The current being regulated is the LED current, to be called I_reg. R2 = 0.65/I_reg. R1= (V_batt - 1.4)/(I_reg/20). In this case, use the lowest value of V_batt, the battery voltage. For a 12v lead-acid, 9v is a pretty safe number. Q1 and Q2 will have to handle the power and voltage, of course. R1 and R2 will also need to be rated for the power and voltage applied to them.
