when JNUSU took up the concern of PH students, was the JNU Administration forced to concede that .

reserv·a.tion for PH and women students DO NOT come under the 50% bar. Following this, a fresh list of PH .

students was ·released. · .

Then again, when the list was ·released for the M.Phil viva-voce, the cut-off marks for OBC students were kept the same as_that of general students, in gross violation of the law. Again the JNUSU intervened to correct this anomaly. At the final stage, the administration violating the MHRD directives, wrongly applied the relaxation of cut-off marks, thereby leading to non-fulfillment of the 12% OBC quota. JNUSU immediately intervened and fixed the administration. However. the administration continued with its illogical position. .

Following a 12-day long indefinite hunger strike, JNUSU forced the administration to set up two committees to examine the setting of cut-off marks, and also the gross anomalies in the admissions process this year. JNUSU is committed to follow the functioning of these committees carefully, to ensure that OBC reservationa..as well as SC/ST and PH reservations are properly implemented. Also, the administration was forced to agree ~carry-over all the unfulfilled quota seats to next year. .

Subsequently, JNUSU had made detailed representations both to the UGC and the MHRD. Also, JNUSU had organized a massive public meeting in the nature of a workshop with noted experts and JNU faculty, which exposed .

. .

the JNU administration and endorsed JNUSU's position. .

In this protracted and ongoing battle against the anti-reservationist forces in the administration and outside, the councilors from SFI were totally silent on the real issues at hand. Till date, they have remained silent on the castei$t fashion in which the administration set the cut-off marks, effectively ern'511ring tha·t OBC quota will never be fulfilled in JNU. They chose to train their guns at JNUSU rather than th£ administration, consistently spreading rumours and spurious allegations of seat-cut against JNUSU. But the student community saw through their devi9us ploys, and the massive mandate of the UGBM defeated their agenda to destabilise JNUSU on this issue. Though the UGBM gave a mandate for a united struggle under the JNUSU, none of SFI's JNUSU representatives joined the hunger strike. SFI continues to peddle the lie of a ''seat-cuf', making a mockery of the UGBM mandate, while at the same ~ime still remaining silent on the key obstacle to the fulfilment of OBC reservations. .

We would fike to alert this particular organization and their representatives in JNUSU .that any cheap politicking will only weaken this serious struggle for social justice. This will only strengthen an anti-reservation administration that will cap.itallfe on uncalled for disunity in the student community. .

A Consistent Resistance to Communal Fascism .

At the present juncture, when at the national level, the Congress-created Amarnath fiasco and the RSS, BJP) ABVP and other communal forces have been trying to create an embedded communal commonsense, JNUSl) has mobilized students to speak out against such pervasive communal logic, against the corm1unalization of culture, and against the witch-hunting and branding of minorities. .

In the Lohil hostel case. where ABVP lumpens beat up a Ph. 0 research scholar from fhe minority ·community last October, the adminis.tration was forced to take action against the culprits, though belc:Jed1y, in end December last year. This punishment was achieved only after JNUSU's consistent mobilization against the administration's indulgence to ABVP's violence. .

Presently, in JNU, the ABVP. which has shown no commitment to any student issue whatsoever, has survived on a vicious campaign to undermine and tear apart the fabric of this campus by enga~ing in bate politics. assaulting and victimizing members of the minority community and in assaulting the democratic freedom and integrity of the university. Blatantly communal and venomous posters and pamphlets have been issued ily the ABVP in JNU with the intention of undermining the democratic and tolerant spirit of the campus community. All tiis is being done with the full · approval of their mentors in the administration who systematicalry shield and abet there habitual hate and violence mongers. After protracted struggle though the Prof. Shankar Basu Committee naf'1'lal the culprits, the indulgent a9ministration refused to punish the ABVP offenders of Presidential Debate violence. 1Ine enquiry into ·violence by ABVP. in the 'Chandrabhaga Hostel Night case is still on. At such a juncture) JNUSU 6 committed to continuing a rob~st ideological struggle ·qnd mobilization of the university to isolate these merchan1s of hate within the student. community as well as their proteetors in the visibly biased administration. .

Friends. NSUI -.vould like to invite the attention of student community towards the annual drama festi val that is going on in the theatre of Ad. Block. Scripted by a vicious and malic io us plot and enacted by the impuissant juvenile comrades of AlSA and SFI who arc fighting with their heart and soul to gain the best drama award of 2008. However this year's edition of the August drama is just a continuation of the political farce played out in the name of apology drama la~1 year. The actors are the same; the manipulative undercurrents are the same .

only the year is different. Friends, NSUI has repeatedly pointed out the anomalies and irregularities in the 2008 admission policy right from its forming stage. If the irregularities in the admission policy and process are there, then none other than left-led-JNUSU is to be held responsible for their misconduct, misinterpretation and misguidance of the student community in the campus. Ever since the Supreme Court of India vacated the stay on 27% OBC reservation in higher educational institutions NSUJ has strongly demanded the full implementation of it in our university but unfortunately our JNU administration has been trying to water down the UPA government's inclusive reservatio n policy through various kinds of manipulation and conspiracy with the full support of AJSA-Ied-JNUSU. This has become obvious when the Ministry of Human Resources Development rejected the initial guidelines brought out by JNU Academic Council with regard to the imple mentation ofOBC reservation in this year's admissions. The subsequent meeting of Academic Council has reviewed its early proposal and decided to have a stage by stage implementation of OBC reservation and seat increase on the basis of 2006 as a Base Year. When all this was happening the JNUSU President and his lieutenants were enjoying their cup of tea and giving big round of applause to the administration. After signing all ther clandestine and dirty deals with the administration the red stooges are now out with their manipulative thi rd rate drama unpaintable to any human consCIOusness on this earth. The whole administrative mess that has .

brought the admi:;sion proc~ss under a serious cloud of !'uspicJOn and q nicisrn is the result of the farcical rotlen underhand deals that the ca:'teist comrades ha\e entered into with a retrogressive. inC'fficicnt and callously indifferent administration. Friend's, this drama is nothing .

but an altemptto di,ert attention from the catastrophic failure of JNUSU to address the buming concems ofthe student community. NSUI strongly demands that the b~:trayers of the ~tudent community should show at least some principles of political morality at this stage and .

step down from their positions and call for an urgent UGBM to ITC3tablish the lost sanctity of the JNUSU .

The present union, which is in a transitory phase, is not in a position to lead a sustained struggle necessary to achieve the major demands of the students. Therefore, the council believes that the process of handing over the union be started so that the new union coming with the full mandate of the students can carry forward the struggle to ensure that the demands of the students are met. Ensuring Rights of Physically Challenged Students .

In the past year, JNUSU has firmly placed the issue of rights and facilities of physically challenged students firmly onto the campus agenda, insisting that this is their right and is no charity. JNUSU struggled for a number of demands such as the construction of ramps for greater accessibility, installing software for visually challenged students in the school and a Braille printer in the library, ensuring representation in the decision making bodies, increasing the amount of funds for readers/writers for the visually challenged, and expanding the Helen Keller unit with more functional computers. .

As a result of JNUSU's efforts, the the issues of democratic rights, participation in decision making, and expanding infrastructural facilities of PH students (hitherto marginalized) acquired centre-stage. Not only did concrete expansion of facilities take place in libraries and other parts of the campus; for the first time PH students have been made a part of JNU's decision-making bodies like the Campus Development Committee. With the active participation of PH students, JNUSU forced the Admin to withdraw the dubious move to scuttle 3% PH reservation and ensured the implementation of this quota witl1out any dilution in JNU. Ensuring the fulfillment of the 3% quota for PH category for students and teachers alike, and establishing a fellowship for PH students equivalent to Rajiv Gandhi Fellowship remain pressing matters of concern. .

Opposing anomalies in admissions this year .

From the outset the JNU Administration has sought to implement OBC reservation 1n a highly casteist and discriminatory manner, using spurious criterion to deny students admission. At this juncture, JNUSU called the administration's bluff, mobilizing students, teachers and legal experts against the faulty cut-off criterion being applied by the administration. .

At several occasions, council members belonging to a particular organization have alleged that with the complicity of JNUSU Office-Bearers there has been a seat-cut. This is not only unsubstantiated but also untrue. JNUSU is dedicated to ensure that through vigilance, monitoring and struggle these anomalies in the admission process are remedied and the seats are filled. From the outset, JNUSU has stated that OBC reservation and seat increase must be computed on "intake", and that the "intake-offer' method must be reinstated as the system of admission The struggle for social justice cannot be held back by opportunist political forces spreading rumours based on a false 'smokescreen' of numbers. If the opportunist politics of these organizations is allowed to play havoc, then the real focus of implementing OBC reservations will be deflected. .

Following the JNUSU-Ied struggle, the JNU administration has been forced to present a position paper detailing the exact admission procedures followed this year. Two committees have been set up to look into the crucial issue of setting cut-off marks for OBC students, and to look into the various anomalies in the admission process this year. Historically, the SC/ST quota never gets filled: however as a result of the agitation, for the first t1me, the vacant SC/ST seats have been carried over to the next year. JNUSU is committed to carrying forward the struggle to all possible arena and to remain vigilant against the administration's devious ploys and manipulations to scuttle OBC reservations .

A Consistent Resistance to Communal Fascism .

At the present juncture, when at the national level, the Congress-created Amarnath fiasco and the RSS, BJP, ABVP and other communal forces have been trying to create an embedded communal commonsense, JNUSU has mobilized students and speak out against such pervasive communal logic, against the communalization of culture, and against the witch-hunting and branding of minorities. .

Presently, in JNU, the ABVP, which has shown no commitment to any student issues whatsoever, has survived on a vicious campaign to undermine and tear apart the fabric of this campus by engaging in hate politics, assaulting and victimizing members of the minority community and in assaulting the democratic freedom and mtegrity of the university. Blatantly communal and venomous posters and pamphlets have been issued by the ABVP in JNU with the intention of undermining the democratic and tolerant spirit of the campus community. All this is being done with the full .

approval of their mentors in the administration who systematically shield and abet these habitual hate and violence mongers. After protracted struggle though the Prof. Shankar Basu Committee named the culprits, the indulgent administration refused to punish the ABVP offenders of Presidential Debate violence. The enquiry into violence by ABVP in the Chandtrabhaga Hostel Nite case is still on. At such a juncture, JNUSU is committed to continuing a robust ideological struggle and mobilization of the university to isolate these merchants of hate Within the student community as well as their protectors in the visibly biased administration .. .

Against corporatization of the campus .

During the past year too, JNUSU and the JNU studentmovement has once again taken forward struggles for students' rights, women's freedom, social justice and democracy. .

-JNUSU: Carrying Forward the Mandate for Social Inclusion, Democratization, Against.

For the JNUSU, the past one year has been one of struggles to defend and expand the democratic ethos of JNU. Since March.

Towards Sucial Justice and Inclusion .

In JNU, several struggles have been fought for social inclusion: to restore deprivation points for women and for students fromdeprived backgrounds and backward areas, for recognision of madarsa certificates, for increasing merit-cum-means fellowshipsand against the faulty cut-off criterion for OBC students. This legacy of struggle was carried forward during the past year too: .

Towards reducing weightage of viva marks: The student community is aware that since March 2012, JNUSU has beenengaged in a protracted struggle to reduce the weightage of viva voce in the JNU admission process. Following theinitiatives of the previous JNUSU, this issue was t<:~ken up for the first time in JNU's history of more than 40 years and as aresult of JNUSU's struggles, a committee to analyse trends in JNU's viva voce marks was set up. The findings of thecommittee very clearly nailed the discriminatory trends in viva IJoce, and these findings were submitted to the Academic<;_Q!Jncil d~its meeting on 30 October 2012. It is highly unfortunate that theAC chose to underplay the SVStemiccrimination revealed by the viva committee's findings, and in fact tried to sideline and ignore this comm!ttee by setting.

After the Academic Council, the JNUSU decided to explore various other means, including political and legal struggles. tocarry this demand forward. In this regard, JNUSU representatives also contacted well-known lawyers who have fought andWOn cases related tO SOCial justice -including the case against the wrong cut-off criteria for OBC students which wasscuttling the proper implementation of OBC reservations. However, the reluctance as well as inconsistent and non-committal communication with the lawyer by the JNUSU President (who heads the JNUSU) constrained JNUSU as an.

institution to move ahead in this strategic legal case. Given the all-round opposition to reduction in viva weightage andentrenched vested interests. this struggle requires a firm ideol;;,gica\ commitment of the entire JNUSU as an Institution andthe capacity to engage in the legal case with consistency and coherence. .

JNUSU has become a defunct body, which is totally alienated from the student c~mcerns. Instead of sttiJggle for students' demands and its implementation, what the campus has been Wltnessmg is the Betray21 of students' movement, rumour mongering, and mudslinging against NSUI from the left parties in Union. It is imperative to understand that this is nothing but an attempt to hide their failures .

On the other hand, Some of the important and concrete achievements of NSUI are Increasing MCM &om 1500 to 2000, Starting Metro feeder Buses in JNU, initiating Wi-Fi facility in JNU campus, a fully functional SBI branch, bringing out second admission lists, single window and online admission process, new ambulance for the health centre, increase of UGC Non-NET scholarship, Maulana Azad and Rajiv Gandhi Scholarship and Most importandy Getting funds for construction for new Hostels. All these demands were met only because of the strong persistence of JNU students. However. there are many issues and demands for which our stroggle is on-going. A proactive placement cell, Hostel accommodation for all JNU Students, increasing the MCM till 3000, Extension of fellowships till completion of research work, Extension of Wi-Fi facilities to Hostels, 24x7 functional library, Medical Insurance for students, better facilities in hostels etc. are just a few of the many issues that require immediate attention.N UI is committed to fight for these demands in the interest of the students. For these demands to be materialized, we need to have a strong leadership in JNUSU. We are concerned about national and international issues, but we bclie,re that merely talking about them or issuing sr.arements will not change the larger politics.
