n spite of the fact that JNUSU has repeatedly pointed out and argued this matter in numerous representations, JNU administration has provided no explanation for this willful violation of MHRD guidelines. Non-fulfillment of OBC seats last year was a direct outcome of this willful anomaly that led to non-availability of "eligible" OBC candidates in many courses. Such deliberate subversion of reservation process is not acceptable and must be corrected without delay. .

On the Prospectus Fee-Hike and Moves of commercialization of services: .

The administration has increased the cost of JNU admission prospectus claiming that it does not have funds for conducting the JNU Entrance Exam. However, according to the administration's own records, the money it collected through selling of the prospectus even last year was far above the amount it required for conducting the Entrance Exam . Therefore, this argument of "shortage of funds" does not hold any water. The BPL waiver is simply tokenism for it amounted to 100% subsidy for 0% applicants; it cannot compensate or counterbalance the damage that the increased prospectus fees have inflicted. Firstly, the fees hike has damaged the basic ethical premise that universities or admission processes cannot be run like commercial and profiteering ventures. Secondly, through higher prices, it has discouraged and actually squeezed out those in the social ladder who are struggling against odds to begin to equip themselves with an education, and aspire to come for higher education. Therefore, we would like to .

submit: that our concerns should not be reduced to a "struggle for Rs 80/-". What we are struggling to retain is the basic ethics on which a higher education institution like JNU will function: will JNU continue to be socially-inclusive and accessible, or will JNU be run like a commercial enterprise based on crude considerations of amassing profit? .

Similarly all attempts at commercialisation of services as reflected through installation of electric meters in new Koyena hostel must be done away with. .

It is matter of great concern and in fact shame that in a University like JNU which is known primarily for its commit-ment to social justice, OBC reservations are being scuttled in a systematic manner by the JNU administration. For the past one year, JNUSU has been pointing out that the criteria that the JNU administration is adopting for setting cut-off marks for OBC candidates is casteist, faulty and structurally designed to ensure that mandated OBC seats will never be filled. Moreover, the administrations craftily designed criteria are violative of various Supreme Court verdicts and MHRDs explicit directives on the mode of implementation of the OBC Reservation Act. .

In a clearly illegal manner, the JNU administration sets the cut-off mark for OBC candidates by giving them a 10-mark relaxation from the mark of last general category student. In other words, the administration expects the entire OBC quota of 27% to be filled in this narrow band of 10 marks. By thus reducing the pool of eligible OBC candidates available for admission through this criteria, the JNU administration is claiming that there are no eligible candidates. JNU is ready in principle to admit students from the General Category even at 40 marks if seats are available. How come then that an OBC candidate with marks way above 40 is considered ineligible in the OBC category seats even if seats are going vacant? Isnt this an example of blatant double standards? If this is not casteism and discrimination, then what is? .

What JNU administration is essentially doing is killing the very idea of reservations. Through setting the cut-off marks for OBC candidates in this manner by unfairly tying their selection to the performance of the general category students, the administration has converted reservation into open competition between the OBC candidates to achieve marks within a small range decided by the performance of general category candidates. Unless this serious anomaly is cor-rected, OBC reservations will never be fulfilled in this University, making a complete and shameful mockery of JNUs concern for social justice. .

Last year, after 13 days Indefinite Hunger Strike by JNUSU on this issue, JNU administration formed a Committee under Prof. Aditya Mukherjee to examine the issue. However, all that the committee did was to put a seal of approval on JNU administrations devious tactics, not only by denying JNUSU any representation under the pretext of stay on JNUSU elections but also stonewalling all our reasoned arguments innumerable times. The present JNU administration has indeed created new records of making mockery of any logical dialogue, written agreements-now it is hell bent on trivialising and violating even the law of the land on implementing reservation, to serve its brazen reactionary agenda. .

Given the nature of challenges and anomalies in the proper implementation of OBC reservation in JNU, a concerted intervention from various corners of the JNU community is the need of the hour. Those committed to social justice will have to build a wide-ranging consensus in JNU to recognize this central stumbling block to the implementation of OBC reservations. Only well concerted efforts can rectify the discrepancies in implementation of the reservation, caused by the deliberate misinterpretation of MHRD directives by the JNU administration. .

In this regard, JNUSU is organising a symposium on Examining JNUs Admission Process With Regard to Implemen-tation of OBC Reservation: WHY do OBC Seats Remain Unfulfilled? WHAT Must Be Done? with Centre Chairpersons and Faculty Members and JNUTA at the SSS II Committee Room at 2.30 p.m. on 3rd August. We appeal to the student community to participate in this symposium along with faculty members to ensure that immediate steps are taken for .

1. The CHS far;ulty had several rounds of discussions around the proposed modificaticr s in JNU admission policy. Fresh discussions on matters relating to policy always imply a review of experiences of the past. Some members of the faculty were of the opinion that the data provided to the Centres related only to the intake of students and not to the nature of their academic perfonnanc'! over the semesters, at all levels of academic programmes of the university. Since any meaningful discussion on policy matters should consider the question of optimum $ .

utilization of scarce resources, dala on academic performance must form a part of an exercise of this kind. ' .

2. From the data provided to the Centres, it appears that by and large, JNU has been able to fulfil satisfactorily its commitment to the statutory provisions regarding reservation. Discussions on the question threw up several opinions: (a) It was generally fel t that reservation beyond statutory requirements is a contentious issue and creates space of a dubious nature in which lobbyists of different interest groups are likely to fight perpetually for pushing through their OW ll agenda. (b) It was also felt that enlargement of scope for reservation is an iss ue, which cannot be discussed wiil10ut ref-;rencc to Ji lT~t eni kvds of eUu.;ation. Whereas positive re~tll1s will accrue by enlarging the bases of primary and .

secondary c Jucation, blanket reservation at an institution like JNU may be counter},roduc,iw and actually detrimental to tbc achievement of desired results. (c) In any case, the policy of reservation could not be discussed without data regardin g the academic performance of students admitted under JNU's special provisions. (d) It was also felt that the .o .

question of caste reservation should be separated, from the issue of support to the economically deprived students. While space may be made available fdr · students from economically backward sections cutting across castes and communities, in view of the widespread misuse of the criterion of ·economic deprivation in the past, JNU should learn from .

experience and strive towards identi fy ing deserving students from genuinely poor families. (e) It was suggested 1hat there should be many more scholarships and freeships f·x poor and deservin g students .
