Governor John Carney celebrated Monday the fifth anniversary of the State Rental Assistance Program, which has provided housing for 1,200 Delawareans through a unique collaboration supporting those in special need of help. The anniversary event took place at DHSS’ Holloway Campus.
“We are providing a bridge to independence, helping more Delawareans live self-sufficient lives,” said Governor Carney. “SRAP is a great example of how government agencies can work together to more efficiently deliver important services, and effectively help Delawareans in need. Thank you also to members of the General Assembly for their continued support of the program.”
The State Rental Assistance Program, or SRAP, provides rental vouchers to low-income Delawareans who require affordable housing and supportive services to live safely and independently in the community. Case managers help provide or coordinate those services and support residents through the rental process. SRAP helps particularly vulnerable populations – people exiting or at risk of admission to state long-term care institutions, youth aging out of foster care, and families for whom housing is a barrier to reunification, among others. All clients must be referred by an agency or partner.
Since 2011, more than 200 SRAP clients have successfully transitioned out of the program, either by handling rental payments on their own or by receiving housing assistance from another source. There are more than 720 families and individuals currently housed through SRAP.
SRAP client Zoraida Baez, who was featured in a video played Monday’s event, found the first apartment she has lived in that she can call her own through the program. “It’s such a relief,” said Baez, of Newark, who has also experienced homelessness. “I love it. I can come and go when I want. It’s my own place.”
SRAP is operated jointly by the Delaware State Housing Authority, which issues the vouchers; DHSS, which refers clients in various programs; and the Department of Services for Children, Youth, and Their Families, which refers former foster youth and reunification families. Funding comes from the state’s General Fund through DSHA, as well as through DHSS’ Division of Substance Abuse and Mental Health, totaling $5.3 million.
“This is about caring for the whole person – not just looking at one part of their needs at a time,” said DSHA Director Anas Ben Addi. “We heard from advocates that the lack of affordable housing is a barrier to many low-income people and families with special needs to live and be successful, and we responded. This partnership shows that it is possible to serve people better, with a better quality of life, while reducing public costs.”

It’s not always easy to start anew, but the teamwork of SRAP makes the transition manageable, including connecting clients to supportive services. The collaboration across state government provides a better quality of life for the vulnerable people we serve, saves the taxpayers hundreds of thousands of dollars and helps us build a healthier Delaware.”
“For young people leaving our foster care system, the challenges of transitioning to adulthood can be quite daunting. Sometimes their most basic needs, like a safe and affordable home, can seem unobtainable,” said DSCYF Secretary Josette Manning. “The SRAP program helps our youth secure a home so they can focus on meeting their other needs, such as education, employment and even basic health services. We are extremely grateful for this program because without it, it would be impossible for our foster children to thrive as adults.”
More than 100 million people are in need of humanitarian assistance – more than at any time since the end of the Second World War. Among those displaced by conflict or uprooted by disaster are an estimated 26 million women and adolescent girls in their childbearing years. The State of World Population 2015 is a call to action to meet their needs and protect their rights.
The surfeit of crisis and upheaval around the world today demands better economic and social development, better humanitarian action, better risk management, better attention to prevention, preparedness and resilience, and better connections among all of these. And running through them is a common thread: gender and all other forms of equality, achieved in part through full realization of sexual and reproductive health and rights, which will lead to far less vulnerability and much greater resilience for individuals and societies as a whole. Our company has sponsored a guide dog puppy. I thought I might share some images of our little girl labrador Shiba who might go onto care for a lucky owner in the future. The older labrador is Sunshine, a bit of a mentor for the puppies.
Soldiers in the Ready for Issue office of the Army Field Support Battalion-Kandahar, 401st Army field Support Brigade, worked to issue equipment and vehicles to dozens of security assistance teams. The teams will be assisting their Afghan counter parts in maintain security in Southern Afghanistan.

U.S. Sailors with Task Force Koa Moana (TF KM) 20, I Marine Expeditionary Force (MEF), host a subject matter expert exchange with employees of the Palau Ministry of Health in Peleliu, Republic of Palau, Aug. 5, 2020. Marines and Sailors with TF KM20, are conducting engagements in the Republic of Palau from July through September of 2020. Koa Moana, meaning “ocean warrior,” is designed to strengthen and enhance relationships between the U.S. and partner nations/states in the Indo-Pacific region, improve interoperability with local security establishments, and serve as a Humanitarian Assistance Survey Team afloat in support of U.S. Indo-Pacific Command’s strategic and operational objectives. TF KM20 provides a unique opportunity to enhance relationships in the Republic of Palau. The Koa Moana task force has taken extensive measures to mitigate the spread of COVID-19. The health and safety of U.S. service members and Palauan citizens participating in TF KM20 is an enduring priority. Prior to deploying, all exercise members participated in a three-week quarantine. After arriving in Palau, the Marines and Sailors remain quarantined for an additional 14 days. To date, all members deployed as part of TF KM20 tested negative for COVID-19. I have never been this close to a helicopter landing in such a confined space. Having taken the photograph of the helicopter - despite the snow being kicked up all around me - I became aware of the reason for its arrival.... the medical personnel were incredible in the way they went about their work.
