To ensure that happens, President Bush today signed a directive creating the Homeland Security Advisory System. This system is the foundation for building an effective communications structure. Government officials characterize levels of vigilance, preparedness and readiness in a series of graduated threat conditions. Threat Condition Green represents the lowest level of preparedness while Red the most severe. These threat conditions would help federal, state and local government officials, law enforcement agents and citizens decide what action they could take to help counter and respond to terrorist activity. As I was shooting in this area, I ended up having a conversation with a former serviceman who served at Fort Point. He must have been in his 60s or 70s. He told me this area had been closed since 2001, and when I threw away some trash that was flying by on the ground, he said a camera took pictures every time someone placed something in the bin for security. It's a shame we don't have as much access to SF's most recognizable structure.

 

The most interesting thing he told me was about the time a few years ago when two people went around the fence to the restricted area. Within minutes, the area was surrounded by federal police. After the two were arrested, the cops ran background checks and found they had multiple drug felonies. Why were they sneaking into this restricted area? "It was a meth-for-sex trade," the former serviceman said. They were minutes away from the secluded trees of the Presidio and they decide to sneak into one of the most guarded areas in San Francisco. Genius.
