:, This year is going to be a crucial one in the history of JNU student movement. The enormous challenges also present lots of opportunities for us. However, any delay in initiating the sustained movement on the pertinent issues like democratic preparation of XI plan, enhanced MCM for BAIMA .
along with sincere implementation of all the scholarships for research scholars, issues related to GSCASH and EOO, recognition to Alimiyat-Fazilat certificates for admission to BA 1st year as well as transparency in admission process and ensuring election to A.C./BoS etc will result in serious setback to the progressive student movement on the campus. At the same time, JNUSU has to carry forward the historic struggle for implementation of 27% OBC reservation along with 54% seat increase. The recent interim court verdict needs to be fought tooth and nail on all the fronts and JNUSU, as in the past, should provide leadership to all the democratic-progressive sections of student community. .
However, a section of JNUSU leadership belonging to ultra-left is continuously undermining the gravity of all these issues and indulging in anti-left politics only to strengthen the hands of the administration and the rightist forces in the campus. While we welcome the decision to call for the JNUSU Council Meeting tonight, the JNUSU General Secretary must answer why only one Council Meeting has been called so far since the month of November (even that meeting was called after the JNUSU Gen Secy was given a written requisition for doing so by the SF/ A/SF office bearers and councillors). The JNUSU Constitution clearly states that the JNUSU Gen Secy. has the responsibility of calling JNUSU Council Meetings which he has conveniently abdicated to suit the sectarian political gimmicks of his organisation. While the JNUSU constitution says that there should be at least one .
council meeting every month, JNUSU General Secretary consistently avoided calling for the Council Meetings. The JNUSU Gen Secy and his organization owe an explanation to the student community as to what took them so long for doing this. As result of such ad-hocism and utterly non-serious attitude of JNUSU General Secretary regarding council functioning, the JNUSU could not submit its Charter of Demands to the administration even after 5 months of incumbent JNUSU. Also a situation has arisen where the JNUSU is functioning without School convenors, Sub Committee Conveners .
and even without representative to the GSCASH. It has resulted not only in the crippling of the .
JNUSU functioning but also affected the functioning of GSCASH in this entire semester. In the only council meeting which was held after suspension of 10 students, the general secretary of JNUSU refused to add the agenda of election of these conveners moved by the SFI AISF councilors in the proceedings of the council meeting. .
The question of delay in holding the election of tied councilors in SSS and SIS also needs to be addressed immediately. When a consensus was arrived at about the modalities in the month of February itself among all organizations and political formulations this delay is completely uncalled for. We demand that these elections are held immediately to facilitate smooth functioning of the JNUSU .
council. .
These acts leave the student community to wonder whether the AISA and its representatives in JNUSU have decided to use the JNUSU as a platform against the left forces in the country and in our campus and their primary task is to divide the student movement by attempting to mobilise the student community against the left rather than the JNU administration. It is a complete betrayal of the mandate by the AISA which the JNU student community had given to the JNUSU in the last elections. The student community must stay vigilant against such acts which would only weaken the student movement in crucial times like these. A strong signal must be sent to forces like the AISA that they would not be allowed to make the JNUSU into a gram panchayat of West Bengal tailored to their sectarian political interests. It is high time that we defeat such worst kind of opportunism and politics of convenience which has put the student issues at the backburner totally. .

The Academic Council Meeting of the university is scheduled to be held on lhe 1Qth April. In the agenda for A.C. meeting c irculated by administration, there is no menlion of many pertinent student demands. ln the most glaring manner. the scholarship scheme of Rs. 3000/~ and Rs. 5000/ -for the M.Phil and Ph.D students announced recently by the UGC to be implemented in the central universities finds no mention in the agenda. The JNUSU has been consistently raising this demand ever since the scheme was ~nnounced wilh 1he clear und8rstonding that schoi'Jrships ore essential for st.Jdents to carry forward their s.LJdies in the university without any financial constraints. JNUSU demands that the administration nos 1o \Nork out the modalities without further delay and implement this scheme at the earliest. In the similar fashion, JNU administration has not implemented the demands agreed upon last year after the~ccessful agitation by the JNUSU, particularly to increase the MCMs for BA/MA to Rs. 1500 per month as well as to raise the amount of Earn-While-You-Learn scheme from Rs. 30/ -to Rs. 50/ -per hour. This agreement has also not been adhered to by the administration and also not taken up as an agenda item in the AC meeting. This dilly-dally approach of the administratioh shows its insensitivity and is aimed at playing with .

It is also a matter of serious concern that the administration has kept the options open for implementing the 27% OBC reservation and 54% Seat Increase in a staggered manner. The JNUSU in strong terms opposes any attempts by the administration to dilute this progressive policy. In this context, JNUSU reiterates its position that the recent Supreme Court verdict staying the implementation of the 27% OBC reservation in the Central Institutes of Higher Learning is highly unfortunate. The verdict hinders the very legitimacy of low-making by the Parliament, which represents the aspirations of the popular will of ... the people in our (;ountry. The recent judgement at so stands in contrast with the very judgement by a 9 judge oench in 1 :t93, which uphold the implemen1.J+ion of 27% OBC reservation in employment. Adding to that, the current data available with many Slate governments has also ascertained the presence of people from the backward sections in education and employment in those States. The n1assive support to the spontaneous bandhs called in Tamil Nadu and Andhra Pradesh recently, along with the passing of unanimous resolutions by these State assemblies mandating the Central Government to carry forward this policy from the upcoming academic session i'ldicates the legitimate support the Parliament's legislation has among the large section of Indian population. The JNUSU urges upon the democratic-progressive sections of Indian polity and society to unitedly toke all the steps to ensure that Parliament's legislation gets implemented from the coming academic session. .
In the informal meeting of JNUSU Office-Bearers & Councilors on 1st April, it is agreed upon that the Election Committee Chairperson, 2006 should take charge of the Election procedure on 1oth April to conduct the re-election in SSS and SIS for the tied councilor's post. The Chairperson and other members of the Election Committee, 2006 are requested to attend the meeting with the JNUSU on toh April at 8.30 PM at JNUSU office. .

number of students from oppressed and backward communities. The admission process in DU invariably spills over into the teaching period. Introduction of the semester system means that students will have to face exams within a few weeks of admissions. The result will be that students from weaker backgrounds will be eliminated even before they have a chance to learn the ropes. .
Teachers have observed that the course content in the Science courses has in fact been truncated to fit the semester format, sacrificing inter-disciplinarity and compromising on core areas. This will mean that such courses, pruned of quality and content to fit the semester system, will leave students ill-equipped and under-qualified. .
World Bank Pulling the Strings... .
The worst aspect of the official response to the teachers struggle against semester system has been the crackdown on democracy and the elimination of teachers role in decision-making. Teachers have expressed legitimate concerns and questions about the fate of students from deprived backgrounds; about ill-thought out revisions of course content to fit semesters; and about unviable evaluation systems and the resulting impact on the University system. Why are these legitimate concerns and questions being bulldozed? Why are teachers being branded as truants who have no concern for students welfare and academic standards? Why has every decision-making structure of the University been bypassed so as to deny teachers any democratic space for dissent or questioning? Finally, why has the High Court been approached to settle a debate over the functioning of the University, and why has the HC set a dangerous precedent by outlawing teachers right to protest? .
It would be wrong to see this concerted crackdown on democratic decision-making and teachers voices as unconnected to the larger political project of privatisation of which the semester system in DU is part and parcel. A closer look reveals that this crackdown, this contempt for teachers elected representation and collective opinion, is not the whim of a particular VCs regime it is scripted by the World Bank with the blessings of the current Prime Minister himself! .
A Report of a World Bank Task Force on Higher Education in Developing Countries, February 2000, of which the present PM Manmohan Singh was a member, expressed its discomfort with elected leaders in academic decision-making, recommending instead that appointed leaders would be more open to neoliberal reforms in the following words: .
Election of academic leaders is common in many universities across the world, although it often results in weak leadership and a consequent prejudice in favor of the status quo. Appointed leaders, meanwhile, are less likely to allow their programs to be stalled by lack of consensus and are better placed to make unpopular decisions when required.... On the whole, it is in favour of strengthening appointing powers within university administrations, in order to allow strong leaders to emerge. .
The attitude of the political rulers towards the role of teachers unions can be gauged from these words of Planning Commission Vice Chairman Montek Singh Ahluwalia (who along with Manmohan Singh are architects of liberalisation-privatisation-globalisation in India): Unionisation in higher education personnel is a major impediment... -(Planning Commission Vice Chairman Montek Singh Ahluwalia, Walk the Talk, Indian Express, December 4, 2006) .
Nor are Congress-led Governments alone in toeing the World Bank line. In April 2000, a few months after the World Bank Task Force Report on higher education was released, the Birla-Ambani Committee appointed by then Prime Minister from the BJP, Atal Bihari Vajpayee, submitted their Report on Policy Framework for Reforms in Higher Education. The Birla Ambani report echoed the World Banks .

Steps for Academic Rejuvenation: JNUSU organised school-level brainstorming sessions with students and faculty, towards a broad academic rejuvenation in JNU. Before the BoS meetings, these brainstorming sessions created a platform where common students (not just elected representatives) and faculty members could discuss serious academic issues in a transparent, non-hierarchical, democratic manner. A broad consensus was built on various issues like the need to introduce new courses, reasons for high drop-out rates, and the need to democratise the classroom atmosphere. As a result, when JNUSU Councillors brought up these issues in the BoS meetings, they were supported by large number of faculty members, who saw merit in the students arguments and demands. As a consequence, several new courses are in the process of being introduced. .

Vigilance in the Admission process: As a result of JNUSUs timely interventions, the JNU administration released second lists this year, in order to fulfill reservations and the intake mandated by JNUs Academic Council. .

Fighting Administrative High-handedness: JNUSU also repeatedly intervened and protested against the authoritarian behavior of various hostel wardens in Yamuna, Koyna and Shipra and in a united struggle with the residents of Yamuna forced the removal of the Yamuna hostel warden. .

Ensuring workers rights: From 2006 onwards, the JNUSU has been consistently fighting for workers rights in the campus. During this tenure too, time and again JNUSU had to intervene to ensure a variety of demands. 16 safai karamcharis working with Garima were terminated by the administration; JNUSU immediately intervened and ensured that all of them were taken back. Moreover, JNUSU had to repeatedly intervene to ensure that arrears due to workers (from salary increments announced in April 2011 and November 2011) were paid to them. Contractors had been dilly-dallying these payments for months together, and JNUSU finally managed to ensure workers arrears only a couple of months back. JNUSU has also raised the issue of legally mandated ESI/PF payments for all workers employed in JNU. .

For Better Infrastructure And Facilities.. .
Improved library facilities: The JNUSU has been taking several initiatives to improve the JNU library and make it student friendly. Since the last four years there have been many urgent pending issues like purchasing of books, transparency and accountability in the purchase of books, improving infrastructure, upgrading and expanding the Helen Keller unit and the cyber library. The student community will remember that during the tenure of the previous Librarian the library witnessed saw huge pilferage and misuse of funds for the purchase of books which were neither recommended by the students nor the teachers. .
Keeping in mind these issues the JNUSU had organized an Open House on 18th April, 2012. At the open house organised by JNUSU to discuss problems regarding the library, students directly raised several issues which were noted by the librarian, and this became a platform to articulate and build pressure for our demands. Following JNUSUs interventions, some of the issues on which the library has already started work are as follows: .

Purchase of Books: Due to the huge pilferage and misuse of funds in the purchasing of books the library had virtually stopped purchasing books for the last three years. One of the major demands of the JNUSU regarding the library has been the purchasing of books. The LAC has approved the purchasing of almost 3700 new books worth 1.4 Crores. Some School/Centres had recommended very few books to be purchased by the library, JNUSU actively pursued concerned authorities in various Schools/Centres to ensure that all required books are recommended by them. .

Renovation of Library: The library didnt spend the funds allocated to it for renovation under the 11th Plan. It has now been decided that this money amounting to 72 lakhs will be used immediately for the renovations. JNUSU demanded that special care should be given to expand student facilities and make the library PH/VH student friendly. .

Renovation of Dholpur House: The tender for the purchase of new tables and chairs for Dholpur House reading room are in process. .

Acquiring Digital Resources and Digitization: The library has procured e-books published by Cambridge University Press (CUP). The library is going to access the digital databases of various institutions in the days to come through which students are going to be able to access the digital resources in terms of e-books and journals. The JNU library has started the process of digitizing Phd Theses after the completion of which Mphil. Dissertations will be digitized. This had been a major demand of the student community, especially the Visually Challenged students. .

The library is going to procure EZ proxy software through which students can access the resources of JNU library even when they are outside JNU. .

Integration of Catalogue of Central with various School/Centre Libraries: The cataloguing, as well as integrating the catalogues of the various School/Centre libraries with the catalogue of the Central Library is in process. Cataloguing and the integration of the libraries of some of the centres have been completed. .
