23rd March was the martyrdom day of Rajguru-Sukhdev-Bhagat Singh and Avtar Singh Pash. And on 31st March former JNUSU President Comrade Chandrashekhar was killed on the streets of Siwan. During this week, we reiterate our commitment to carry forward the radical legacy of Bhagat Singh, Pash, Chandrashekhar and other revolutionaries. This struggle has become all the more critical in the backdrop of the recent exposuresUPA's shameful capitulations to US imperialism and World Bank-IMF dictated economic policies. Interestingly, the SFI chose to commemorate Bhagat Singhs Martyrdom by vandalising the large artistic posters put up in the Academic Complex, marking an unprecedented culture of vandalism in JNU. Such tampering with posters in the middle of the semester has never happened in the history of JNU. The Issues At Stake .

While there is an attempt to portray the problem as a battle for poster space between two organisations (SFI and AISA), this is NOT the issue AT ALL. There have been several years when AISA did not get sufficient space in the Academic Complex to put up posters, and yet AISA did not complain. The issue is: How can posters be defaced when we are just half way through the winter semester? SFIs actions set a dangerous precedent, wherein posters can be defaced in March, February or even earlier. Why should the campus community have to bear with defaced posters and visual hazards for half a semester? This is the central issue at stake, which SFI is mischievously trying to hide by projecting it as a partisan battle between AISA and SFI. .

SFI is now complaining that AISA has been monopolising spaces for years. If so, why did SFI never raise the issue at any democratic decision-making platform for all these years? What stopped them from bringing out a single poster or pamphlet on the issue? Clearly, neither SFI nor any other organisation felt that there was any problem. The bogey of AISA monopolising spaces undemocratically has been manufactured post March 23rd 2011 in order to justify their high-handedness in defacing the large posters in the middle of the semester. .

Also at stake is our collective ability to resolve issues through a democratic process. Since March 23rd, various organisations have been trying to resolve this issue through appeals and democratic dialogue. It is all the more shameful that SFI, after unilaterally deciding to break the long-established norms in JNU, is boycotting all forms of dialogue so as to scuttle a solution. .

Undermining Our Democratic and Collective Decision-Making Bodies An all-organisation meeting was called on March 23rd to discuss the issue. SFI (along with NSUI) chose to boycott the meeting. Not just this, knowing fully well that the matter is going to be discussed democratically in an AO meeting, they continued tampering with the posters despite repeated appeals from various organisations. The March 23rd AO meeting tried to address genuine democratic concerns, and it was decided that in future dummy posters would be put up only on or after May 5th. Also, no organisation would monopolise all the available spaces. It is therefore most unfortunate that SFI has refused to heed the decisions taken democratically at the March 23rd AO meeting. .

Next day (March 24th) SFI called for another AO meeting at 9 pm. While most other organisations turned up on time, SFI itself did not come till 10.40 pm for a meeting whose time and venue had been chosen by them! By this time representatives of most organisations .

2007: A Time to Reclaim Our Country, Our History, Our Freedom, Our Rights .

The year 2007 marks the 150th anniversary of Indias First War of Independence. It is also the centenary year of Bhagat Singhs birth, and the fortieth anniversary of the Naxalbari rebellion. The Central Committee of the CPI(ML) has called for celebrating the confluence of these three great anniversaries with a countrywide Our Country, Our History Our Freedom, Our Rights campaign. A big Inquilab rally has been planned in Delhi on 23 March, the day Bhagat Singh and his comrades Sukhdev and Rajguru embraced martyrdom seventy-six years ago with the clarion call Inquilab Zindabad! Samrajyavad Murdabad! (Long Live Revolution! Down with Imperialism!). The campaign will be aimed at rekindling this spirit of history in the midst of the ongoing popular struggles of the present and for this purpose the campaign will highlight a ten-point peoples charter comprising the key demands of these struggles. Why is it important for us to celebrate this history? The current Indian ruling elite is afraid of, and at any rate uncomfortable with, this history and this is why they want us to forget this history or know it only in a distorted and mutilated manner. So celebrating this history is not just remembering the past but waging a struggle against the present-day rulers who have a different historical inheritance and who want our history to remain subordinated to their history. British colonialists had dubbed 1857 as a case of sepoy mutiny when fanatic Indian soldiers driven by blind religious passion and hatred had attacked their European officers and other British civilians. They would like us to believe that the mutineers had no sense of what they were doing and were just a bunch of killers who had to be and were brought under control by the superior military and civilisational might of British colonialism. Western historians today are also tempted to see 1857 as a case of Islamic jehad against Christianity and Western civilisation. The official Indian history today does recognise 1857 as the First War of Indias Independence, but it does its best to try and suppress the distinguishing features the militant anti-colonial spirit, the popular participation and the emerging national character that made the war of 1857 so greatly remarkable. The insurrection of 1857 had certainly been initiated by the soldiers from the barracks of Bengal, but in no time it had spread not only among armed regiments across the country but most importantly among peasants, small traders and other sections of the Indian people. It was not a revolt of a few disgruntled kings and feudal rulers rather many kings and feudal rulers collaborated with the British and helped them put down the rebellion. It was not an attempt to restore Muslim rule in India, much less was it an Islamic jehad against Christianity. The majority of the soldiers and the peasants and traders backing them up were Hindus and it was they who got an old and reluctant Bahadur Shah Zafar, the last Mughal ruler, to provide a symbolic leadership to the revolt. And the revolt was characterised by its conscious and concrete expressions of unity between the two communities with the rebels defining themselves as Hindus and Muslims of Hindustan. In fact, an integral aspect of the new strategy of control forged by the colonialists in response to 1857 was the deliberate fomenting of communal hostilities. The revolt did not succeed in its goal of overthrowing the British rulers, the mutineers obviously did not have the kind of organisation and preparation needed for that kind of victory, and the objective conditions too were not ripe enough. But the fact that they succeeded in holding on for nearly two years in different parts of the country clearly .

When contacted, their leaders informed us that they were watching the cricket match between India and Australia and hence did not come for the meeting!!! Such blatant and shameful disregard for JNU's own democratic, collective decision-making bodies is highly condemnable. It is dangerous for JNU's democratic ethos: Will the JNU student community allow bodies like AO meetings to be jeopardised by the arrogance and callousness of some organisations? Was it really impossible for SFI to send just one member to attend the AO meeting of March 23rd? Why did they remain absent from the AO meeting of March 24th which they themselves had called? Left with absolutely no answers to these uncomfortable questions, and when their patent reluctance to discuss and resolve the issue democratically has been exposed, SFI has predictably chosen to spread blatant misinformation. According to the SFI, they have done nothing new by vandalising the large posters in the middle of the semester. If SFI were to be believed, AISA monopolised all the spaces for posters in the Academic Complex last year by putting up dummy posters in the first week of April 2010. To begin with, SFI and the student community is well aware that this is a blatant lie. Last year, dummy posters were NOT put up in the first week of April 2010; rather they were put up towards the fag end of the semester. Secondly, dummy posters were put up on the very same day by three organisations (AISA, ABVP and DSU). Neither SFI, nor any other organisation raised any objection, and in fact on .

Bhagat Singh, in a sense, was a continuation and development of the great tradition of 1857, our first War of Independence its tradition of uncompromising battle against imperialism and its domestic allies; its recognition of the potential of the peasantry; its grounding in a rich tradition of composite culture. 2007 marks the 150 th anniversary of 1857, too. Let us resolve, on the occasion of this historic confluence, to carry forward the heroic legacy of 1857 and Bhagat Singh to its fulfilment. .

Fiftieth year is to pass since we became independent. Casting a glance over our surroundings, we find a putrefying scene around. Particularly, the all-round degeneration of the Congress party, that claims to have led the country in the freedom struggle, raises some basic questions. During the freedom struggle, revolutionaries had raised their fingers at the ideology and working methods of Gandhi and Congress. They even had apprehensions that independence might prove to be mere transfer of power from white sahibs to coloured ones. Today, that apprehension has come true. The most resolute representative of this revolutionary stream was Bhagat Singh, whose ideals and ideology have become quite relevant in the present phase. In 1825, at the age of 18, Bhagat Singh became the General Secretary of Naujawan Bharat Sabha, formed in Lahore in 1925 and on March 23, 1931 , after spending two years in prison, was hanged to death along with his comrades-in-arms Rajguru and Sukhdev. At the time of his martyrdom, he was only 23 years old. Fees Hike At No Cost! MHRD and Their Cronies On Campus Get Lost! .

AISA congratulates the student community for the massive participation in JNUSU's call for a protest march to the MHRD against the latest MHRD circular dated Sep 12 -a circular which is essentially a blueprint for converting university spaces into exclusive enclaves of the rich and the privileged. In the midst of tremendous academic pressure, students boycotted not just their classes but also their exams in protest against the World Bank-IMF dictated agenda of fee hikes, levying of user charges for basic facilities and withdrawal of hostel subsidies. The large student mobilisation at the protest march was a fitting rebuff to all those forces in this campus who have been working overtime to try to diffuse the mass anger against such assaults on the basic idea of an inclusive university which will always keep its doors open to students from all social and economic backgrounds. .

This campus has seen an intense mobilisation against the MHRD circular over the past two weeks. Worried by the massive and spirited mobilisation of students for JNUSU's Fees Hike Roko Juloos, the YFE and NSUI were finally goaded into breaking their silence on the MHRD circular. On the eve of the protest march to the MHRD, NSUI, sensing that there would be an unprecedented mobilisation of students from JNU, Jamia and DU against the polices of their masters in the UPA, predictably came up with a laughable attempt to diffuse the mobilisation and confuse the student community. According to the NSUI, the rector has "assured" them that the MHRD circular will never be implemented in JNU, given the socially-inclusive character of the university. The NSUI then goes on to piously inform the student community that they are against such "anti-student" and "anti-education" policies prescribed by the MHRD. We would like to inform the NSUI: it is their own masters in the UPA government who are implementing these anti-poor, anti-student policies in the name of "austerity"! The student community, unfortunately for the NSUI, does not suffer from selective amnesia. We are well aware that the NSUI is the student wing of the Congress, and that the main work of the NSUI is to try and generate support for the Congress's neo-liberal regime which is wrecking havoc on millions of workers, tribals and students all over the country. .

The NSUI, true to its job of playing the agent of the UPA in the campus, also claims that the MHRD circular is a routine affair, and the proposals are "advisory" rather than a directive. We would like to inform the NSUI, that much as they would like to hide the real nature of the MHRD circular, the recommendations are there for everyone to see. Let us take another look at the following line of the MHRD circular: .

It is reiterated once again that these economy instructions are mandatory in nature and no relaxation would be possible (page 3 of the MHRD circular) .

Is the NSUI seriously trying to tell us that words like "mandatory" and "no relaxation is possible" are merely "advisory"? Will NSUI kindly explain why their own UPA, whose trumpet they are so fond of blowing in this campus, is prone to sending such "anti-student", anti-education" advisories on a regular basis? .

Will the NSUI care to clarify: if they indeed think that the MHRD circular is anti-student, then are they ready to ask their godfathers in the MHRD to immediately take back the Sep 12 circular? .

At any rate, their own beloved Yuvaraj stated in JNU that 20% of a university's expenditure should come from students. Will the NSUI care to clarify their stand on this? If they are indeed in favour of students funding 20% of the university's expenses, will they explain how this can be achieved WITHOUT these "anti-student", "anti-education" policies mentioned in the MHRD circular? .

The NSUI, after holding forth for a long paragraph in its pamphlet on how the JNU administration is "corrupt", "Stalinist" and prone to unnecessary expenditure at the cost of basic needs of the JNU community, suddenly develops a touching confidence in the administration's integrity in the very next paragraph. For the NSUI therefore, a mere "reassurance" from the Rector that the administration is not planning to implement the MHRD circular's recommendation is sufficient to set their minds at rest. We would like to inform the NSUI, that JNU's student community understands your politics of playing the loyal agent of the JNU administration and the UPA, and will never fall for your attempts to derail a movement for basic student rights. .

If the NSUI predictably tried to sabotage the mobilisation for the protest march to the MHRD, the YFE also predictably brought out the only kind of pamphlet they are capable of: viciously casteist, anti-poor, and anti-student. True to their hierarchical brahminical ideology, the YFE has insulted even the legacy of Comrades Bhagat Singh, Rajguru, Sukhdev, Ashfaqullah, and Chandershekhar Azad by deliberately using the surnames of these .

The issue of the price hike of eatables in the canteens and dhabas in our campus has been a point of concern for the student community. In this regard, we believe that there is no justification whatsoever for such a sudden increase in prices and demand that all such proposals of price hike be reverted at the earliest. It was because of the strong objec1ion raised by the CDC Convenor in the last CDC Meeting that the Administration was forced ta include this issue as an agenda itemfor the next meeting. We demand that the JNUSU must unequivocally oppose the proposal for price hike and mobilise students to pressurize the Administration to withdraw the anti-student proposat. .

However, it is most shameful that the JNUSU President was a part of this anti·student proposal as she did not oppose the proposal in the CDC Meeting held on rt' February. where the proposal for price hike was unanimously passed. Moreover, the JNUSU President in the most clandestine manner hid this anti·student proposal from the student community for over a mont~ Instead of mobilising students against the Administration's anti-student design the JNUSU President in a unsigned notice pubUshed on 16th March, did not even oppose the proposal of price hike and only raised the issue of hygiene. It was only after the other office bearers and the CDC Convenor dissociated themselves from the antf·student position of the JNUSU President that she,was forced to come out with a notice opposing the proposal. But the fact remains that It was because of her approval in the CDC Meeting that thts antf.. student propgsal was passed. The JNUSU President and her organisation AISA owe an explanation to the stu~nt commiJnity for such complicity with the Administration. .

While the AJSA continues to remain silent regarding its role on the issue of price hil<e, the NSUI has again s1arted to tndulge in its politics of gimmick. Today was another example of such a gimmick when the NSUJ had given a call for a protest Demonstration demanding verification of students' concession forms at the JNU reservation counter, while the demand has already been agreed upon and the process will start in the JNU reservation centre from the coming summer vacations. We would urge upon the NSUI not to take the student community for granted and indulge in mere sensationalism. We would appeal to the student community to isolate the opportunist politics of the AISA and NSUI and unite under the JNUSU banner for better students' facilities. .
