Kingston, Jamaica, DC, 7 May 2024 (PAHO) – Belize, Jamaica, and St. Vincent and the Grenadines are the latest countries in the Americas to receive certification from the World Health Organization (WHO) for eliminating the mother-to-child transmission of HIV and syphilis (EMTCT). The milestone was marked today at a commemorative event organized by the Pan American Health Organization (PAHO) in Kingston, Jamaica, with support from UNICEF and UNAIDS and with the participation of health ministers from the three countries.
“This achievement is a testament to years of dedication, hard work, and collaboration among governments, health professionals, and communities”, PAHO Director Dr. Jarbas Barbosa said at the event. Dr. Barbosa also acknowledged the “remarkable resilience” displayed by the three countries, ensuring the adaptation and continuation of essential services despite the challenges posed by the COVID-19 pandemic. “I trust that the celebration today will inspire other countries to reinvigorate their commitments” towards a generation free of HIV and congenital syphilis.
In 2010, countries of the Americas committed to the elimination of mother-to-child transmission of HIV and syphilis and endorsed the regional strategy, which was updated in 2016 under the PAHO Plan of Action for the Prevention and Control of HIV and Sexually Transmitted Infections.
To meet elimination targets, countries focused on strengthening prevention and treatment services within primary health care and in maternal and child health, updating guidelines, ensuring the effective screening of pregnant women, monitoring cases and following-up with HIV and syphilis exposed infants.
In a video message, WHO Director-General Dr. Tedros Adhanom Ghebreyesus, praised Belize for integrating primary disease prevention and treatment into maternal and child health services. He also commended Jamaica for its civil society organizations' commitment to human rights and lauded St. Vincent and the Grenadines for investing in robust national laboratory structures. "While validation is a tremendous accomplishment, maintaining it requires sustained efforts to prevent new infections," he said. "WHO and partners will continue to support all countries in the Americas to strengthen health systems, provide comprehensive services, and ensure the involvement of women in planning and service delivery."
Globally, 19 countries and territories have now been certified for eliminating mother-to-child transmission of HIV and/or syphilis, with 11 of them located in the Americas. In 2015, Cuba made history by becoming the first country in the world to achieve the dual elimination of HIV and syphilis. This was followed by Anguilla, Antigua and Barbuda, Bermuda, Cayman Islands and Montserrat and St. Kitts and Nevis in 2017, and Dominica in 2020.
“The end of AIDS is an opportunity for a uniquely powerful legacy for today’s leaders. We are again celebrating a great public health milestone today as Caribbean countries show global leadership in the elimination agenda to achieve an HIV free generation,” Christine Stegling, UNAIDS Deputy Executive Director, said.
New HIV infections among children in the Caribbean decreased by 25% between 2010 and 2022. During that period, annual notified cases declined from 2,000 to 1,500. Reported cases of congenital syphilis in the English-speaking Caribbean now stand at 36 cases per 100,000 newborns, below the goal of no more than 50 cases per 100,000 newborns.
"UNICEF welcomes the commitment of Belize, Jamaica and Saint Vincent and the Grenadines for achieving the double elimination of vertical transmission for HIV and Syphilis", Garry Conille, UNICEF Regional Director for Latin America and the Caribbean, said. “We are confident that this milestone will be a catalyst for other countries in the region to pursue the Elimination of Mother-to-Child Transmission Agenda toward the 2030 target: No children left behind in the progress to end AIDS,” Conille added.
WHO awards this certification to countries which have brought the mother-to-child HIV transmission rate to under 5%; provided antenatal care and antiretroviral treatment to more than 90% of pregnant women; reported fewer than 50 new cases of congenital syphilis per 100,000 newborns, and achieved an HIV case rate of fewer than 500 per 100,000 live births.

Pennsylvania Senators, state Representatives, and others gathered for a press event to support and advocate for Governor Shapiro’s proposal to fund period products in public schools through this year’s budget. Nearly 1 in 4 U.S. students cannot afford period products, threatening their ability to receive the education they deserve. Lawmakers and other Pennsylvania leaders and advocates joined in support of the proposal and highlighted why the legislature needs to include this proposal in the final budget.
In his second budget address as Governor, Governor Josh Shapiro took the time to propose a $3 million investment into public schools to provide period products at no cost to students. A big supporter of this proposal has been Pennsylvania’s First Lady, who stood in support at the press conference.
“Today, I was proud to stand with leaders from across our Commonwealth to bring attention to critical issues facing young women and girls in Pennsylvania,” said First Lady Lori Shapiro. “I've spent time listening to young women and girls in Pennsylvania who have been forced to miss school or other opportunities due to not having the menstrual products they need. We need to support and empower those girls — and that's why Josh included $3 million in this year's budget proposal to provide pads and tampons in schools at no cost to our students.”
“This $3 million investment – a fraction of a percentage of our total budget – is all it will take to provide period products in public school restrooms and make sure students can remain safe, healthy, and focused in class. I’m grateful to have a Governor who knows ‘period’ is not a bad word, and a First Lady who has brought menstrual equity to the forefront in Pennsylvania,” said Senator Maria Collett (D-12). “Together, we can get this program across the finish line and continue to advocate for the 2 in 5 menstruators who struggle to afford period products.”
As of April 18, 2024, 27 states and Washington D.C. have passed legislation to help students who menstruate have free access to period products while in school. Pennsylvania could be the next state to solve this problem for students.
"Every Pennsylvanian deserves access to the hygiene products they need to live healthy, rewarding lives. Governor Shapiro's proposal to provide period products free to every public school in Pennsylvania is uncontroversial and will have a significant impact on the lives of many of our students,” said Senator Judy Schwank (D-11). “We have garnered strong support for this proposal from a diverse coalition, and I'm confident we will secure this crucial investment in this year's budget."
Funding period products in schools is just the beginning when it comes to tackling menstrual equity in Pennsylvania. Senators Cappelletti and Collett have introduced Senate Bill 906, known as The Pennsylvania Menstrual Equity Act, a bill that will require Pennsylvania’s public agencies serving those who are young, low-income, homeless, or incarcerated to make these products available at no cost.
“As children and adolescences, it can be extraordinarily difficult to ask for help in meeting our needs – especially ones as stigmatized as menstrual hygiene. So, imagine the added challenge that many students face when their parents can’t afford the period products they need. Or if a student has a difficult relationship with their parent or guardian and doesn’t feel comfortable or safe when asking for the products they need,” said Senator Amanda Cappelletti (D-17). “We have the power to eliminate these challenges for our students here in Pennsylvania and ease the stress that threatens their ability to get their education to the fullest extent.”
Leaders and representatives of the Shapiro Administration were in attendance, including many state agency leaders. Pennsylvania Department of Human Services Secretary Dr. Valerie Arkoosh, Pennsylvania Department of Health Dr. And Department of Education Executive Deputy Secretary Angela Fitterer all attended and shared their support. “Thank you to First Lady Shapiro and thank you Governor Shapiro for having the courage to put these dollars into your budget,” said Secretary Arkoosh. “Here we are talking about this with the potential opportunity in the budget to correct something that’s been in need of correction, frankly, for many decades.”
Many speakers detailed the lengths at which students who do not have access to the products they need must go to when they have their periods, whether it be using socks, t-shirts, or other unsanitary materials. Dr. Bogen, Acting Secretary of Pennsylvania’s Department of Health, mentioned using these unsanitary solutions puts people at risk of contracting a host of health issues that could affect a student's health right away or in the future.
In today’s meeting of the House Education Committee, the committee passed House Bill 850, which would require our Department of Human Services to apply to the federal government if a waiver is made available to states to allow those receiving Supplemental Nutrition Assistance Program (SNAP) and Women, Infants, and Children (WIC) to use the two programs for menstrual hygiene products. Currently, these programs do not allow for the purchase of menstrual hygiene products, despite being a necessity. A related bill, House Bill 851, would create a grant program to provide eligible public-school entities with funding to acquire and distribute menstrual hygiene products at no expense to students. That bill has yet to move in committee.
Representative Darisha Parker (D-198), the prime sponsor on House Bill 851, spoke at the news conference, sharing, “When you talk about this lane of work, it is hard. It is very embarrassing that a woman like me, today, will be walking with a box of tampons to tell the Senate to pass House Bill 851.”

Graduates receive their college diplomas during the 2016 Collegiate Graduation and Recognition Ceremony aboard Marine Corps Recruit Depot Parris Island June 3. The ceremony was held to give the graduates the opportunity to take the traditional walk and get recognized for their accomplishment in a forum that friends and family could attend. The graduates were active duty service members, veterans and civilians from the Tricommand. Twelve higher-learning institutions awarded the graduates their degrees. Col. Peter D. Buck, commanding officer of Marine Corps Air Station Beaufort, and other leaders from the Tricommand participated in the ceremony.
Recently deployed Soldiers of the 29th Infantry Division receive the Virginia Governor's National Service Medal for their service on federal active duty in support of worldwide contingency operations during an awards ceremony Dec 3, 2017, at Fort Belvoir, Virginia. 200 families receive food aid baskets in the capital Sana'a

Mona Relief delivered today in the capital Sana'a 200 food aid baskets to the most vulnerable families and IDPs in a project was funded by our partners in Austria along with Mona Relief's online fundraising campaign.
The project which started today will last for four weeks and will target 1000+ families.
Mona Relief thanks every single person who donated and supported our humanitarian work in Yemen since the beginning of our mission in May 2015.
Yemen has become a failed and devastated state. Since March 2015, 9,245 people have been killed and 52,800 injured. Coalition air strikes are the leading cause of civilian casualties. According to the U.N. Human Rights Council, civilians have repeatedly been the victims of "unrelenting violations of international humanitarian law." About 75 percent of the population — 22.2 million people — needs humanitarian assistance. Some 17.8 million people do not know where their next meal is coming from, and 8.4 million are considered at risk of starvation. Severe acute malnutrition is threatening the lives of almost 400,000 children under the age of 5. Half of the country's 3,500 health facilities are functioning and at least 16.4 million people lack basic health care. Medics have struggled to cope with the world's largest cholera outbreak, with more than 1 million suspected cases and 2,248 associated deaths since April 2017. More than 3 million people have been forced to flee their homes, including 2 million who remain displaced.

World leaders will soon receive invitations to the first Global Peace Summit that will take place in Switzerland in June. President Volodymyr Zelenskyy stated this during a meeting with heads of foreign missions and international organizations accredited in Ukraine, and heads of Ukrainian diplomatic institutions abroad.
The meeting was also attended by the Head of the Office of the President Andriy Yermak, the Minister of Foreign Affairs Dmytro Kuleba, the Deputy Heads of the Presidential Office Ihor Zhovkva and Mykola Tochytskyi, and the Advisors to the Head of the Presidential Office Dariia Zarivna and Oleksandr Bevz.
The President thanked all those who already are helping organize the Summit and invited others to join in. He also noted that the aggressor state of the Russian Federation intends to disrupt the event.
“We have precise intelligence information – specific data – that Russia not only wants to disrupt the Peace Summit, but also has a specific plan – how to do it, how to reduce the number of participating countries, how to act to ensure that there is no peace for even longer. We will share with you, dear partners, at the level of diplomats, at the level of intelligence, Russia's plans. And together we must counteract this – we must work in unity for a just peace,” he said.
Volodymyr Zelenskyy noted that the first foundations of peace would be laid at the Summit. And that it is important not only for Ukraine but for the whole world.
“This is the first real step in all the years of war. The first real diplomatic step. There were many attempts. There were many proposals, and this truly joint proposal, this joint platform will be the first attempt like this. And I really want this to be not just an attempt, but a tangible result,” the Head of State concluded.
Ambassadors from several countries also addressed the meeting.
The first Global Peace Summit will be held according to the Ukrainian Peace Formula proposed by President Volodymyr Zelenskyy. It consists of ten points, each of which is addressed by a separate working group.

Orange Lake Overlook Restoration Effort Receives Support from Duke Energy

In the shade of sabal palms, next to Orange Lake Overlook’s (OLO) old citrus packing shed, Alachua Conservation Trust was presented with a $5,000 check from Live Oak Level Corporate Sponsor, Duke Energy. The grant funds will help install new kiosks, benches, trails, and signage at the former orange grove. And starting later this year, the property is expected to partially open to the public.
Representing Duke Energy was Dorothy Pernu, the organization’s community relations manager. Early Tuesday morning, with OLO’s prehistoric lake stretching out behind her, Ms. Pernu presented ACT with a check from Duke Energy in support of Orange Lake Overlook..
“Duke Energy is proud to work with community organizations to responsibly manage and restore our natural resources in Florida and protect our historical locations like the Orange Lake Overlook,” Pernu said. “We continuously look for sustainable ways to support such efforts as part of our pledge to be good environmental stewards.”
The magic of Orange Lake Overlook is well known in the McIntosh community. Artists and writers have been using the historic landscape as a muse for years, and in the late 19th and early 20th centuries, the property was home to the Ollie Huff Citrus Shop and packing house.
But the Overlook’s known history really begins with the Timucua Indians, where the village of Potano was established in the 16th century before the area’s agricultural boom. Rich with history, the 71 acres of Orange Lake Overlook is regarded as a glimpse into “Old Florida.”
Frequented by bald eagles, belted kingfishers and sandhill cranes, the property also serves as a critical wildlife corridor for much of Florida’s endangered species. And because OLO is a source of food, rest and breeding for flocks, the area is humming with activity during migration months.
“We are honored to work with local community partners and businesses such as Duke Energy to protect special places like Orange Lake Overlook,” said ACT executive director Tom Kay. “This grant will allow us to enter the next phase of our efforts to preserve and restore the overlook, while providing recreational opportunities for the public that showcase breathtaking views of the surrounding landscape.”
Orange Lake Overlook was officially protected as conservation land in the fall of 2019, and thanks to the generosity of Duke Energy, ACT can now work towards bettering the picturesque landscape for all to enjoy.
