Defeat Endless Ploys Of JNU Administration To Scuttle OBC And PH Reservations and Fulfilment of Intake! Rally With JNUSU For Social Justice Against The Elitist Administration! .

JNU admissions 2008 are at a critical stage. This year, when the OBC reseNations and the concomitant seat increase .

is being implemented for the first time in JNU, extra sensitivity and caution was required on part of the administration to .

implement the mandate. However. the JNU adminis~ration, reflecting its typical elitist bias and laxity in attitude, has shown .

utter irresponsibility time and again to live up t~-the task. JNUSU had to inteNene at several stages to confront the .

administration's wrongdoings and ensure correct admission procedures. .

Visible Reluctance to implement OBC reservation rules properly , .

To begin with. the cut off marks for OBC a~d General students-was kept as the same in clear violation of the rules. JNUSU confronted the administration on this blatant violaUon and it was only after this, that the viva cut-off for the OBC students was relaxed and a second list was brought ou_t. .

But once again, when the final list was released, ir:t many centres not a single OBC student had been admitted. Clearly, the elitist administration used spurious criterion to deny students admission. JNUSU has stated time and again that legally mandated relaxation has to be provided in eligibility to OBC students and spurious arguments about merit cannot be used. .

Fulfilling the mandatory Quota for PH students .

In the case of reseNation for PH students too, the administration has been using all manner of legal and mathematical subterfuges that do not stand the scrutiny of either law or logic. However, JNUSU confronted the administration at every stage. and demolished erroneous logic. The JNU Administration was forced to accept its error with regard to PH reservation and a new Jist for 31 PH students was brought out. As a result, the total number of PH students went up to 46. But shockingly, the 3% quota of 56 seats is yet to be fulfilled. .

Release of Additional Lists to Fulfil the Capacity in M.A. Urdu and B.A. .

Although admissions in the B.A. were on the basis of a one-shot offer list, the intake has not been fulfilled and there is a defic1t of 28 students. When the capacity exists, it will be incorrect to keep it unfilled and prevent eligible students from availing the academic opportunities of JNU. JNUSU demands that the university immediately announce additional lists so that the intake in BA programmes in each centre is duly filled. .

It is most unfortunate that no waiting list has been brought out for the Urdu MA admissions in 2008.As a consequence .

of what appears to be a premeditated and extremely calculated evaluation, presently the given intake stands unfulfilled. JNUSU demands that the centre take are-look at its evaluation norms and adopt an appropriate procedure to bring out fresh lists. The JNU Administration will have to ensure additional lists and evolve suitable norms so that the undue problem is solved and CIL Urdu M.A. seats are duly filled .

The JNU administration has to be taken to task for all these discrepancies that are persisting even now. It is most unfortunate that when the JNUSU is engaged in an uphill battle with the administration towards the correct implementation of reseNation and concomitant seat increase towards a correct implementation of the 2006 OBC ReseNation Act, and other persistent anomalies mentioned above, a particular organisation with its councillors is trying to vilify JNUSU by peddling .

spurious logic and a false bogey of an imag1ned seat-cut. During the two Council meetings, as well as in open debate through pamphlets, they could not stand their ground either in terms of logic or numbers to prove their spurious claims on "seat-cut." Subsequently, they have been indulging in continuous change of positions (at times stating "offer", and later stating "joined" as the base for seat increase and reservation), thereby displaying total lack of seriousness and caution towards this crucial Act on social justice. Such politically motivated moves, in total unconcern for the legal requirements of the Act, can put an important issue like OBC reservations in jeopardy on the very first occasion of its implementation. It is therefore urgent that botn in the interest of the collective strength of .

JNUSU, and the correct implementation of OBC reseNations, that these motivated moves and spurious campaigns be squarely resisted. .

JNUSU had repeatedly inteNened in the admissions process, held protest demonstrations and corrected several wrongdoings. But since some of the glaring anomalies regarding correct fulfilment of OBC quota, fulfilment of all the seats of PH students, fulfilment of all the seats in BA and Urdu MA are yet to be resolved, it was decided at the Council meeting last night that JNUSU would intensify its agitation. JNUSU is starting an INDEFINITE HUNGER STRIKE preceded by a PROTEST MARCH from Ganga Dhaba at 9.30 pm tonight (9 August). We appeal to the student community to participate in today's protest march in large numbers and in the indefinite hunger strike that is starting tonight so that ell the administrative ploys to scuttle the socially sensitive character ofJNU are defeated. .

:, This year is going to be a crucial one in the history of JNU student movement. The enormous challenges also present lots of opportunities for us. However, any delay in initiating the sustained movement on the pertinent issues like democratic preparation of XI plan, enhanced MCM for BAIMA .

along with sincere implementation of all the scholarships for research scholars, issues related to GSCASH and EOO, recognition to Alimiyat-Fazilat certificates for admission to BA 1st year as well as transparency in admission process and ensuring election to A.C./BoS etc will result in serious setback to the progressive student movement on the campus. At the same time, JNUSU has to carry forward the historic struggle for implementation of 27% OBC reservation along with 54% seat increase. The recent interim court verdict needs to be fought tooth and nail on all the fronts and JNUSU, as in the past, should provide leadership to all the democratic-progressive sections of student community. .

However, a section of JNUSU leadership belonging to ultra-left is continuously undermining the gravity of all these issues and indulging in anti-left politics only to strengthen the hands of the administration and the rightist forces in the campus. While we welcome the decision to call for the JNUSU Council Meeting tonight, the JNUSU General Secretary must answer why only one Council Meeting has been called so far since the month of November (even that meeting was called after the JNUSU Gen Secy was given a written requisition for doing so by the SF/ A/SF office bearers and councillors). The JNUSU Constitution clearly states that the JNUSU Gen Secy. has the responsibility of calling JNUSU Council Meetings which he has conveniently abdicated to suit the sectarian political gimmicks of his organisation. While the JNUSU constitution says that there should be at least one .

council meeting every month, JNUSU General Secretary consistently avoided calling for the Council Meetings. The JNUSU Gen Secy and his organization owe an explanation to the student community as to what took them so long for doing this. As result of such ad-hocism and utterly non-serious attitude of JNUSU General Secretary regarding council functioning, the JNUSU could not submit its Charter of Demands to the administration even after 5 months of incumbent JNUSU. Also a situation has arisen where the JNUSU is functioning without School convenors, Sub Committee Conveners .

and even without representative to the GSCASH. It has resulted not only in the crippling of the .

JNUSU functioning but also affected the functioning of GSCASH in this entire semester. In the only council meeting which was held after suspension of 10 students, the general secretary of JNUSU refused to add the agenda of election of these conveners moved by the SFI AISF councilors in the proceedings of the council meeting. .

The question of delay in holding the election of tied councilors in SSS and SIS also needs to be addressed immediately. When a consensus was arrived at about the modalities in the month of February itself among all organizations and political formulations this delay is completely uncalled for. We demand that these elections are held immediately to facilitate smooth functioning of the JNUSU .

These acts leave the student community to wonder whether the AISA and its representatives in JNUSU have decided to use the JNUSU as a platform against the left forces in the country and in our campus and their primary task is to divide the student movement by attempting to mobilise the student community against the left rather than the JNU administration. It is a complete betrayal of the mandate by the AISA which the JNU student community had given to the JNUSU in the last elections. The student community must stay vigilant against such acts which would only weaken the student movement in crucial times like these. A strong signal must be sent to forces like the AISA that they would not be allowed to make the JNUSU into a gram panchayat of West Bengal tailored to their sectarian political interests. It is high time that we defeat such worst kind of opportunism and politics of convenience which has put the student issues at the backburner totally. .

After widespread anger against this, BJP had to \vithdraw that particular campaign CD. The Academic Council Meeting of the university is scheduled to be held on lhe 1Qth April. In the agenda for A.C. meeting c irculated by administration, there is no menlion of many pertinent student demands. ln the most glaring manner. the scholarship scheme of Rs. 3000/~ and Rs. 5000/ -for the M.Phil and Ph.D students announced recently by the UGC to be implemented in the central universities finds no mention in the agenda. The JNUSU has been consistently raising this demand ever since the scheme was ~nnounced wilh 1he clear und8rstonding that schoi'Jrships ore essential for st.Jdents to carry forward their s.LJdies in the university without any financial constraints. JNUSU demands that the administration nos 1o \Nork out the modalities without further delay and implement this scheme at the earliest. In the similar fashion, JNU administration has not implemented the demands agreed upon last year after the~ccessful agitation by the JNUSU, particularly to increase the MCMs for BA/MA to Rs. 1500 per month as well as to raise the amount of Earn-While-You-Learn scheme from Rs. 30/ -to Rs. 50/ -per hour. This agreement has also not been adhered to by the administration and also not taken up as an agenda item in the AC meeting. This dilly-dally approach of the administratioh shows its insensitivity and is aimed at playing with .

It is also a matter of serious concern that the administration has kept the options open for implementing the 27% OBC reservation and 54% Seat Increase in a staggered manner. The JNUSU in strong terms opposes any attempts by the administration to dilute this progressive policy. In this context, JNUSU reiterates its position that the recent Supreme Court verdict staying the implementation of the 27% OBC reservation in the Central Institutes of Higher Learning is highly unfortunate. The verdict hinders the very legitimacy of low-making by the Parliament, which represents the aspirations of the popular will of ... the people in our (;ountry. The recent judgement at so stands in contrast with the very judgement by a 9 judge oench in 1 :t93, which uphold the implemen1.J+ion of 27% OBC reservation in employment. Adding to that, the current data available with many Slate governments has also ascertained the presence of people from the backward sections in education and employment in those States. The n1assive support to the spontaneous bandhs called in Tamil Nadu and Andhra Pradesh recently, along with the passing of unanimous resolutions by these State assemblies mandating the Central Government to carry forward this policy from the upcoming academic session i'ldicates the legitimate support the Parliament's legislation has among the large section of Indian population. The JNUSU urges upon the democratic-progressive sections of Indian polity and society to unitedly toke all the steps to ensure that Parliament's legislation gets implemented from the coming academic session. .

In the informal meeting of JNUSU Office-Bearers & Councilors on 1st April, it is agreed upon that the Election Committee Chairperson, 2006 should take charge of the Election procedure on 1oth April to conduct the re-election in SSS and SIS for the tied councilor's post. The Chairperson and other members of the Election Committee, 2006 are requested to attend the meeting with the JNUSU on toh April at 8.30 PM at JNUSU office. .
