Transmission System Operators (TSOs) and Distribution System Operators (DSOs) perform a number of key activities in the electricity and gas sectors, over different timeframes.

 

TSOs typically prepare network development plans, which are then assessed and/or approved by the competent National Regulatory Authority, the Government or, in some cases, the Parliament. Incentive-based regulation is seldom applied to network planning, despite some attempts in this direction in a number of jurisdictions (e.g. UK, Italy, …). The Third Legislative Package on Energy has introduced EU-wide Ten-Year Network Development Plans (TYNDP) - to be drafted by the European Networks of Transmission System Operators (ENTSOs) - which, while not binding, will serve as a reference for the development of national and regional network development plans. Moreover, the environmental policy objectives adopted by the European Union – especially in the area of renewable energy, greenhouse gas emissions and energy efficiency – are likely to significantly affect the electricity generation sector and, to a somewhat lesser extent, the gas sector, impacting on the requirements for network development.

 

TSOs are also generally responsible for implementing the (approved) investment programme. The inclusion of new infrastructure in the Regulatory Asset Base (RAB) may involve some form of incentives promoting efficient and timely construction of the new infrastructure. The EC Communication on “Infrastructure Priorities” of November 2010 identified a number of barriers preventing or delaying network development and proposal from the Commission for legislative action in this area is expected later this year.

 

In the shorter timeframe, TSOs are responsible for operating the transmission systems – including the provision of ancillary services. Incentive-based regulation has typically been applied to network and system operation and, in some jurisdictions, to the provision of ancillary services as well (e.g. GB).

 

The greater emphasis on cross-border exchanges in electricity and gas, following the liberalisation of the European energy sector and the drive towards the integration of national markets into a single Internal Energy Market (IEM), has led to an increased requirement to develop infrastructure which benefit consumers/grid users in more than one jurisdiction and to the need to allocate costs correspondingly. An interim Inter-TSO Compensation (ITC) scheme has been in operation in the electricity sector since March 2002, replacing the former transit tariffs which created tariff pancaking. Over time the scheme has been repeatedly amended, and it is now due for a review.

 

DSOs are responsible for the development and operation of the distribution systems, delivering electricity and gas to final consumers. Incentive-based regulation is typically applied to the whole of the DSOs’ activities. As distribution network expansion is a diffuse activity, it is typically not regulated separately. The economic regulation of DSOs may recognise the regional differences in network configuration and customers’ characteristics.

 

Moreover, embedded generation and demand response/demand side management are acquiring greater importance as a consequence of new energy and environmental policy objectives. These developments may require smarter grids and a re-thinking of some aspects of the economic regulation of DSOs.

 

Finally, DSOs play a key role in supporting retail competition, as they handle customers’ switching between suppliers. The regulation of DSOs should recognise this role and provide appropriate incentives so that retail competition may fully extend. The Workshop aims at reviewing current practices, at the European level, in the economic regulation of the different TSO and DSO activities, at recognising the challenges which the new energy and environmental policy framework poses and at identifying how these challenges can be best met.

Everywhere the Skytrain goes, old buildings are torn down, and new highrises go up. The idea of the various city planners seems to be that people who live next to the line will take public transit rather than using their cars. This is a myth, of course, but in any case, land values rise, and developers move in. Behind this fence Bosa Corp will be erecting at least one, and possibly two highrises, with, as they say, retail space available. On this site there used to be a Safeway, and about half of the Burquitlam Plaza, with small stores, a gas station, and a parking lot. Is it progress? Somehow, it doesn't seem like it.

The Illinois Department of Transportation (IDOT) today hosted hundreds of high school students for the agency’s seventh Career Day event at the Chicago Laborers’ Facility. The event is a workforce development tool that introduces students, through hands-on activities and heavy equipment demonstrations, to careers in the transportation industry.

 

“Career Day is an exciting opportunity for IDOT employees, schools and industry partners to inform, inspire and expose high school students to the many rewarding careers in transportation,” Illinois Transportation Secretary Ann L. Schneider said. “We want students to know that through education and hard work, they may someday be able to help us build strong roads and bridges, improve our railways and fly our planes.”

Approximately 300 high school students from 17 different schools were in attendance for today’s event. Students will be exposed to more than 45 exhibits, which includes hands-on activities and several pieces of heavy equipment on display used to build and maintain Illinois’ multimodal transportation system.

 

The careers highlighted include civil engineering, engineering technology, safety engineering, surveying and construction trades. In addition to hearing about specific career opportunities, students also were provided with information about construction careers and IDOT safety campaigns. Career Day attendees also received a hard hat and safety glasses, as well as other items, provided by businesses in the transportation field.

 

IDOT started Career Day in 2007 in Springfield. The next Career Day event will be April 9, from 9 a.m. to 1:30 p.m., at America’s Central Port, 1635 W. First St., in Granite City. IDOT partners with representatives of the transportation industry, educational institutions and community-based organizations to host this event. December 23, 2013- Hajvery University (HU) hosted a lecture on The Role of Youth in Nation's Development by Honorable Mr. Asad Umar, Member National Assembly, Pakistan Tehreek-e-Insaf. HU as part of its Great Minds Visit HU! Series invites accomplished individuals from all walks of life to share their success stories with the students and inspire them to follow their dreams at a time when the youth of Pakistan have too many reasons to be demoralised and not enough to become agents of change.

 

Mr. Asad Umar, MNA and Senior Member of PTI, gave an energized talk to the HU Students on the positive mindset required by today's youth to overcome the numerous challenges that Pakistan faces. He encouraged students to focus on the Entrepreneurial Mindset and use the skills learned at the University to start their own businesses. He further added that the Students must become agents of change in their individual capacities if they want to see Pakistan as a prosperous nation in the future. He stressed that Education is the driving force of a Knowledge based Economy and the students sitting here today in the HU Auditorium are as bright and intelligent as any other student in the world.

 

“I’ve had the good fortune of travelling the world and being associated with some of the best Organisations & Universities world over and I can reassure you that the students sitting here today in the Hajvery University’s Auditorium are as bright and intelligent as any other student in the world!

 

Mr. Asad Umar also took oath from 30 male and female students who formed the new Executive Counsel of the HU Student Societies, an initiative by the University to give students a platform to hone their unique talents various fields. The 5 Student Societies are mentioned below. Each consists of a President and 5 Vice Presidents.

Dr. Muhammad Khalid Pervaiz, Rector HU, expressed that students are keen to play an active role in Nation’s Development and such events allow them to take inspirations.

 

Mr. Fahd Sheikh, Director, HU while speaking on the occasion expressed that encouraging these students to play a positive role in nation building is pivotal to the success of the country. The University is taking initiatives such as Great Minds Visit HU! Series to continually invite such people who can have a positive impact of these students mindsets. He also expressed gratitude on behalf of the University to Mr. Asad Umar and his team members who very kindly graced the occasion and had an engaging session with the students.
