We are witnessing an overall trend of organised assaults on progressive, democratic forces, movements and organisations. In.
West Bengal for instance, the Trinamool regime has brutally clamped down on women, students, farmers, workers and any.
democratic dissenting voice, indulging in violence and murder of all Left political opponents, the killing of SFI activist Sudipto in.
police custody being a case in point. Meanwhile, in this overall scenario of organised political vendetta, killing and violence, all.
those responsible brutal murders - of communist leader T P Chandrasekharan in Kerala, or popular leader of tea-garden workers.
Gangaram Kol or youth leader Bhaiyyaram Yadav martyred in the struggle for the oppressed for instance - have not yet been.
brought to book..
At a time when our so-called `representatives' make a shameful mockery of representative democracy, when our sovereignty.
and the interests of common people of the country are constantly subverted in the name of `national interest', it is high time for.
progressive and democratic voices to come together and launch a spirited resistance. Whether it is these struggles or else the.
protracted struggle for gender-just laws and against entrenched patriarchal biases in our society which continue to deny women.
freedom and dignity, the student movement has an important role to play. During the past year too, JNUSU and the JNU student.
movement has once again taken forward struggles for students' rights, women's freedom, social justice and democracy..
.
JNUSU: Carrying Forward the Mandate for Social Inclusion, Democratization, Against.
Commercialization.
For the JNUSU, the past one year has been one of struggles to defend and expand the democratic ethos of JNU. Since March.
2012, JNUSU has spearheaded several struggles for social inclusion and democratisation and for better infrastructure..
Committed to the idea of educational institutions which are inclusive and affordable, and which proactively work towards.
ensuring that higher education does not remain the exclusive preserve of the rich and the privileged, JNUSU took up several.
initiatives and struggles in the past one year..
.
Towards Social Justice and Inclusion.
In JNU, several struggles have been fought for social inclusion: to restore deprivation points for women and for students from.
deprived backgrounds and backward areas, for recognision of madarsa certificates, for increasing merit-cum-means fellowships.
and against the faulty cut-off criterion for OBC students. This legacy of struggle was carried forward during the past year too:.
.
· Towards reducing weightage of viva marks: The student community is aware that since March 2012, JNUSU has been.
engaged in a protracted struggle to reduce the weightage of viva voce in the JNU admission process. Following the.
initiatives of the previous JNUSU, this issue was taken up for the first time in JNU's history of more than 40 years and as a.
result of JNUSU's struggles, a committee to analyse trends in JNU's viva voce marks was set up. The findings of the.
committee very clearly nailed the discriminatory trends in viva voce, and these findings were submitted to the Academic.
Council during its meeting on 30 October 2012. It is highly unfortunate that the AC chose to underplay the systemic.
discrimination revealed by the viva committee's findings, and in fact tried to sideline and ignore this committee by setting.
up another committee to look into the viva issue. During the AC meeting, JNUSU rejected the diversionary tactics of the AC.
and its proposal to set up this new committee..
It has to be noted that during the student community's struggle for reduction in viva voce, we received the support of.
several teachers too, including some representatives of the JNUTA. However, a certain section of the teaching community,.
including those who avowedly take progressive ideological positions, opposed the student's democratic demand. What.
worsened the matter was a hyperactive intervention by a faculty member just before the AC meeting held on 30th October.
2012. This faculty member submitted a formal written proposal (co-signed with another teacher) opposing the reduction in.
viva weightage and mooting some questionable `alternatives', thus sending a political signal as well as providing a.
convenient way out for the Vice Chancellor's subsequent move to form a new committee clearly devised to bury the.
findings of the earlier viva committee..
After the Academic Council, the JNUSU decided to explore various other means, including political and legal struggles, to.
carry this demand forward. In this regard, JNUSU representatives also contacted well-known lawyers who have fought and.
won cases related to social justice - including the case against the wrong cut-off criteria for OBC students which was.
scuttling the proper implementation of OBC reservations. However, the reluctance as well as inconsistent and non-.
committal communication with the lawyer by the JNUSU President (who heads the JNUSU) constrained JNUSU as an.
institution to move ahead in this strategic legal case. Given the all-round opposition to reduction in viva weightage and.
entrenched vested interests, this struggle requires a firm ideological commitment of the entire JNUSU as an institution and.
the capacity to engage in the legal case with consistency and coherence..
.
· Expanding the Scope of Financial Assistance: During the past one year, JNUSU has waged a protracted struggle for.
enhancement of MCM to Rs 3000 per month. This struggle has seen various forms - from protest demonstrations against.
the JNU administration, protests at the UGC and MHRD, university strikes and hunger strikes. Inch-by-inch we have moved.
ahead in our struggle, but the powers-that-be remain adamant. And in this struggle, we have been pitted against not just.
the JNU administration and governments who are hell-bent on using the bogey of "fund-cuts" to cut state funding on.
education, but also against their agents within the student community. As a result of the sustained pressure from the.
student movement, the JNU administration has enhanced the MCM amount to Rs 2000 per month, with effect from.

.
is definitely a step ahead in the extremely crucial fight for reservation against the entrenched brahminical forces within .
.
the reactionary administration which was all set to scuttle reservation once-again. .

This success was achieved at a crucial time, in the absence of an elected JNUSU. Despite this, the hunger strike .

that was going on for the past six days, a massive mobilization of students in the protest demonstration outside .
.
Academic Council meeting, and the assertive argumentation by a section of the faculty inside the AC, played the .
decisive role in causing the casteist forces within the administration and faculty to retreat. .
A Deans' Committee will now sit to deliberate on other viable options, including adopting the model of .

fixed cut-off system. Its cut-off for the PhD programmes, for example, is 55 per cent for the unreserved category and .
.
49.5 and 35 per cent for the OBC and SC/ST categories respectively. In JNU however, we can come up with an even .
better model, by keeping the general cut off at 40, as it is now, and deducting ten points from that and pre-fixing the OBC cut-off at 30. The students' community must ensure that the Deans meeting takes place at the earliest so that the that a new model is evolved to fulfill 27% OBC reservation and does not compromise with the spirit of reservations and model to implement 27% OBC reservation can be decided well in advance of the admission process. It must ensure .
social justice any more in JNU. .
The issue of SC/ST reservation in Associate Professor and Professor posts, however, remained unresolved. .
The AC was called off before the matter could be clinched. The anti-reservation forces wrthin the AC was .

An issue like reservation, especially in the absence of ar PSU) was more interested in delegitimizing FDIR, than in fighting for reservation. Indeed, the manner in which AISJ outsourced the fight for reservation to FDIR was problematic and sectarian. But in their bid to delegitimize FDIR, SF delegitimized the entire struggle and undermined the entire protest demonstration. Given the seriousness of the issuE DSU had joined the hunger strike initiated by FDIR. Where a struggle is sectarian. we ought to broad-base it b participating in it, rather than merely criticizing the sectarianism. Both SFI's actions and the deliberate provocation b AISA activists yesterday were highly problematic and condemnable. They defeat the entire spirit of a principled an .

g tne1r L.;JJIIVI creaent1a1s, as n n were some great social capital). I'm thankful for the lovely Malayali friends that I have had a chance to make. I'm thankful that there are other shades of Left. When I came to JNU campus, over a decade later, SFI helped me with my admission process and I must express my gratitude to them. But on that day itself I told them that I'll not join SFI. They were a little taken aback by my direct comment but I didn't want anyone to think that I would ever join SFI. After that, their pretense of sweetness towards me was dropped. Their *comrades* bullied me during two elections, to the extent of blocking me physically from campaigning!! But I'm not disappointed. They've lived up to my every expectation. I lost respect for them when their GSCASH candidate offered shameful justifications for the gang rape and murder of Tapasi Malik. I lost it permanently when they ran away from the SSS GBM, after participating in it, sensing a defeat and citing absurd and baseless *reasons*. Every time SFI engages in meaningless screaming and disruption of democratic processes, I'm reminded of my childhood experience with their senior comrades. .

Convenor organised Open House with anti-copy right activists. After our intervention in the Academic Council.
meeting held on 26 April 2013, the AC also took a strong stand against photocopying restrictions..
· Opposing Surveillance and Installation of CCTVs: This year, the JNU administration showed.
unprecedented hyperactivity in purchasing and installing CCTVs in many parts of the campus, including at the.
Ad Block (where protests and hunger strikes take place) and in the Library. JNUSU vigilantly intervened, and.
strongly opposed all these moves. The Library Committee convenor also opposed the introduction of extremely.
expensive RfiD technology in the library..
· New Courses in SIS, SSS and Several Democratic Changes: It was only after the intervention of SIS.
JNUSU councillors that new courses were introduced in SIS and an important Research Methodology workshop.
was kick-started in the School. Following the intervention of JNUSU, the centre agreed to offer other non-.
language optionals for VH students in place of the mandatory language course, steps are being taken to set up a.
school and centre-level databases with details of students' research - research areas, publications, papers etc..
in SSS, ensuring More Optional Courses in SSS for BA students of SLL&CS, introduction of an MA Programme in.
the Centre for Philosophy..
· Removing Uncalled for Delay and Inconvenience in the Admission for PH students: This.
year, after the JNUSU-led movement in October-November 2012, student representation in the EOO was.
ensured for the first time. The DSF lists this as their achievement, remaining silent on the fact that DSF.
Councillors nominated by the JNUSU President as representatives in the EOO never showed up for the job. So,.
during the admission process, the EOO had no option but to contact the JNUSU Joint Secretary, who then.
worked as the JNUSU representative in the EOO. Through his efforts, a significant change in the admission.
procedure for physically challenged students was ensured this year. Till last year, PH students seeking admission.
in JNU had to first undergo a verification by a Medical Board in the JNU Health Centre. And since the concerned.
board in the Health Centre are available only after 4pm on set days, PH students had to wait for at least one.
extra day for taking admission. Thus, the JNUSU Joint Secretary (from AISA) intervened to ensure that PH.
students be given admission without delay based on their existing PH certificates from any government hospital.
and their JNU level verification can happen after admission. This considerable relief fails to find any mention in.
the DSF's self-claimed list of achievements (leaflet dated 30 Aug), except for a general mention of EOO.
representation. The fact is that the DSF and JNUSU President are clueless as to the real interventions made by.
the JNUSU representative from AISA in the EOO!.
· SPS Dormitory which started in August 2012 during the tenure of the last AISA-led JNUSU, has been steadily.
regularised with mess facilities for 150 residents at a reasonable rate of Rs 1965 per month. Also, to expand.
students' residential facilities, Mahanadi Hostel which earlier used to accommodate other JNU staff, is now.
being turned into an exclusively married research scholars' hostel..
· Functionalising of the Placement Cell: When after sustained struggle, the Career Counseling and.
Placement Bureau was operationalised this year, JNUSU President unilaterally nominated only the Councillors.
from his organisation in different Schools like SLL&CS, SIS and SSS as the JNUSU representatives in the.
Placement cell. However, after months it was evident that they gave no proposal nor took part in any in the.
functioning; so much so that the Chairperson had to contact other Office bearers to give new names of.
student representatives who would work. So subsequently SIS, SSS and SLL&CS Convenors were incorporated.
into the body. It was only then that the Placement Cell began to have proper meetings and JNUSU organized.
an Open House to put together inputs for its proper functioning, so that students can avail of the maximum.
possible benefits. The DSF's leaflet (dt 30 Aug) is silent even on the Placement Cell - to which only its own.
Councillors were nominated as JNUSU representatives! The fact they are unaware of the Placement Cell.
proceedings shows just how cut off the DSF's JNUSU representatives were from the actual functioning of the.
Union and the University. And then the DSF has the audacity to claim that it was AISA's Councillors who were.
'inactive'!.
· Workers' Rights: The JNUSU's Security, CDC and SSS Convenors (all from AISA) made repeated interventions.
against violations of workers' rights: exposing and correcting violations in ESI PF documents; non-issuing of pay.
slips; illegal deduction from security guards' salary in the name of uniforms; ensuring compensation to an.
injured worker; and payment of mandated wages. This required day-to-day visits to worksites, taking on corrupt.
contractor-administration nexus by several JNUSU Councillors from AISA and a team of student activists of the.
campus as well as concerned faculty members. These consistent struggles fixed the JNU administration's.
