On January 30, 2019, City of Laredo Municipal Court Judge Jesus M. Dominguez announced the First Amnesty Program allowing citizens to clear their outstanding warrant and traffic violations. Judge Dominguez is offering the amnesty program from February 19, 2019 through March 8, 2019. This includes all cases pending, capias warrants, arrest warrants, capias pro-fines, and DPS Omni warrants.
Municipal Court clerks are available to help the public with any information they may need. Individuals that would like to know the total amount of fines due before the amnesty program begins may visit the court, located at 4610 Maher Avenue. Individuals with outstanding warrants that appear for court will not be arrested. In order to qualify for this program and possibly be cleared of the outstanding debt, individuals must be prepared to pay at least half of the amount of their outstanding fine. However, final determination of the amount to be paid is on a case-by-case basis as decided by Judge Dominguez.
It is very important that the public take advantage of the amnesty program. Municipal Court does have a warrant division that issues and executes warrants on a daily basis; therefore, it is always best that individuals visit the court and take care of their outstanding cases.
Reminder to all, Municipal Court holds court sessions twice a day, morning and afternoon. Individuals that would like to take care of their outstanding cases may appear for court between 8am - 9am for the morning session, or between 12pm – 1pm for the afternoon session.

SAGINAW —The Most Rev. Joseph R. Cistone, Bishop of Saginaw, commissioned 16 new members of the Lay Ministry Program on Sunday, Sept. 14 at the Cathedral of Mary of the Assumption in Saginaw. The Lay Ministry Program offers deep spiritual, theological and pastoral formation for lay people so that they may be even more effective in carrying out the lay apostolate and evangelization. Lay ministry formation involves four years of learning, spiritual formation and pastoral practice before each candidate is commissioned by the bishop for parish-based lay ministry or missioned by the bishop as a “Christian in the World.” The newly-commissioned lay ministers join more than 350 other lay ministers actively involved in service across the Diocese of Saginaw. Below is a list of those commissioned at Mass on Sept. 14:
• Thomas Collins from Nativity of the Lord Parish, Alma/St. Louis
• James Combs from St. Athanasius Parish, Harrison
• Margaret Lapham from Most Sacred Heart of Jesus Parish, Mount Pleasant
• Constance Lynch from St. Joseph the Worker Parish, Beal City
• Alex Malocha from Holy Family Parish, Saginaw
• Deborah McGraw from Our Lady of Grace Parish, Sanford
• Cheryl Morand from All Saints Parish, Bay City
• Kathy Ranck from Our Lady of Grace Parish, Sanford
• Catherine Richard from Blessed Sacrament Parish, Midland
• Mary Roth from Our Lady of Czestochowa Parish, Bay City
• Cindy Sisson from Christ the Good Shepherd Parish, Saginaw
• Dale Sisson from Christ the Good Shepherd Parish, Saginaw
• Ulrike Smith from St. Stephen Parish, Saginaw
• Mary Beth Stuart from Our Lady of Grace Parish, Sanford
• Michael Thomas from Our Lady of Grace Parish, Sanford
Mary Sue Plachta was missioned at the Mass and sent forth to live out her ministry “in the world” rather than in a parish setting. She is a member of Our Lady of Grace in Sanford. Several Lay Ministers were re-commissioned at the Mass, which means that each made a new multi-year commitment with his or her respective, sponsoring parish. Speaking to a packed audience of Yale alumni, early American history buffs and JHC members on December 3rd, Yale Professor and Hamilton scholar Joanne Freeman deftly proved that "Dirty, Nasty Politics" is not a new phenomenon in America. Drawing upon her own exhaustive research of primary congressional papers and 18th century diaries, she contrasted the measured, respectful decorum of George Washington's presidency with the almost laughably subversive, reputation-smearing tactics of Federalists and Republicans more than two centuries ago. Using the campaign of 1800 as a lens, Freeman explained how former friends and nation builders, John Adams and Thomas Jefferson, became bitter adversaries when their policy views collided.
So desperate were these two patriots to steer the republic in opposite directions, she said, that their attacks upon one another got very personal. Freeman revealed how reputations were smeared with zestful diatribes about hidden agendas and moral integrity; Jefferson fans decried Adams to be a fool and wannabe monarch while broadsides printed by the Adams camp inflamed public opinion by suggesting that voting for Jefferson was blasphemy "...the only question to be asked by every American, laying his hand on his heart, is 'Shall I continue in allegiance to GOD - AND A RELIGIOUS PRESIDENT; or impiously declare for JEFFERSON - AND NO GOD!!!'" The secret foreign sympathies of the two candidates were also cause for alarm - Jefferson too easily embraced the French Revolution whereas Adams was rumored to want to attack the French and arrange for his daughter to marry into George III's family. But perhaps the most outrageous stunt during the highly negative campaign was an attempt by the Adams faction to kill Jefferson's ascent by spreading the rumor that he was dead!
Other members of the founding brotherhood like Alexander Hamilton were drawn into the intrigue. Hamilton brazenly asked fellow New Yorker John Jay to manipulate the voting process mid-election but Jay ignored him. In the middle of this insanity, Jay was "a voice of reason!" according to Freeman.
With her obvious passion and thorough grasp of the political hurricanes of the 1790s, the audience could readily see why Broadway director and Hamilton star Lin-Manuel Miranda admires Freeman. Freeman's book "Affairs of Honor" as well as her scholarship on nuances of this politically tumultuous period absolutely inspired Miranda when he wrote his new smash musical; he called her collection of Hamilton's writings a "touchstone."
The free talk was co-sponsored by the Yale Westchester Alumni Association and generously funded with a grant from Con Edison. It is just one of several programs in early American History on JHC's 2015 - 2016 calendar. Historian Joseph Ellis is scheduled to speak in the spring about his new book "The Quartet."

The Fall 2010 Student Hackathon brought in hundreds of students from 30 universities to NYU's Courant Institute for 24 hours of creative hacking on New York City startups' APIs.
Selected startups presented their technologies at the beginning of the event, and students formed groups to brainstorm and begin coding on their ideas. Many students worked into the night, foregoing sleep to fulfill their visions.
On Sunday afternoon students presented their projects to an audience including a judging panel, which selected the final winners.
hackNY hosts hackathons one each semester, as well as a Summer Fellows Program, which pairs quantitative and computational students with startups which can demonstrate a strong mentoring environment, a problem for a student to work on, a person to mentor them, and a place for them to work. Startups selected to host a student are expected to compensate student Fellows. Students enjoy free housing together and a pedagogical lecture series to introduce them to the ins and outs of joining and founding a startup.

I implemented a 3D Stereogram program. Algorithm from www.techmind.org/stereo/ and pattern from www.colourlovers.com/
It is intentionally made to "pop" when you cross, rather then unfocus, your eyes. Because that's what I do.
While I'm not a fan of hotels with women names I like them better than those containing traditional words - Park, City, Square and likes.
This were one of few shots from Rollei Prego 30 with film I unloaded from Minox 35 midroll after I discovered my repair attempt isn't too successful and shutter isn't closing (but I still got some pictures before problem returned). My Prego 30 overexposes - I learned this from previous rolls so I modified DX code of Paradies 100 (Kodak Gold?) film to ISO200 and think this is the way to use it.

Young people learn life skills through DARE program
By Rick Scavetta, U.S. Army Garrison Kaiserslautern
LANDSTUHL, Germany – Juggling red balloons symbolized life’s many challenges during graduation for a Drug Abuse Resistance Education program held recently at Wilson Barracks.
Fifth graders were helping Lt. Col. Lars Zetterstrom, commander of U.S. Army Garrison Kaiserslautern, juggle several red balloons. A blue balloon was tossed in, representing drugs and alcohol, to show the difficulty of keeping life’s balloons aloft with an added impairment.
Spontaneously, Zetterstrom tapped the blue balloon to the floor and popped it with his desert-colored combat boot.
“I saw that it represented something bad,” Zetterstrom said. “Stomping it out was the right thing to do.”
Lessons like that are what the DARE program is about. Since 1983, DARE has taught millions of students worldwide about the effects of alcohol and drugs. Each April, "National DARE Day" is commemorated in the United States by a presidential proclamation, community events and activities.
In Kaiserslautern Military Community's fours elementary schools, students complete 10 lessons over several weeks, working from DARE planners.
Weekly lessons often include acting out skits on peer pressure and watching videos about the dangers of drugs and alcohol.
Landstuhl’s graduating class was the first for Army Sgt. Raymond Engstrom, 29, of Cottage Grove, Minn., a garrison military police officer. The thought of facing children in classrooms each week was daunting at first. Yet, Engstrom knew the importance of DARE discussions and began enjoying the classes.
“You learn to have fun with it,” Engstrom said. “They’re just young people. I always refrain from calling them kids or students. I’d say “people about your age.”
Over the past few months, Engstrom has developed significantly, said his supervisor, Sgt. 1st Class Adrian Rouse, the provost marshal operations sergeant.
“He’s ran with it,” Rouse said. “Now he’s very interactive with the kids, parents and school staff. And I think he enjoys it significantly.”
During the graduation, held at Landstuhl Regional Medical Center’s Heaton Auditorium, Zetterstrom said he was proud to see Army noncommissioned offer leading the DARE program
“We’re American living overseas. We want our children to have the best education possible,” Zetterstrom said. “Learning is not always about academics, it’s about life skills and that’s what DARE does.”
