Housing activists marched to Gov. Charlie Baker’s home in Swampscott to demand that the Governor pledge to support and sign the Guaranteed Housing Stability Act (H.5018) to assure more robust protections against evictions and foreclosures during the ongoing coronavirus pandemic.
Protesters said the Massachusetts Legislature needs to back a comprehensive eviction prevention measure intended to help stabilize renters, homeowners and small landlords for a year as Massachusetts weathers the ongoing coronavirus pandemic crisis.
The bill would ensure tenants cannot be evicted because of missed rent if the nonpayment was because of COVID-19, giving them time to get owed rental payments and other assistance in place.
It would also prevent “no fault” evictions and rent increases for 12 months following the state of emergency, guard against foreclosure and strengthen forbearance protections, allowing homeowners and landlords with up to 15 units to pause their mortgage and put missed payments on the end of the loan.
The march was organized by the Homes for All Massachusetts coalition and the Massachusetts COVID-19 Response Alliance (MCRA).

Residents from across Massachusetts gathered front of the State House to demand the state government enact legislation to protect against a wave of evictions and foreclosures related to the COVID-19 pandemic.
With Governor Baker’s temporary extension of the Massachusetts eviction and foreclosure moratorium, a wave of tens of thousands of evictions is now expected when the measure expires in the fall during what could be a second wave of the COVID-19 epidemic.
The legislative session is expected to end July 31 and over 200 community, labor, and religious organizations have signed a letter to House Speaker Robert DeLeo, Senate President Karen Spilka, and Governor Charlie Baker urging them to pass An Act to Guarantee Housing Stability during the COVID-19 Emergency & Recovery immediately.

Speakers at the Lynn event will also address the connection between housing policy and systemic racism, and the need for action at the local level to address the underlying crisis of housing unaffordability, eviction, and displacement.
