With the BJP-Ied government at the Centre and M.M. Joshi as the HRD-Minister, the progressive, secular,democratic, scientific and rational content of our higher education system is increasingly coming underattack. A lot of dubious moves are being made by the HRD Ministry and the UGC which seek to destroy thecredibility and social relevance of university education in India. The recent X Plan Profile prepared by theUGC is another step in this direction which exposes the academic bankruptcy and ignorance of those whoare at the helm of affairs. This document is guided only by the principles of privatization, commercialization.

It is extremely unfortunate that the JNU Administration has chosen to capitulate before this onslaught.Rather than questioning the dubious formulations of UGC's X Plan Profile and defending the academiccredibility of JNU, the Vice-chancellor and few others in the JNU Administration have gone out of the way tocompromise the academic integrity and progressive character of our university. The X Plan Proposal ofJNU was prepared hurriedly during winter vacations and submitted to the UGC without any meaningful.

discussion in any academic fora of the university. Tllis arbitrary, undemocratic attitude and the deiiberateadhocism shown by our Vice-chancellor, who has finished his term as JNU VC in November, has put thefuture of our university under grave threat. .

The X Plan Proposal of JNU contains arbitrary recommendations for autonomous Centres like Centre forthe Study of Human Consciousness, (already rejected by the Academic Council), Centre of Cultural Policyand Development Studies, History of Science, Technology and Medicine etc. which contain in its ambit.

The entirepolitical spectrum of the student community is united in the rejection of this X Plan Proposal. All theseissues were discussed yesterday in the University General Body Meeting of Students and the followingresolution was passed unanimously: .

"The UGBM categorically rejects the X Plan Proposal in toto and refuses to accept it as a valid orrepresentative plan of the university. It has been made in total defiance of the existing rules anddemocratic procedures of JNU and reflects nothing but a compromise made by vested interests.

"This house strongly condemns the arson and violence on the Sabarmati Express at Godhra in Gujratwhich led to the death of 57 passengers. It is absolutely essential that peace be maintained and steps.
