I've seen this type of garment called a "pullover shrug" and a "micro-shrug".

It's done and I love it!
Pattern: Bubble pullover from Knitting Nature by Norah Gaughan.
Yarn: Novita Nalle, two strands.
Needles: 3.5 mm for ribbing, 4 mm for pentagons, 4.5 mm for sleeves.
Modifications: Did the sleeves in the round up to the armholes.
Weight: 598 g

What do you call the warm woolly garment you wear in winter over a shirt?

My poor Flip Video had trouble dealing with this because of the way my indoors bike is set up, my back to the window.
The ticking noise is telling me I'm out of breath, that I would have known without it.
Joan McGowan-Michael (White Lies Designs) Finished size 50" I used Joan's mercerized cotton yarn. I made the sleeves wider than the pattern.
I knit on the this like crazy the second this pattern came out- which basically means I worked on it exclusively- funny how much faster the pattern is completed when that is done! ;P
Simple double stranded raglan pullover I worked in the round in basic stock. st w/ ribbing stacked at midriff - It was a chunky knit done on size 11 & 15 circs - this one I didn't take any notes for...it was a much needed free-minded knit. It's a softy!

This is the beginings of the bubble pullover by Norah Gaughan... very cool pattern and really fun to knit so far! I have the body done now, just need the sleeves and the ribbing.
Fallow Field Pullover (cowl neck sweatshirt) layered with a maxi dress from the Gap. I am getting the dress hemmed. This shirt is great for travel since it layers well and is warm.
This is the Sweetheart Pullover found in Knitting For Baby by Melanie Falick and Kristin Nichols. I dyed the yarn. It was an ugly dirty blush color. I used Brown Sheep's Waverly Wool. I know it's intended for needlepoint, but it was LOVELY to knit with - so squishy - and it creates a wonderfully dense fabric.
Finished it!!
Took too much time...
The original pattern of the face is by Katarina Brieditis, and I added the i-code stitches for the hair, and finished it as a pullover for my doggie.
Modular crochet uses rectangular squares to construct the garment. The book by Judy Copeland, "Modular Crochet" is out of print but you can borrow it from a public library.
A year and a half later, this pattern is DONE! Details here.
Hedge Fence is knitted in the round, with sleeve caps worked flat and sewn in. All 12 sizes (31" - 55") are individually charted, although the pattern text includes several pages on how to modify the garment to fit your body.
