This was brought out to the trail a few years ago, when the kids were having paint ball wars every weekend. Most of the stuff they brought out here has since 'walked away', but this remains.

I believe that this is Macrocystis. When the water is warmer in Catalina, the kelp is more likely to decay. This is true whether the is an El Nino, or warming due to climate change.

Though it is sad, there is a certain beauty to decaying kelp.
