prin intermediul Serviciului de Asistență Psihopedagogică”, spune directoarea proiectului Aurelia Nucă.
Angela Prepeliță este asistentă de proiect și mărturisește că alegerea celor 20 de beneficiari a fost foarte dificilă. „Am vizitat multe familii și am dus o luptă interioară pentru a-i alege pe cei aflați în situațiile cele mai complicate. Fiecare copil are un raport de evaluare în care este indicat nivelul lor de dezvoltare pe diferite domenii. În baza acestora au fost elaborate planurile de intervenție individuale. La fiecare trei luni se îndeplinește o fișă de monitorizare, pentru ca să vedem care este progresul lor”, explică aceasta.
Mai mult, în cadrul proiectului, a fost organizat un grup de lucru pentru educația incluzivă în componența căruia intră reprezentanții mai multor direcții și specialiști, astfel încât să poată acționa pe mai multe planuri. În plus, a fost organizat și un grup de sprijin pentru părinți. Scopul acestuia este instruirea, informarea și consilierea lor psihologică.
Toate mămicile se arată bucuroase de oportunitatea de a lua parte la aceste întâlniri. Ele spun că astfel își dau seama că nu sunt singure, că și alți părinți se confruntă cu probleme similare. „Ne-am împrietenit. În mare parte suntem casnice, așa că aceste întrevederi sunt ca o ieșire cu prietenele. Discutăm, învățăm, ne informăm și chiar ne relaxăm. Este un fel de terapie”, afirmă mamele.

FECOFUN is an umbrella organisation of more than 18,000 community forest user groups in Nepal. As part of the Hariyo Ban Program, FECOFUN is facilitating the implementation of 53 community adaption plans of action (CAPAs) in two areas: the east-west Terai Arc region, and the north-south Chitwan-Annapurna region.
This poster gives an overview of the CAPA process and describes a health check-up tool that was developed to assess adaptation plans and establish an initial baseline to help measure performance over time. Information collected with the health check-up also provides a benchmark to assess changes in the adaptive capacity of women, poor and vulnerable communities.
Other development partners can use this tool to monitor their investments in community adaptation.
This poster was displayed at the 10th International Conference on Community-Based Adaptation (CBA10) in Dhaka, Bangladesh, in April 2016.

History
Earlier bridges at the same location
Instead of the Nibelungen Bridge existed already from 1497 (restoration in 1501) a wooden bridge, on the one hand connecting the village of Urfahr with Linz but on the other, representing the much more important function of a connection between all lands lain south of the Danube with all lands lain north of the Danube. The permission for the construction of the first bridge across the Danube (it was after Vienna in 1439 and Krems/Mautern in 1463 the third Danube bridge at all in the Duchy of Austria) in Linz came from the Roman-German king and later Emperor Maximilian I, who this allowed on March 3, 1497 in the so-called "bridge certificate".
From about 1832, for the first time also led tracks over the bridge, as the horse-drawn railway Budweis-Linz-Gmunden between Budweis and Linz was completed. 1869, at the same place with the construction of a steel bridge was started. On the side of Urfahr (today district of Linz) but now the bridge no longer led to the "Platzl (small place)" but to the Hinsenkamp square. As from 1880, when the first horse-drawn streetcar track was erected between the Linz central station and the Urfahr Hinsenkamp square, the rail transport increased more and more, they soon realized that the bridge was designed to narrow to have left enough space for pedestrians and carriage traffic but plans for a new bridge could long not be realized.
Desire for a larger bridge
The desire for a new bridge also joined the young Adolf Hitler, who grew up in Leonding and temporarily attended school in Linz. Preserved sketches show that Hitler already in 1925 had concrete ideas of a new bridge. After the so-called Anschluss in March 1938, Hitler took over the "sponsorship" of the city and appointed Linz to one of the Führer Cities with the aim of expanding the city into an economic and cultural center. Those plans foresaw profound alterations that included in addition to a redesign of the Danube strands the establishment of a so-called "cultural axis". Of these plans were from 1938 only small portions, for example, only the two southern and not the northern bridgehead buildings, implemented, the extensive incorporations in the north and south as well as the associated housing measures were carried out.
Construction of Nibelungen bridge
During the Nazi expansion plans for the "Führer City Linz" the engineer Karl Schaechterle and the architect Friedrich Tamms were commissioned with the planning of a new Linzer Danube bridge instead of the old one, the construction management went to Linz Werner Sarlay. The bridge design, a plate girder bridge with three openings and spans of 75 meters in the surrounding areas as well as 100 meters in the center aperture, was approved in the summer 1938. In September of the same year was began with the construction work; 1940 the bridge was finished.
The exact origin of the name "Nibelungen bridge" no longer unambiguously can be explained; according to contemporary sources, there is only an indication that the naming goes back to the not detailed "fathers of the bridge". It refers to the myth of the "Nibelungen path" on which the Germanic legendary figures Kriemhild and her brothers are said to have touched on the way to Hun Etzel the area of today's Linz. Further reference to the Nibelung legend should create four six and a half meter high sculptures of the most important figures of Nibelungen ("Siegfried", "Kriemhild", "Gunter" and "Brunhild"). Two other statues, "Hagen" and "Volker", should adorn the bridge staircase in Urfahr. Due to the war the statues commissioned by Hitler with the sculptor Bernhard Graf Plettenberg were never carried out. On the occasion of a visit of the German Führer (born in Austria) two of the statues ( "Kriemhild" and "Siegfried") in 1: 1 scale of Plettenberg were modeled in plaster and placed for several months on the bridge.
Simultaneously with the construction of Nibelungen bridge some buildings were demolished on both banks of the Danube in order to provide the wider and higher bridge space At directly adjacent to Nibelungen Bridge Main square were several historicist buildings demolished to be replaced by the still existing "bridgehead buildings". The two identical buildings house (and housed) in part the Art University Linz and in part until May 2008 the Tax Office Linz. On Urfahr side the bridgehead buildings could not be realized anymore. This made the construction of the New Town Hall and the Ars Electronica Center possible.
Time after war
As part of the handover of the Mühlviertel (one of four quarters of Upper Austria) to the Soviets, American troops left on July 31, 1945 Urfahr. Until June 8, 1953, therefore, there were at the new Soviet zonal boundary at Urfahr bridgehead constant checks of passenger and freight traffic. After that, only periodical checks. The people of Linz celebrated the abolition of permanent controls spontaneously. Governor Heinrich Gleißner danced there with Elmira Koref, wife of the mayor of Linz, Ernst Koref, a waltz. On August 11, 1955, the Mühlviertel returned under Upper Austrian administration, for this reason, the division of the city was lifted.

Geschichte
Frühere Brücken an derselben Stelle
An Stelle der Nibelungenbrücke befand sich bereits ab 1497/Wiederherstellung 1501 eine hölzerne Brücke, die zum einen das Dorf Urfahr mit der Stadt Linz verband, aber zum anderen die viel wichtigere Funktion einer Verbindung zwischen allen südlich der Donau gelegenen Ländereien mit allen nördlich der Donau gelegenen darstellte. Die Erlaubnis zum Bau dieser ersten Donaubrücke (es war nach Wien 1439 und Krems/Mautern 1463 die dritte Donaubrücke überhaupt im Herzogtum Österreich) in Linz stammte vom römisch-deutschen König und späteren Kaiser Kaiser Maximilian I., der dies am 3. März 1497 im sogenannten „Brückenbrief“ gestattete.
Ab etwa 1832 führten erstmals auch Gleise über die Brücke, da die Pferdeeisenbahn Budweis–Linz–Gmunden zwischen Budweis und Linz fertiggestellt wurde. 1869 wurde an derselben Stelle mit dem Bau einer stählernen Brücke begonnen. Auf der Urfahraner Seite mündete die Brücke nun jedoch nicht mehr ins „Platzl“, sondern in den Hinsenkampplatz. Als ab 1880, als die erste Pferdetramwaystrecke zwischen dem Linzer Hauptbahnhof und dem Urfahraner Hinsenkampplatz errichtet wurde, der Schienenverkehr immer mehr zunahm, merkte man bald, dass die Brücke zu schmal konzipiert war, um auch genügend Platz für Fußgänger und Kutschenverkehr übrig zu haben. Pläne für eine neue Brücke konnten aber lange nicht verwirklicht werden.
Wunsch nach einer größeren Brücke
Dem Wunsch nach einer neuen Brücke schloss sich auch der junge Adolf Hitler an, der in Leonding aufwuchs und zeitweise in Linz die Schule besuchte. Erhaltene Skizzen zeigen, dass Hitler bereits 1925 konkrete Vorstellungen von einer neuen Brücke hatte. Nach dem sogenannten Anschluss im März 1938 übernahm Hitler die „Patenschaft“ über die Stadt und ernannte Linz zu einer der Führerstädte mit dem Ziel, die Stadt zu einem wirtschaftlichen und kulturellen Zentrum auszubauen. Diese Pläne sahen tiefgreifende Umbaumaßnahmen vor, die neben einer Neugestaltung der Donauufer die Errichtung einer sogenannten „Kulturachse“ einschlossen. Von diesen Planungen wurden ab 1938 nur geringe Teile – etwa nur die zwei südlichen und nicht die nördlichen Brückenkopfgebäude – umgesetzt; die umfangreichen Eingemeindungen im Norden und Süden sowie die damit einhergehenden Wohnbaumaßnahmen wurden durchgeführt.
Bau der Nibelungenbrücke
Im Zuge der nationalsozialistischen Ausbaupläne für die „Führerstadt Linz“ wurden der Ingenieur Karl Schaechterle und der Architekten Friedrich Tamms mit den Planungen einer neuen Linzer Donaubrücke anstelle der alten beauftragt, die Bauleitung ging an den Linzer Werner Sarlay. Der Brückenentwurf, eine Vollwandträgerbrücke mit drei Öffnungen und Stützweiten von 75 Metern bei den Randfeldern sowie von 100 Metern bei der Mittelöffnung, wurde im Sommer 1938 genehmigt. Im September desselben Jahres begann man mit den Bauarbeiten; 1940 war die Brücke fertig.
Die genaue Herkunft des Namens „Nibelungenbrücke“ lässt sich nicht mehr eindeutig klären; nach zeitgenössischen Quellen findet sich nur die Angabe, dass die Namensgebung auf die nicht näher ausgeführten „Väter der Brücke“ zurückgeht. Er verweist auf den Mythos des „Nibelungenwegs“, auf dem die germanischen Sagenfiguren Kriemhild und ihre Brüder auf dem Weg zum Hunnenkönig Etzel die Gegend des heutigen Linz’ gestreift haben sollen. Weitere Bezugnahme auf die Nibelungensage sollten vier sechseinhalb Meter hohe Reiterstandbilder der bedeutendsten Nibelungenfiguren („Siegfried“, „Kriemhild“, „Gunter“ und „Brunhild“) schaffen. Zwei weitere Statuen, „Hagen“ und „Volker“, sollten die Brückenaufgangsstiege in Urfahr zieren. Aufgrund des Krieges kamen die von Hitler beim Bildhauer Bernhard Graf Plettenberg in Auftrag gegebenen Standbilder nicht zur Ausführung. Anlässlich eines Führerbesuches wurden zwei der Standbilder („Kriemhild“ und „Siegfried“) im Maßstab 1:1 von Plettenberg in Gips modelliert und für einige Monate auf der Brücke aufgestellt.
Gleichzeitig mit dem Bau der Nibelungenbrücke wurden einige Gebäude an beiden Donauufern abgerissen, um der breiteren sowie höheren Brücke Platz zu schaffen. Am direkt an die Nibelungenbrücke angrenzenden Linzer Hauptplatz wurden mehrere historistische Gebäude abgerissen, um durch die noch heute bestehenden „Brückenkopfgebäude“ ersetzt zu werden. Die beiden baugleichen Gebäude beherbergen zum einen Teile der Kunstuniversität Linz und zum anderen bis Mai 2008 das Finanzamt Linz. Auf der Urfahraner Seite konnten die Brückenkopfgebäude nicht mehr verwirklicht werden. Dies ermöglichte später den Bau des Neuen Rathauses und des Ars Electronica Centers.
Nachkriegszeit
Im Zuge der Übergabe des Mühlviertels an die Sowjets verließen amerikanische Truppen am 31. Juli 1945 Urfahr. Bis zum 8. Juni 1953 gab es deshalb an der neuen sowjetischen Zonengrenze am Urfahraner Brückenkopf ständige Kontrollen des Personen- und Lastenverkehrs. Danach nur noch periodische. Die Linzer Bevölkerung feierte die Aufhebung der ständigen Kontrollen spontan. Landeshauptmann Heinrich Gleißner tanzte dabei mit Elmira Koref, Gattin des Linzer Bürgermeisters Ernst Koref einen Walzer. Am 11. August 1955 kehrte das Mühlviertel wieder unter oberösterreichische Verwaltung zurück, damit war auch die Teilung der Stadt aufgehoben.
Sonstiges
Am 9. November 1962 brachte die Österreichische Post zu diesem Motiv eine Dauermarke der Briefmarkenserie Österreichische Baudenkmäler im Wert von 2,50 Schilling heraus.
The Government of Alberta has directed Alberta Health Services (AHS) to proceed carefully in implementing a portion of their plan.
There will be no job losses for nurses or for other front-line clinical staff. Any reduction in full-time equivalent positions will be in keeping with proactive disclosures announced in the fall of 2019.
A minimum of 100 management positions will be eliminated and a full review of senior AHS executives will be completed before the end of the fiscal year.
Alberta’s government has directed that only a portion of the actions identified in the implementation plan proceed, changes that are expected to yield up to $600 million in annual savings.
“The pandemic has changed everything. As a result, AHS has been directed to proceed carefully, putting patient care above all else. As a first step, AHS has been directed to eliminate a minimum of 100 management positions and to proceed with previously announced contracting work. This approach will allow us to strike the right balance between supporting the COVID-19 response and Alberta’s challenging fiscal situation.” said Tyler Shandro, Minister of Health.
Plans to contract out laundry services and community lab services, both announced in 2019, will continue. Requests for proposals (RFPs) for these services will be issued before the end of the year. About 70 per cent of community lab services is currently provided by the private sector, while about 68 per cent of health-care laundry is already cleaned by the private sector.
AHS has been given the go ahead to proceed with developing business cases for both environmental and food preparation services in 2022 and 2023. Both business cases will be subject to review and approval by the Government of Alberta.
AHS will also streamline non-clinical and back office operations, including optimizing distribution and inventory management and strengthening staff scheduling and overtime management systems. Job losses will be minimized in these areas.
“Alberta’s response to the pandemic has been the primary focus of the entire health-care system over the past seven months. The care and well-being of Albertans will always be our first priority. We remain fully committed to continuing to improve the financial sustainability of the organization, and will implement some of the review recommendations in a strategic and paced approach that ensures front-line health-care workers and Albertans are supported throughout the pandemic.” said Dr. Verna Yiu, president and CEO, Alberta Health Services.

Lessons learned:
-Permanent black markers are great for obscuring markings (such as SS numbers).
-Colored markers, crayons, and pencils are bad for obscuring markings.
-Highlighter markings are easily obscured by most writing implements.
-To make a secret letter, write with a mechanical pencil or a black permanent marker, then cover the text with lots of black pen markings. The message can be decoded with an infrared still or video camera (such as a Sony Handycam with NightShot).
