Cuatro Torres Business Area (CTBA) es un parque empresarial junto al Paseo de la Castellana, en Madrid (España), construido sobre los terrenos de la antigua Ciudad Deportiva del Real Madrid. Conocido inicialmente como Madrid Arena, el consorcio de propietarios de las cuatro torres decidió adoptar una nueva imagen corporativa para el conjunto y cambió el nombre a Cuatro Torres Business Area.

El parque empresarial consta de cuatro rascacielos que son los edificios más altos de Madrid y de España. Los cuatro edificios son la Torre Foster (Llamada también Torre Bankia y Torre Cepsa), la Torre PwC, la Torre de Cristal y la Torre Espacio. La Torre Foster es la más alta de Madrid y España con 250 metros de altura. La construcción de estos cuatro edificios comenzó en el año 2004. La Torre Espacio se terminó a finales de 2007, la Torre de Cristal a principios de 2008, la Torre Foster a mediados de 2008 y la Torre PwC a finales de 2009. Todos albergan oficinas, aunque la Torre PwC alberga también un hotel y en la parte más alta de la Torre de Cristal hay un jardín. Cada edificio tiene varios pisos subterráneos de aparcamientos y, también bajo tierra, accesos por carretera al parque empresarial.

Junto a las cuatro torres y dentro del recinto del parque empresarial se ubicará el Centro Internacional de Convenciones de Madrid, un edificio de congresos con 70.000 m² de superficie y un auditorio principal con capacidad para 3.500 personas. El diseño de este inmueble ha sido asignado a Emilio Tuñón y a Luis Moreno Mansilla tras el fallo final del jurado del concurso celebrado el 26 de abril de 2007.

I think this pre-facelift 19 had been parked here for quite a while unfortunately. Again, nice to see the old style French plates. I didn't get a rear shot because I was being watched by a group of people further up the road, but there was a nice period F plate (country identifier) in the shape of France and in the colours of the French flag.

I remember seeing those a lot on French cars during trips to France in the late 80's, early 90's, but not so much now.

The NATO Maritime Command-led Dynamic Mariner/Flotex-19 (DYMR/FL19) is an exercise that tests NATO’s Response Force Maritime Component and enhances the flexibility and interoperability amongst allied nations. Il y a 17 ans, environ 800 000 Rwandais ont trouvé la mort durant un génocide.

"Le génocide au Rwanda est un génocide qui eut lieu du 6 avril au 4 juillet 1994 au Rwanda, un pays d'Afrique de l'Est. Il fut commis dans le cadre d'une guerre civile opposant le gouvernement rwandais, constitué de Hutu (voir Hutu Power), au Front patriotique rwandais (FPR), accusé par les autorités d'être essentiellement « tutsi ». Le 1er octobre 1990, des Rwandais exilés et regroupés au sein du FPR décidèrent de revenir au pays à partir de l'Ouganda, et de prendre le pouvoir par les armes. En réponse, les autorités rwandaises menèrent une double stratégie[réf. nécessaire] : se défendre avec l'armée contre l'agression militaire du FPR et « liquider » tous les Tutsi de l'intérieur du Rwanda. Les autorités rwandaises perdirent la guerre civile au profit du FPR mais atteignirent par contre leur objectif génocidaire contre les Tutsi.

L'ONU estime que quelque 800 000 Rwandais, en majorité Tutsi, ont trouvé la mort durant ces trois mois. Ceux qui parmi les Hutu se sont montrés solidaires des Tutsi ont été tués comme traîtres à la cause hutu. D'une durée de cent jours, ce fut le génocide le plus rapide de l'histoire et celui de plus grande ampleur en termes de nombre de morts par jour."

Les casques bleus étaient impuissants face au massacres. Beaucoup d'éléments ont malheureusement ralenti l'effort de paix, ce qui a amené le génocide le plus rapide de l'histoire.

"Il apparait que plusieurs États, en général à travers l'ONU, dont la France, particulièrement impliquée au Rwanda, ne semblent pas avoir su ou voulu adapter leurs actions en distinguant bien les massacres génocidaires de la guerre civile. Les États-Unis, marqués par le fiasco somalien récent, et l'ensemble du Conseil de sécurité des Nations unies refusèrent de qualifier à temps les massacres de génocide, ce qui empêcha de faire jouer la Convention pour la prévention et la répression du crime de génocide qui obligeait les États signataires à intervenir. Pendant toute la durée du génocide, le général Roméo Dallaire est tenu par le DOMP, service du maintien de la Paix de l'ONU, de ne pas laisser la MINUAR intervenir par les armes pour empêcher les massacres et de tenter d'obtenir un cessez-le-feu entre le FPR et les FAR et un arrêt des massacres. Il avait déjà tenté, sans succès, d'obtenir des Nations unies l'autorisation de procéder à la saisie des caches d'armes en janvier 1994. Devant cette inaction de l'ONU, le général Dallaire n'avait aucune marge de manœuvre pour tenter de protéger le peuple rwandais."

Le métier de casque bleu au Rwanda a dû être quelque chose d'horrible. Sentez toute l'impuissance des troupes face à la mort de milliers de gens autour d'eux.

Je dénonce ici l'inaction de l'ONU, ou plus particulièrement le fait que bien des pays ont tardé à agir. Peut-être n'y avait-il pas assez de pétrole au Rwanda pour motiver une intervention ?

UN soldiers were powerless, massacres happened daily. Sadly, many factors slowed the peace effort, which led to the fastest genocide in history.

"The United Nations Assistance Mission for Rwanda (UNAMIR) was hampered from the outset by resistance from numerous UN Security Council members, who were reluctant to have the UN become involved. This applied both to the Arusha Accords process and to preventing or suppressing the genocide. Only Belgium had asked for a strong UNAMIR mandate. After the murder of ten Belgian peacekeepers protecting the Prime Minister in early April and the failure of the Security Council to act, Belgium pulled out of the peacekeeping mission.

In 2000, the UN explicitly declared its reaction to Rwanda a "failure". Then Secretary General Kofi Annan said of the event "The international community failed Rwanda and that must leave us always with a sense of bitter regret."."

Being a UN soldier in Rwanda must have been the worst job ever. Feel all that helplessness, they were not able to do anything about the death of thousands around them.

I here denounce the lack of action from the UN, especially the fact that many countries took a long time to intervene. Maybe there were not enough oil in Rwanda to motivate an intervention ?
