JOINS INTERNATIONAL DAY ON DISASTER REDUCTION & GLOBAL CLIMATE WORK PARTY

   

In December 26, 2004, the Indian Ocean

was hit by one of the strongest Tsunamis the world has ever experienced that it

left enormous destruction to 11 countries which destroyed properties and killed

thousands in a flash. That fateful day has taught the world of natural hazard

events like tsunami’s can hit anytime and without remorse.

   

However, the lives that were lost on

that day was not put in vain when 168 countries signed the Hyogo Framework for

Action that pushes for Disaster Risk Reduction as a framework that will guide

communities all over the world in building their resilience against natural and

human induced hazards. The world has also recognized that climate change have

exacerbated natural hazard events which put rich and poor communities

susceptible.

   

With this,

the United Nations International Strategy for Disaster Reduction has started to

advocate and urge countries to implement DRR and start building their

resilience. On their part, 350.org also started to work on a global climate action

calling world leaders to seriously work in the reduction of greenhouse

emissions to 350 parts per million (ppm).

   

In support to the global actions on DRR and

climate change, the International Institute of Rural Reconstruction (IIRR)

organized a forum on DRR and Climate Change supporting both UNISDR and 350.org.

The said event was organized on October 13 in IIRR, Silang, Cavite,

Philippines.

   

Dr. Julian Gonsalves, Senior Adviser of IIRR

on his opening remarks challenged the participants to change their lifestyle as

an individual commitment to contribute to the reduction of the global carbon

footprint.

   

A film showing followed on the experiences of

Latin America, Africa and Bangladesh on Community Managed Disaster Risk

Reduction (CMDRR). The stories came from the experiences of Cordaid partners

which are working on CMDRR that IIRR co-pioneered in 2006 as a global program.

   

A presentation on CMDRR was given by Jhun

Servano, Intern of IIRR on Disaster Risk Reduction and Climate Change. Servano

asserted that CMDRR is an emerging framework and tool on development to guide

development practitioners and communities in building their resilience to

respond to the impacts of climate change which is translated into

hydro-meteorological hazards. An assessment exercise followed to initially

guide participants on how to identify and characterize climate related hazards.

   

Mr. Benhur Villoria, IIRR Program Specialist

on Agriculture and Natural Resource Management gave a presentation on the

significance of Sustainable Agriculture as a response to climate change

considering the fact that both global warming and agriculture have extreme

impacts on each other. He shared that current developments towards industrial

agriculture brought about by the Green Revolution in the 70s only exacerbated

the production of greenhouse gases (GHGs). It encouraged the extensive use of

synthetic fertilizers, pesticides (byproducts of fuel production) together with

new sterile and mono-cropped hybrid plant varieties. Aside from consuming a lot

of energy and its byproducts, it also led to the clearing of forestlands which

diminished the capacity of the soil and vegetation as carbon sinks. Industrial

agriculture also discouraged the traditional practice of seed storage and seed

exchanges among farmers. It contributed a lot to the release of GHGs like

carbon dioxide and methane to the atmosphere. In return, climate change has

brought about disruptions in agriculture production through extreme

rainfall/flooding, droughts and frequent incidence of pest and diseases.

Sustainable Agriculture is meant to reverse these trends by returning back

traditional and proven agriculture practices that are diverse, environmentally

friendly, socio-culturally acceptable, safe, productive and climate change

resilient. IIRR is in the forefront of

promoting SA technologies primarily through the promotion of the Bio-Intensive

Gardening (BIG).

   

Maggie Rosimo, IIRR Program Specialist on

Learning Community Program and Eco-DRR lead the soft launching of the “Safe

School to Offset Vulnerabilities and Increase Empowerment of Children” or SOLVE

Project which is a new program of IIRR that is pushing for safe school and is

initially funded by Metrobank Foundation, Inc. SOLVE will be piloted at IIRR’s

learning community in Ticao Island in Masbate. According to Ms. Rosimo, SOLVE

aims to build the resiliency of the children against natural and health hazards

as well as strengthening the capacities of teachers and parents to reinforce

resilience. SOLVE Project also aims to build disaster resistant classroom and

promotes environmental rehabilitation.

   

As part of the survivability and readiness

framework of the CMDRR, Jun Servano presented another new program of IIRR, the

Community Emergency Response Team or CERT. During the presentation, Gonzalo

shared that the purpose of CERT is to capacitate local communities and

organizations on community led emergency response to save more lives while

waiting for professional responders to come. CERT, according to Gonzalo,

involves a wide array of skills on disaster preparedness such as earthquake

management and contingency planning. It also involves skills on medical, fire

suppression, light search and rescue and disaster psychology.

   

As a gesture of commitment, the participants

of the forum were asked to list down at least 3 personal actions that will

contribute in the response to mitigate the impacts of climate change.

   

The event culminated with the 350 human

formation of the participants which coincides to the Global Climate Work Party

organized by 350.org.

My last post, Afternoon ripple, had pretty good ripple action so I decided to take the focus to just the water and I suspect this is the limit without resorting to tricks. Today the breeze caused the water to ripple and I took advantage of the water and reflections. It requires the breeze, water and the sky to display at the same time. That might not always be in the cards. At the end of November it also ought to be a chilly breeze but probably not when the temps are in the 60s. This is another shot to take advantage of the afternoon clouding. I have shot here before when there was better autumn foliage. The foliage is burned and sere but I think the reflections on the water can still be used to advantage. I also feel I hit the water exposure just right if skirting a shaky capture. I edited toward that water effect. The water didn't perform on my more recent trips; I really only took away mostly exercise, booo. This afternoon, I was out there later but determined an evening sky was not going to form. This earlier afternoon brought great skies but generally still waters that reflected the terrific skies so I returned to visit old haunts. We have been subject to some days with dud skies and I was determined to take advantage of these skies. The clouds are what generated the great reflections on the water around the snags. Fall is over; I have resolved that my best autumn ever is at a close. I am still not willing to let this autumn slip away even though the foliage is largely gone. I made another loop of the path because we had a break in the overcast and some still waters. Drama reflected by the waters.

 

I needed a lot more exercise because I have spent too much time at the computer. I got a couple of shots of the foliage in the distance but it is deteriorating so I let it go dark but processed like crazy. I guess this scene just grabbed me emotionally for some reason.

A digicam owner would no doubt be pleased with the result in frame one, but the result from averaging 4 frames from a DSLR is quite remarkably smooth! Reducing the noise effectively increases the dynamic range, giving more scope for post-processing.

In 2006, ActionAid started the Disaster Risk Reduction (DRR) through schools project.

 

We have been working with people in seven different countries which have been affected by disasters such as floods or cyclones.

 

These countries are: Bangladesh, Nepal, India, Ghana, Kenya, Malawi and Haiti.

 

As the world heats up scientists predict more extreme weather like floods or droughts. In many countries where ActionAid works people say changes in the weather are already affecting their lives.

 

Our DRR project aims to help over three million people.

 

The project uses schools as a base to educate children and the wider community about the risks of disasters and how to protect themselves.

I get headaches (migraines - I've had them all my life) and have found certain ways to help reduce the severity of headaches (which work for me but may not for you if you also have headaches - I'm a compute programmer, not a doctor). Sometimes, if I drink a bottle of milk tea (the sugary kind), it helps to reduce or stop my headaches if I drink it early enough. The bottles in the back are straight, black coffee and also work well but not as fast as the milk tea.

 

Unfortunately, if I get a headache in the afternoon, I almost never drink any caffeine because of the problems it usually causes in going to sleep.
