A Comissão de Orçamento, Finanças, Fiscalização e Controle da Arrecadação da Alerj fez sua quarta audiência pública na tarde desta quarta-feira e discutiu com os secretários de Estado de Planejamento e Gestão, Sérgio Ruy Barbosa e de Fazenda, Renato Villela, o texto do projeto de Lei 2.505/13, que que estima a receita e fixa a despesa do estado do Rio para o exercício financeiro de 2014 – a Lei Orçamentária Anual (LOA).
Após as apresentações e explicações dos secretários, que de acordo com Villela, "já está numa versão otimista", o crescimento com relação ao ano passado, foi de 8,8%, chegando ao valor estimado de R$75,9 bilhões. Dentre as áreas de atuação, os níveis de crescimento para segurança pública foi de 17% e o de saúde, apenas 5%. O projeto foi aprovado pelos parlamentares, mas não contemplaram as ressalvas feitas pelo deputado Luiz Paulo como inconsistências na autorização para abertura de créditos adicionais, reavaliar os critérios e os procedimentos aplicados à metodologia adotada para o cálculo da estimativa do excesso de arrecadação do exercício, a fim de evitar a abertura de créditos adicionais e, consequentemente, a sua utilização pelos órgãos e entidades envolvidos sem o devido suporte financeiro, visando a não comprometer a execução e o equilíbrio orçamentários.
Outra questão é a possibilidade ilimitada de remanejamento de créditos suplementares, que contraria o disposto no artigo 167, inciso VII, da CF.
O projeto seguirá agora para duas discussões no plenário e para recebimento de emendas parlamentares.
