Amidst increased geopolitical tensions, there has been growing concern that terrorist groups, lone wolves or rogue nations might use biological weapons, or any type of CBRN weapon. International reports and studies provide good reason to believe that threats from a deliberate use of CBRN weapons are no longer inconceivable: international counter-terrorism experts consider a possible CBRN weapon attack possible.

Countries in Europe are gradually raising their level of preparedness for the possible event of a CBRN incident that could become a national security problem. The European Commission released in October 2017 its Action Plan to enhance preparedness against CBRN security risks as part of its comprehensive anti-terrorism package.

Sufficient and timely preparedness are essential and should be considered a high priority for the European Union. Europe can improve its coordination and learn best practices from international organisations such as the World Health Organization (WHO) and past experiences in the United States of America.

This seminar provides a platform for a timely discussion and opportunity to exchange views between MEPs, European and international experts and relevant stakeholders, with the aim of taking further European political actions and raise awareness inside the EU institutions and beyond. And hopefully it can work out a satisfactory answer to the main question: is Europe sufficiently prepared?

Today the Project Inception Ceremony was held to launch the project on “Enabling civil society to play a greater role in advancing gender equality and women’s rights”. The project aims to increase the role of the civil society in advancing women’s rights and promote rural women’s economic and social participation. Representatives of government agencies, diplomatic corps, civil society and media took part at the ceremony.

The two-year project will be jointly implemented by the United Nations Development Programme, State Committee for Family, Women and Children Affairs, and Women’s Association for Rational Development. The project is funded by the European Union and UNDP, with a total budget of 444 000 euro.

The new project is based on UNDP’s past experience with promoting rural women’s economic and social participation, and will focus on Sabirabad, Neftchala, Bilasuvar and Baku regions. The project will support the implementation of the CEDAW Convention by assisting women in selected regions of Azerbaijan to become economically and socially active and empowered. The project’s target group will be rural women, youth, local communities, and NGOs dedicated to women’s rights.

The project team will work closely with the government and civil society organizations to provide capacity building for NGOs on national commitments to CEDAW; capacity building for Women Resource Centres; trainings for women in social participation and entrepreneurial skills; and support for women’s business start-ups.

Backcountry Horsemen of Virginia Highlands – George Washington & Jefferson National Forests

In 2021, the Backcountry Horseman of the Virginia Highlands (BCHVH) completed significant trail repair work on a 14-mile section of the Virginia Highlands Trail on the Mount Rogers National Recreation Area on the George Washington and Jefferson National Forests. This award recognizes the extraordinary initiative, logistical coordination, and field expertise of the BCHVH.

The Backcountry Horseman of the Virginia Highlands (BCHVH) have been recognized with a Southern Regional Forester’s Award for trail work along a 14-mile section of the Virginia Highlands Trail on the Mount Rogers National Recreation Area (MRNRA) of the George Washington and Jefferson National Forests.

“The BCHVH transformed what was a treacherous and muddy section of trail into the highest standard of pack and saddle treadway,” said Ed Wright, Recreation Program Manager for Mount Rogers National Recreation Area. “The extraordinary initiative, logistical coordination, and field expertise of the BCHVH and its leader, Nancy Sluys, is worthy of high commendation.”

Though locally focused, the benefit that this project delivered to forest users is difficult to overstate. Most remarkably, the group chose to match the $15,000 grant through online and event fundraising rather than labor and materials. In total the BCHVH raised $15,000 in cash and returned the entirety of that sum back to the trail project, doubling the grant’s monetary effect.

Phase 1 of this project was planned entirely by the BCHVH with consent from the MRNRA. The work to rehabilitate a heavily degraded but well-traveled section of trail was so thorough and well done that a significant deferred maintenance deficit was essentially eliminated along six miles of trail in just ten days.

“During Phase 1, which lasted from July 10th to August 10th, 2021, our group engaged 39 individual volunteers, logged 899 basic work hours, 296 skilled hours with volunteer sawyers,

131 scouting hours, and 68 administrative hours,” said Nancy Sluys, BCHVH President. “With the help of a contracted trails specialist, the BCHVH hauled and laid down 454 tons of gravel and native stone along this steeply entrenched and eroded section. Sediment that formerly clouded the small creek running parallel to the trail has all but disappeared.”

Anticipating an increase in heavy rain events associated with climate change, the BCHVH overbuilt drainage features that needed rehabilitation or replacement. The BCHVH now intend to regularly maintain this sustainable trail that they so expertly reconstructed.

I think for the first time ever, on our first visit to the site, found spikes in flower. And a significant increase in numbers from last year.

We searched for over an hour and were rewarded with about a half dozen clumps, with more to come into flower this week..

-------------------------------------------

The Violet Helleborine is very localised and uncommon, being confined to the southern half of England, where it grows in woodlands with beech, hazel, hornbeam and oak. Violet Helleborine is also found in hedgerows and gardens, tucked away in very dark places where its showy flowers create quite an impression. Flowering between mid July and mid September, this is one of our latest flowering orchids. Epipactis purpurata has declined considerably in recent years, as our ancient woodlands have been destroyed to plant fast-growing conifer cash-crops. On the European mainland this orchid is confined to central and western countries, ranging from Denmark in the north to France and into parts of Central Europe.

Plant: usually 20 to 70cm tall, but occasionally to 90cm; stem greenish-grey, sometimes purple; covered with dense greyish hairs. Plants with mutiple stems are fairly common.

Leaves: up to 14 small dull-green oval leaves are spaced along the stem; their purplish undersides are a useful feature for identification of this species.

Bracts: green, washed purple; narrow and held horizontally; becoming smaller towards the tip of the stem.

Flowers: 7 to 100 flowers, but usually up to 40, carried on a slightly one-sided inflorescence; relatively large and open wide; predominantly pale green, sometimes almost white but with pink lips. Sepals triangular and rather large. Petals smaller and whitish. The lip is divided into two sections. The inner section (hypochile) is white on its outer side and can be pink, green or brown inside. The outer section (epichile) is heart shaped and folded backwards towards the tip; it is white but with two prominent pink bosses at the base.

Subspecies: none.

Varieties: Epipactis purpurata var. rosea is a beautiful plant which lacks chlorophyll and is rose pink with whitish flowers.

Hybrids: Epipactis purpurata x schulzei, a hybrid with Broad-leaved Helleborine Epipactis helleborine, is frequently reported.

Cattle Breed Improvement

In Matabeleland North of Zimbabwe where Mrs Mphala survives with her husband and 2 grandchildren, livestock is the main source of economic activity. The breed of cattle predominantly found in that area is however smaller in frame, achieving low weight and fetching less prices on the market compared to the larger breeds. Through the project, Mrs Mphala is one of the beneficiaries that received a subsidy to purchase a Brahman pedigree bull that she has begun breeding with her cows in the hope of improving her breed. In addition to the subsidy the Mphla household also received training on animal husbandry and health and nutrition for the bull.

Increasing dermal penetration of active cosmetic agents by delivering active molecules precisely to a selected area of action is the highest priority for any innovative “Smart” cosmetology treatment. This achieves the most efficient biological effect and is considered as the “cure all” of modern cosmetology. One of the most efficient and proven technologies - Iontophoresis is a method of introducing active substances into the skin by electric field strength. Mircod has developed an innovative microelectronic patch allowing modern cosmetic companies to introduce an innovative, friendly and easy to use products for controllable, targeted, intelligent and individualized cosmetic delivery. The term “iontophoresis” stands for ion transport. Low power and voltage have the ability to change the structure of cell membranes. The skin becomes permeable, it begins the activation of metabolism and regeneration processes. This is due to the formation of electromagnetic fields when electrodes with different poles are applied to the skin surface. The formation of new, as well as the reorientation of existing ions in the blood, lymph, and interstitial fluid begins. Different types of fabrics have different electrical conductivity. Electrodes applied to the skin provoke the occurrence of polarization processes, electroosmosis, electro-diffusion, irritation of nerve endings at all levels. This leads to vasodilation, which causes activation of lymph outflow and blood flow, and skin pores open.

Silver City Historic District (Boundary Increase & Amendment)

Silver City, New Mexico

Listed 09/25/2013

Reference Number: 13000767

The town of Silver City includes four main historic districts. The Silver City Historic District (SCHD), representing the core commercial downtown, the earliest and finest residences of prominent settlers, and important public buildings such as the Grant County Courthouse, which was the town's first National Register district listing in 1978 (#375377). The Chihuahua Hill Historic District is located to the south; North Addition to the north; and, Black's Addition to the west-ali adjoining the SCHD. The Big Ditch or San Vicente Arroyo is the site of the original Main Street, which was destroyed by a catastrophic flood in 1895. Today, the Ditch creates a ribbon of green space with sizable trees and parkland that is an amenity to the town, and serves as the eastern boundary of the SCHD. This amendment and small boundary increase includes an extension of the period of significance, which originally ended in 1930, to 1960. The south end of Bullard Street, which includes the Bullard Hotel, the Texas-Louisiana Power Plant, the Silver Liquor Company Warehouse, the Ice Storage Building, and the Home Furniture Building was excluded from the early district listing. However, these resources, which fall within the new period of significance, warrant inclusion based on their location, historic integrity, and strong associations with the railroad boom of Silver City. This last block on the east side of South Bullard is being nominated as a boundary increase to the Silver City Historic District for local significance under Criterion A for Community Planning/Development and Criterion C for Architecture as intact examples of a railroad-era hotel, power plant supplying electricity to the town and nearby communities, and warehouses used for storage of important commodities. These resources reflect Silver City's early twentieth-century growth and reveal the influence that the railroad had on commercial development. The new period of significance also allows the inclusion of many important landmark buildings that date from between 1930 and 1960 and were considered neutral in the original nomination. These historic resources are interwoven with the late nineteenth and early twentieth century building fabric, and reflect the growth experienced in Silver City between the Depression and the years following World War II. The added resources represent evolving taste in design and style, new building technologies such as the abundant use of steel casement windows and even curtain walls, and Silver City's move toward modernization. These resources, too, are eligible for inclusion under Criteria A and C.

April 14, 2016. Boston, MA.

Workers rallied and marched through the streets of Boston to demand that minimum wage be increased to $15. Two bills pending on Beacon Hill would raise wages to $15 an hour for about 1,500 service employees at Logan Airport and over 200,000 workers at fast food and "big box" retail chain outlets across the state. Low-wage employees including airport workers, adjunct professors and home care workers turned out to show their solidarity with fast-food workers. The "Fight for $15" campaign is being backed by the Service Employees International Union and began in late 2012, with striking fast-food workers in New York City. Since then, the growing demonstrations have helped make hourly pay a major political issue. Organizers said strikes and protests were planned for cities including Boston, Chicago, Los Angeles and Miami.

As we've said before, the brain does not operate at one brainwave frequency at any given time.

By using an EEG unit to detect the minute electrical signals the brain generates, we can witness the effect of an environment or stimulus on the brain itself.

The image below shows the brainwaves of an individual suffering from a stressful environment, prior to using the the Brain Evolution System for the first time:

This brainwave sample was taken right after the subject's brain was exposed to high pressure problem solving. During this test the subject was visibly agitated and inefficient.

Notice the high peaks (amplitude) of the brainwaves, in the 3D rendering above left. Also, take notice of the accompanying high BETA brainwaves in the overhead peak indicator view, above right.

After 5 Minutes

This next image shows the same individual experiencing the first 5 minutes of BrainEv usage. Notice the significant decrease of amplitude in the brainwaves. During this period, the user reported feelings of refreshment and focus.

After 12 Minutes

A mere 12 minutes into the program and the listener descends toward low Alpha and Theta frequencies. During this period the user reported feelings of deep tranquillity and full body relaxation.

After 15 Minutes

The next EEG reading shows brainwaves 15 minutes into the program. You can see significant evidence of brainwave entrainment, as the brainwaves reach a consistent average of low Alpha and Theta frequencies.

As the session completed, the listener reported a state of "absolute peace," which accompanied a profound connection to visual information and ideas.

15 Minute Comparison

Compare these brainwave to the agitated and violent EEG patterns from the beginning brainwave sample and the results are dramatic - all within just 15 minutes.

Imagine...

If such profound results are possible after the first 15 minutes of use, think of what you'll experience throughout the entire brainwave entrainment course! www.nucellcanada.ca/store
