on the principles of democracy and accountability should be allowed to function in their present form under .
the bill. .
e. Remove conciliation as the first response to any complaint. .
f. !llow third-party complaints. .
g. Lay down gender-just procedures for enquiry to prevent subversion of justice, including restraint orders, .
prevention from victimization and hostility, gender-sensitive cross examination, etc. .
h. While maintaining confidentiality, make provisions to ensure that enquiry documents be provided to the .
concerned parties to avoid manipulation and denial of justice under the garb of secrecy. Provide institutional .
mechanisms for appeal before recourse to court. .
i. Remove clause for protecting the identity for the guilty party. Publicizing identity in major offences can be .
one of the penalties. .
j. Compensation must not be paid by the offender, but by the employer. The clause for determining quantum of .
compensation in view of the income of the offender seems designed for the convenience of the offender and .
is degrading to women. While fines can be imposed as penalty, the liability of damages must always lie upon .
the employer. .
k. Make provisions for inclusion of concerned member on enquiry committees if the complaint involved gender- .
caste or gender-religion or other dimensions. .
l. Remove faulty clause for penalty for false complaintas it is counterproductive. Inability to prove a complaint .
does not equal a false complaint but may be used to intimidate complainants. .
.
4. The everyday sexual harassment faced by over 90% of women in our country is one of the most widespread forms of sexual offences against women that degrade women on a daily basis. With the perpetrators remaining difficult to identify, registration and prosecution is often resisted. These crimes must be redressed without delay through the following steps: .
a. .
Mandatory announcement of advisories in all public transport, bus stops and market places etc. against staring, passing lewd or sexually coloured remarks, groping and all other forms of sexual harassment. .
.
b. .
Provide safe and free female constable escorted transport on telephonic, verbal or electronic request to any woman without question. .
.
c. .
Deploy constables in all public places and transport to act on any on-the-spot complaint. .
.
d. .
Ensure availability of PCR vans within a minute of dialling 100. .
.
e. .
Install CCTV cameras inside police stations. .
.
f. .
Strictly monitor tinted glasses on vehicles. .
.
g. .
Ensure functional and well publicized helplines for women and children that have a ready protocol and resource back-up for crisis response, including within homes. .
.
.
General Measures for Gender-Sensitivity .
1. .
Education: Ensure gender-sensitive education reforms at all levels. .
.
2. .
Zero Tolerance for any Justification of Gender Violence: Ensure mechanism to take action against any elected representative or public servant who makes sexist comments. .
.
3. .
Transport: Ensure massive expansion of safe public transport for women, in Delhi and all cities and towns, as well as connecting rural and remote areas to towns/cities. .
.
4. .
Take steps to curb widespread objectification of women in representation. .
.
.
In JNU, the democratic ethos of our campus and the Gender Sensitisation Committee against Sexual Harassment have played a positive role in making JNU a safe place for women. The JNUSU remains keen to give any further inputs on the issue of sexual harassment, assault and violence to the Justice Verma Commission. .

My principles of design are: emphasis (The light wooden manikin against the dark brick makes the manikin stand out ), Pattern (the pattern of the brick repeating), Contrast (the light against the dark)
My elements of art: Line (the lines spacing the bricks), Texture (you can see the rough texture of the bricks), Space (the way the bricks blur farther into space it goes)
