In parts of the London Borough of Haringey rubbish (trash) is dumped in the street; and down alleyways; in secluded corners; at the edge of parks; near litter bins; and so on.

In 2017 Haringey elected councillor Peray Ahmet pointed out a Council Press Release to me. She was then "cabinet" councillor whose responsibilities include waste management.

The Press Release publicised the prosecution of a resident for fly-tipping* from a van. The man was "spotted by a council manager" while wearing a Council "hi-visibility vest".

The Press Release didn't tell us very much more. Was this part of a planned operation to catch commercial fly-tippers? Or was it a lucky chance? Was the man a trader saving money by dumping commercial waste? Had he been paid by residents? By builders? By landlords?

Frankly, the Press Release was not much more than a good-news-story designed to show Haringey Council in a positive light. Man-in-van-caught-and summoned-to-court. Except that he didn't show-up in court and was found guilty in his absence.

As upbeat news, it provided an opportunity for Haringey Council's "Comms" Team to pretend - despite the evidence of residents' own eyes - that our council may be winning the battle by "getting tough" with people who dump rubbish on our streets.

Along these lines, Haringey's Press Release included a quotation from Peray Ahmet. In a separate tweet to me, Cllr Ahmet explained that they "are trying to ramp up enforcement".

Cllr Peray Ahmet's quotation in the Press Release

"We vowed to get tough on fly-tipping and this Crown Court conviction shows we mean business. From the minute our council employee spotted the fly-tipper, it was a hands-on investigation for our staff, who worked tirelessly with the police on this case."

“Fly-tipping costs Haringey taxpayers more than £3 million a year and ruins the streets for our residents. We are determined to tackle this expensive, antisocial, problem and will not hesitate to prosecute those who do it.”

My Comment

I'm not denying the significant harm - environmental, social and financial - caused by people who take money to dispose of waste, only to dump it irresponsibly. But I'm not convinced that a handful of successful prosecutions - or even a far higher number of on-the-spot fines - will turn the tide on our wider problem.

Walk the streets of Tottenham to see the unofficial, tacit and tolerated Third System.

* "Fly-tipping" is a term used in Britain for illegal dumping of waste.

The system would help guard the shoreline against hurricanes and other storms. It would restore a functioning beach community, increase habitat for the tiger beetle, and insure that the site will continue to support the beetle while helping property owners reduce property loss risk.

After an earlier somewhat half-baked effort, the Canon EOS 650 and higher-spec 620 were the inaugural models in Canon's completely re-engineered system for autofocus SLRs.

Achieving this meant retiring the legacy FD mount (although not yet completely), and introducing the new all-electronic EF bayonet system (no relation to the 1974 camera).

This was in contrast to Nikon and Pentax who found ways to adapt their manual-focus lens mounts to add autofocus connections (with a few asterisks along the way). But Canon's EF mount caries on right through to the company's (remaining) 2020s DSLRs.

The following announcement was made by the Glasnevin Cemetery Trust :

Oct 24, 2008 – Work commenced today on a new €12 million [roughly $15 million US dollars] museum and visitor centre located at Glasnevin Cemetery. The state of the art building is scheduled to be completed by spring 2010 and will house an underground museum and over 1.5 million archived burial records compiled since the Cemetery opened 176 years ago in 1832. The innovative project, which is being funded entirely by the cemetery owners and operators, Glasnevin Cemeteries Group, is to complement ongoing restorative work at the Cemetery which began in May 2007 under the direction of the Office of Public Works (OPW).

The Glasnevin Cemetery Visitor Centre, which has been designed by award winning architects A & D Wejchert, will encompass 1,900 sq metres (20,300 sq. ft.) of facilities and will be over spanned by a curvilinear roof. The part of the building will include an innovative underground museum, “The Crypt”, located under the information centre in the original culvert or drainage system which predates the Cemetery. The pipes and vats of the drainage system will be visible through a glass floor in the Crypt Museum.

The underground museum will include:

Genealogy Services: Facilities to view and search manually or via touch screen all 176 years of archived records exceeding 1.5 million burials. These records details of the burials of Daniel O’Connell, founder of the Cemetery, Charles Stewart Parnell, Michael Collins, and many other people who have shaped Irish history. The “Poor Ground” records of Famine, Cholera and Small Pox epidemic victims and records of children interred in the “Angels Plots” will also be available through the genealogy services.

Exhibition Space: The museum will be designed so that visitors can walk through exhibition areas and interactive displays on Ireland’s varied and turbulent past. Proposed exhibitions for this space include:

Daniel O’Connell – “The Liberator”

The 1916 rebellion

Foundation of the Modern Irish State

Famine, Cholera, smallpox, pestilence outbreaks

Speaking at the commencement of construction works, the Chairman of the Glasnevin Cemeteries Group, Mr John Greene said: “The Glasnevin Cemetery Visitor Centre will be a user-friendly and informative tourist destination that will deepen the nation’s understanding of Ireland’s modern history while respecting our primary role as a place of rest for the deceased.” He added: “The centre will also provide much needed facilities such as a restaurant and indoor seating areas for people who wish to visit the graves of their loved ones. Indeed we are confident that such comforts will lead to an increase in the number of people visiting the graves of families and friends.”

As part of the ongoing restorative work in association with the OPW the Glasnevin Cemeteries Group are integrating with the Botanical Gardens and Tolka Valley Linear Park to create a verdant green park of over 200 acres. When combined, this will create the second largest green space amenity in Dublin City after the Phoenix Park.

The Museum will also provide new and improved facilities for the visiting public and staff at the cemetery. The ground floor will contain visitor information points, a restaurant and public facilities along with family rooms. The first floor will house conference rooms, exhibition areas, The Daniel O’Connell lecture hall, Glasnevin Cemeteries Committee boardroom, staff offices and facilities.

Photos posted to link to this car's project thread on the Cadillac message boards.

Wow, I think this marks my greatest length of thread-neglect! Almost 5 months! This isn't the new normal though, I will have some time again to work on the car and clear out my parts shelf which once again is getting a little cluttered with the crap I buy on ebay.

I have not done much to the car since my last update besides drive it until the first snow in December. The alternator remains un-rebuilt. Fortunately (?) I made a discovery that the noise I was hearing under certain conditions was not the alternator at all, so it won't need anything besides diode replacement (coming soon).

Now, I did find where the noise was coming from-one of the A.I.R. check valves had failed and sounded something like an accordion for a few minutes when the car was restarted hot. The A.I.R. system switches between two modes of operation-one in which the pump pushes air into the exhaust manifolds, and another in which air gets shot into the catalytic converter-both of which help to keep emissions down. The mode selected depends on what conditions the ECM sees. The check valves keep the boiling hot dirty exhaust from flowing into the hoses and pump which would ruin them in short order-ironically kind of like a diode! In my case, the check valve for the exhaust manifold had failed or was beginning to and on a hot restart the air from the pump would disturb it to create that annoying noise. So it needed to be replaced. Here is the part in question in case you have never heard of/seen it (I didn't)

It is in the vicinity of the power module

The little bastard screws onto a "T" fitting that looked more like plumbing equipment than an auto part to me. On each side of the T, there is a metal line that runs to each exhaust manifold. Clean air flows through the check valve when the switching valve directs air to it.

While the two lines came off easily, the check valve itself was stuck like you would not believe. The tee fits into a 7/8ths wrench, and the captured nut on the valve is 1 inch, and using my two largest wrenches on each with every ounce of strength I had I was only able to break them loose after soaking in transmission fluid for a few days. And even then just barely.

The exact part number of the failed valve was not available so I substituted another one that was otherwise identical. I suspect the differences in part numbers (there are a ton of them) have to do with unique backpressures for every engine configuration GM made across all their cars. I bought one spec'd for a 307 Olds V8, which I figure is as close to the 4100 in terms of back pressure as I could get. Could be totally wrong on that too. Anyway, it no longer makes the noise!

Now the other part of the A.I.R. system is for the catalytic converter. The check valve on this one was good, and I suspect it lives a much easier life than the one for the manifolds as it is not subjected to the high pressures or heat. But it needed love too, when I had the catalytic converter changed, the shop cut off the end of the pipe which entered the old bead converter at a 90 degree angle and used high temperature hose to make the connection.

I can't say I was happy with the way it looked but it seemed to do the job. Except that when braking or accelerating hard, the hose would allow the metal tubing (now loose) to move back and forth which made for an annoying knock. I wasn't sure what to do but I was certainly surprised when I learned Rockauto still stocks this pre-bent metal tubing unique for the 84-85 Eldorado. Go figure. I ordered it and when it arrived, I was disappointed to discover that it lacked the mounting bracket that goes up near the engine. So I ended up taking my old and new tube to a welder who transferred the bracket to the new one for me.

I also put a new check valve on it. Note that this valve lacks the captured nut. That is a catalytic converter check valve and it is physically smaller than the one for the manifold. They thread size is the same, but the nipple is the part that won't allow you to put the other diameter hose on it.

Here it is mounted to the "new" cat. I have to spin that clamp at the Y fitting, it should face the passenger side. Bah shops! So, that concludes today's edition of what invisible repair I managed to waste my time and money on!
