DHC Gilmore Meets KRI President, PUK’s Deputy Secretary-General, Praises Kurdistan’s Cooperation on Human Rights Issues as well as Economic and Social Development Progress

 

Erbil, April 2016 - The United Nations Deputy High Commissioner for Human Rights, Ms. Kate Gilmore, met on Thursday, 21 April 2016, with the President of the Kurdistan Region of Iraq, Masoud Barzani, at his official residence in Salahidin.

President Barzani informed Ms. Gilmore that he greatly welcomed the work of the United Nations Human Rights Office in the Kurdistan Region and he affirmed his government's commitment to human rights. He noted that the Kurdish people and minority ethnic and religious communities had suffered greatly from decades of violence and human rights violations, including the atrocities committed against them by Saddam Hussein, and now from those being perpetrated at the hands of the so-called Islamic State of Iraq and Syria (ISIL).

 

Despite scarce resources, the Kurdistan Region has welcomed over two million people displaced from other areas of Iraq who are being supported largely by the Kurdish people themselves. The President also informed the Deputy High Commissioner that he had given specific instructions to the Kurdish Region of Iraq’s Peshmerga forces to protect civilians when carrying out military operations to liberate areas from ISIL. He called on the international community to do more to ensure humanitarian assistance for the displaced. He also pledged the full support of his office to the United Nations Office of the High Commissioner for Human Rights in carrying out its mandate in the Kurdistan Region of Iraq.

 

Ms. Gilmore thanked the President for his leadership on human rights issues, and the support and cooperation he had shown to the Office of the High Commissioner for Human Rights in promoting the respect and protection of human rights in the Kurdistan Region. She noted that the Kurdish people had made great progress in terms of economic and social development, despite their terrible history, and had made significant gains in ensuring the respect for the rule of law and the protection of human rights in the Kurdistan Region.

 

“By air, it is but a short journey from Baghdad to the Kurdistan Region of Iraq, but a great distance between the two in terms of people’s access to peace and security, and in the respect and protection of their human rights and the rule of law. The commitment of the people of Kurdistan to advancing the respect and protection of human rights is evidenced by the many advances they have made, particularly in relation to the rights of women, of children and of people with disabilities. The generosity they have shown to people from all backgrounds who are fleeing the effects of violence, conflict and gross human rights abuses is exceptional”, Ms. Gilmore said.

 

The Deputy High Commissioner also met with the Deputy Secretary-General of the Patriotic Union of Kurdistan (PUK), Dr. Barham Salih. Dr. Salih also highlighted the terrible toll that human rights violations and abuses have inflicted on the people of the Kurdistan Region of Iraq, particularly those being perpetrated by ISIL. He noted that the Kurdistan Region had welcome significant numbers of refugees from Syria as well as large numbers of internally displaced people. Dr.Salih noted the region's achievements in women’s rights, the rights of persons with disabilities and the rule of law – but emphasized that more needed to be done. With regards to freedom of expression, he highlighted the need for programmes to improve journalists’ understanding of and commitment to professional and ethical standards which would also help to ensure a plurality of views is available to the public while not encouraging politicization of the media. Dr. Salih stated that ‘post-ISIL’ Iraq would need dialogue among all communities founded on respect for human rights. He called on the Office of the High Commissioner for Human Rights to continue its work supporting civil society and Government throughout the Kurdistan Region.

 

“It is absolutely critical that the people of Iraq start to plan for the ‘day after’ ISIL now," the Deputy High Commissioner stated. “A future oriented dialogue among all communities within Iraq is needed now, not only to pave the way to justice for the victims of the gross human rights violations and abuses to which the peoples of Iraq have been subjected, but to forge a framework of understanding on which trust can be rebuilt and full respect and protection for the rights of Iraq’s diverse ethnic and religious communities can be secured.

 

The Office of the High Commissioner for Human Rights will do all it can to support such dialogue – among individuals and communities at the local and national levels - as the best foundation for an inclusive, prosperous and peaceful future for all the peoples of Iraq”.

For Karima, one of the happiest moments of her life was when she earned her first thousand Afghani (US$ 15), when she sold a kilo of honey made from her own bee-keeping business. It may seem like a small amount, but for Karima, it was life changing!

 

Karima is a housewife and a mother of four. Her husband could barely feed the family from the work he could get, so Karimaâs contribution to the household income was significant.

 

She has seen a lot in her life. She still remembers the agony and frustration when they had no money and their son was sick. As tears well in her eyes, she relates, âWe were not able to buy him medicine. We couldnât do anything but cry and wait for him to either die or recover by himself.â

 

Her husband, Khalil, who was very fond of honey, tried his hand at beekeeping before, but because he didnât know how to maintain his beehives, his bees all died.

 

But, Karima and Khalil did not give up. They decided to seek help from the Directorate of Agriculture in Herat city.

 

UNDPâs Climate Change Adaptation Project (CCAP) is committed to helping vulnerable rural families increase their incomes.

 

As part of the livelihood component, the project provided four beehives, beekeeping tools and jars for honey, and, crucially, a 12-day training that gave beneficiaries the necessary skills to maintain their beekeeping business. Karima, who lives in in Qala Safid village in Herat province, was one of the recipients.

 

âWe learned many things about the bee keeping,â says Karima, âlike feeding times, honey extraction and reproduction of honey bees - things I never knew before.â She adds, âI once used lemon to bring back unconscious bees back to normal.â

 

Now, equipped with the knowledge and materials, Karima and Khalil expanded their apiary from just four to ten beehives, and they plan to increase the number to 13 in the next year. With the business growing, they are now making 80 to 90 thousand Afghanis each year by selling their honey.

 

âMy bees are our breadwinners now!â Karima says, looking at her queen bee proudly. âI feel like the queen is representing me and looking after the honey factory!â

 

Beekeeping requires less inputs for production compared to other agricultural activities and livelihoods. It requires less land, water and labor to generate high levels of income.

With low initial support, beekeepers can get an immediate high income. Thatâs why beekeeping has the potential to transform thousands of lives here in Herat province.

 

âBy the grace of God, we have a reliable income now and can buy what we need, including medicines or treatment,â says Karima.

 

Beekeeping in rural areas, where the communities have limited resources such as land and water, can help boost incomes for families like Karimaâs. In addition, beekeeping helps boost food security, and assists crop production through pollination. Almonds, apples, blueberries, cantaloupes, cherries, cranberries, cucumbers, sunflowers, watermelon and many other crops all rely on honey bees for pollination. Diversified livelihoods such as bee increasingly improve the income of rural communities consequently people can adapt and manage climate change risks.

 

So, thanks to her new beekeeping skills, Karima and Khalil truly have a reason to âbeeâ cheerful!

For those people who committed a criminal act, be it shoplifting, breaking and entering, etc, THIS is one place that they would have seen the inside of...the charge office at Rice Lane nick.

 

Indeed, the place would have echoed with the sound of earthy language from both prisoner and officer alike...especially the phrase "turn yer pockets out!"

 

Unlike the city that gave us the first computer and Belle Vue (I'm talking about Manchester of course) Liverpool doesn't HAVE a police museum and this would be the perfect place for it (either that or Westminster Road) but I think that Copperas Hill would be the ideal venue because, unlike Rice Lane, it has somewhere to park the odd old police vehicle or two.

 

Nobody may like the police on Merseyside (or perhaps that's a generalisation) but policing has just as big a part to play in our local history as education and public health.

 

Anyway, this is a close up of entrance to something that no-one wanted to see the inside of...the charge office.

SHA CDC Friendship Day with Hosen Kindergarten

More than 20 children from Hosen Kindergarten were invited to Sagamihara Child Development Center during the Friendship Day Oct.26. Both American and Japanese children played and made Halloween decorations together.

this march called for the kirchner government to nullify the pardons issued to those who are allegedly responsible for genocides during argentina's most recent dictatorship (1976-83).

 

i can understand why some pardons occur ("truth and reconciliation"), but i also understand the desire to see these people go on trial. courts in argentina, chile and europe are beginning to find ways to hold high-up military and civilian officials responsible for what they did--even those who formerly had immunity from prosecution.

 

i can only hope that a european judge has the guts one day to arrest the likes of rumsfeld, ashcroft and g.w. bush for crimes against humanity (while they're at it, i wish they would go for kissinger and former cia guys--including g. h. w. bush).

 

edit, 3/3/05: tabaré vázquez, the new president of uruguay, has announced an accord with president kirchner to investigate crimes against humanity committed in the last uruguayan dictatorship (1973-85). he also hopes to revoke a 1989 referendum that prevents prosecution of the military culprits.

We are participat­ing in several multi-purp­ose studies and demonstrat­ion projects within the watershed-­-starting at the confluence of Bell and Arroyo Calabasas Creeks in the San Fernando Valley and moving downstream to the heart of Los Angeles. We are helping create open space, wildlife habitat and an interconne­cted trail system.

 

One correction for the record. The U.S. Army Corps of Engineers has always considered the Los Angeles River to be a jurisdicti­onal waterway, fully protected by the Clean Water Act. That status was not affected by the Supreme Court’s Rapanos decision. We fully support EPA’s recent decision categorizi­ng the entire River as a "Tradition­al Navigable Water." EPA had authority to make a comprehens­ive evaluation of the watershed, while the Corps reviewed a four mile segment relevant to a specific permit applicatio­n. During the two years between EPA’s decision to evaluate the navigable waterway status of the L.A. River and its ruling, 96% of the Corps’ determinat­ions in the watershed found the section under review had full CWA protection­!

One of the first Canadian women who enlisted into the Royal Canadian Air Force committed suicide less than a year later.

 

miniHazelTen days after her 29th birthday, Hazel Winnifred Webb Seymour left a steady job with the Bell Telephone Company of Canada to enlist in the Canadian Women’s Auxiliary Air Force. The unit operated under the motto: “we serve that men may fly.”

 

Ten months later, she swallowed three bottles of cleansers (iodine, cresol and carbolic acid) while in the hospital for hysteria. She died on September 10, 1942.

 

When she joined the Royal Canadian Air Force (RCAF), Webb Seymour seemed like the perfect candidate. She was healthy, high-school educated, the right age and height, and well-trained in administrative duties. She was married, and had been for seven years, but the couple had no children as he was deployed overseas.

 

Her early days in the Air Force reinforced her aptitude for the job. One test resulted in the comment:

 

“One of the best on the course – always cheerful and will make a wonderfully reliable and good N.C.O. Suitable for a difficult station.”

 

An “assessment of character” completed in March 1942 also contained high praise: “industrious, capable, willing worker,” “highly resourceful,” and “merits accelerated promotion.”

 

Four months later, Seymour was admitted to the Station Hospital with something so serious, she stayed for eight days. From then on, she went in and out of hospitals, both civilian and military, until her suicide.

 

During an inquest about her death, Flight Lieutenant Allan Campbell Blair described what happened in the final three days of her life.

 

“It was considered that before she should be discharged on the grounds of this nervous disorder that it would be worthwhile to give her another chance and to this end was admitted to Station Hospital again to be kept under observation and the be employed doing small jobs about the hospital which was thought might be of benefit to her. She was apparently responding and there was, in my opinion, no need to restrict her freedom about the hospital. There was no evidence or intentions from her that she was planning self destruction. On September 10, at 1205 hours as Dr. Williams and myself were leaving the hospital we encountered her in the hall holding an iodine soaked stained towel to her mouth and she stated that she had just drunk three bottles of poison….”[1]

 

After she died, her mother wrote to the military needing help.

 

“The funeral refund has not been sent to me and I really need that amount to help with my winters’ coal, if I can get any.”[2]

 

Despite those pleas, the only cheque to the family reimbursed $154.16 they paid for Webb Seymour’s funeral.

18 Mukhi (Face) Rudraksha

On Rescuer's Day, President Volodymyr Zelenskyy met with the personnel of the State Emergency Service of Ukraine, congratulated them on their professional holiday, and awarded state honors.

He emphasized that today is the professional holiday of all those whose job and calling is to save lives.

"Whatever happens, the SES of Ukraine is always there to help, and always promptly. They remain fully committed to their most important mission: saving lives," said the President.

The President inspected samples of automotive and robotic equipment. In particular, Interior Minister Ihor Klymenko and SES Head Andriy Danyk reported on the use of surface drones and robotic systems for mine disposal.

Volodymyr Zelenskyy noted that since the beginning of Russia’s full-scale invasion, Ukrainian rescuers have responded to over 170,000 shelling occasions and extinguished more than 20,000 fires. SES sappers have neutralized over half a million explosive devices.

As a result of Russian aggression, 97 SES personnel have been killed, 395 injured, and 4 are currently held in Russian captivity.

The attendees observed a minute of silence to honor all those Ukraine has lost due to the war.

The President presented the Order of the Golden Star to the family of the fallen Hero of Ukraine, Lieutenant Colonel of the Civil Protection Service Artem Kostyria. The Lieutenant Colonel participated in over 70 operations to mitigate the consequences of Russian attacks. After the liberation of the Kharkiv region, he organized the restoration of nearly 100 damaged fire and rescue units. Thanks to his efforts, over 2,400 people were evacuated. Artem Kostyria was killed on July 13 this year while responding to the aftermath of an enemy missile strike when Russian forces launched a second ballistic missile attack.

The President also awarded SES employees the Orders "For Courage", II and III class, and the Order of Danylo Halytskyi.

Additionally, in Volodymyr Zelenskyy’s presence, the winners of the nationwide "Hero – Rescuer of the Year" campaign were honored. Eight Ukrainians received awards:

Oleh Holubchenko, a maxillofacial surgeon from the Okhmatdyt Children’s Hospital. On July 8 of this year, during a Russian missile strike, he was performing surgery. Medical equipment failed, but he found alternative ways to maintain breathing and carried the child to shelter. Despite his injuries, he assisted rescuers and volunteers in clearing the hospital’s rubble.

Artem Makarov, a cadet at Kharkiv National University of Internal Affairs. In April of this year, he saved an eight-year-old boy whom his own mother tried to drown.

Andriy Bibik, a police officer in the Novopillia community. In one of the villages, he noticed thick smoke near the houses. An outbuilding was on fire, and the flames were spreading toward homes. Andriy rescued a 13-year-old girl, an infant, and two dogs.

Yuliia Oholikhina, a personnel specialist at the SES in the Zaporizhzhia region. While on vacation, she saw a child drowning in a pool. She pulled the girl out of the water and provided first aid.

Andriy Lubenets, a Ukrainian Armed Forces serviceman. Severely wounded in the war, last September, near a pond, he heard a 17-year-old boy’s cry for help. Despite his injured leg, Andriy swam to the boy and pushed him 20 meters to safety with one arm. Patrol police officers helped pull the boy out of the water and resuscitate him.

Ihor Kalashnyk, an electrician at a construction hypermarket. In May of this year, after Russian aerial bombs hit the hypermarket, he fully shut down the power to the building and helped evacuate four visitors from a smoke-filled area. He also removed generator barrels with fuel from the premises to prevent another explosion.

Polina Sholokh, a SES signaller. While at a car wash, she heard a woman screaming. Next to her was a boy with no signs of life, who had been pulled out of a drainage pit. Polina immediately began CPR, and after several minutes, the boy was breathing again.
