This is the Medallion Pullover by Gayle Bunn from the Spring/Summer 2008 Vogue Knitting. This project was fraught with disasters, which you can read about here:
A made to measure bottom up pullover with a cabled neck detail inspired by the Tangled Yoke Cardigan. Knit in about 1100 yards of Briar Rose Legend, purchased at Rhinebeck 2008, on US 4s, 5s and 6s.
This top-down pullover is worked no sewing, including the zipper installation. Grove features Dream in Color Classy (a squishy worsted merino) in Tokyo Creme. It's accented with handmade leather patches on both shoulders and elbows. The kid-version preceded it, so now you can make it for your man no matter how little or big.

Hedge Fence is knitted in the round, with sleeve caps worked flat and sewn in. All 12 sizes (31" - 55") are individually charted, although the pattern text includes several pages on how to modify the garment to fit your body.

and I have knitted a pullover for him.
Used furyarn around the neck.

I've seen this type of garment called a "pullover shrug" and a "micro-shrug".
