Autoridades del Gobierno de Guatemala, junto con miembros de la cooperación bilateral de Suecia, representantes de agencias del Sistema de las Naciones Unidas y autoridades locales lanzaron el Programa Conjunto “Fortalecimiento de la institucionalidad local y nacional para mejorar el desarrollo rural integral del Altiplano Marquense – FIDAM-” en San Marcos, Guatemala.
El Programa plantea fortalecer la institucionalidad para una gobernanza eficaz, democrática y participativa, que permita accionar de manera articulada, para reducir la pobreza multidimensional, la desigualdad de género, elevar las capacidades para el desarrollo económico sostenible, la gestión de los recursos naturales, de riesgos, la adaptación al cambio climático y la conservación de la biodiversidad. Espera contribuir a mejorar el bienestar de las familias que habitan en 50 comunidades del Altiplano Marquense mediante los siguientes objetivos:
Promover la gobernanza en los territorios para ampliar las oportunidades y acceso de las personas a los servicios básicos (salud, educación, agua y saneamiento), seguridad alimentaria, uso racional de los recursos y servicios ecosistémicos y la adaptación al cambio climático, que les garantice condiciones para una vida digna.
Impulsar el desarrollo económico inclusivo, con énfasis en las mujeres y las juventudes, mediante la ampliación de oportunidades y competencias, el acceso a mercados, el aumento de la productividad y la competitividad de las principales cadenas de valor de productos agrícolas y no agrícolas, integrando la gestión sostenible de los recursos naturales, la gestión del riesgo y la adaptación al cambio climático.
El Programa tendrá una duración de cinco años y se implementará en 50 comunidades de 10 municipios (Tacaná, Sibinal, San José Ojetenam, Concepción Tutuapa, San Miguel Ixtahuacán, Sipacapa, Tejutla, Comitancillo, Ixchiguán y Tajumulco) de San Marcos, donde se ha trabajado colaborativamente desde el 2006, y contará con un financiamiento de más de 8 millones de dólares, gracias al generoso apoyo financiero del Gobierno de Suecia.
Estos municipios presentan diversos desafíos y oportunidades para el desarrollo digno e inclusivo de sus habitantes; por ello, el Programa Conjunto será implementado con el líderazgo por la Secretaría de Planificación y Programación de la Presidencia de la República de Guatemala (SEGEPLAN), el Ministerio de Agricultura y Ganadería y Alimentación (MAGA) y el Ministerio de Salud Pública y Asistencia Social (MSPAS), con el apoyo dl la Organización de las Naciones Unidas para la Alimentación y la Agricultura (FAO), la Organización Panamericana de la Salud/Organización Mundial de la Salud (OPS/OMS), el Programa de las Naciones Unidas para el Desarrollo (PNUD), y el Fondo de las Naciones Unidas para la Infancia (UNICEF).
Al respecto, Franco Martínez, Sub Secretario de la SEGEPLAN, destacó que esta Secretaría “como órgano de Planificación del Estado, acompaña en diversos procesos a la institucionalidad pública para la consolidación del Sistema Nacional de Planificación, una de las metas de la Política General de Gobierno 2020-2024. Este programa conjunto permitirá el fortalecimiento y orientación de la gestión pública en el territorio, alineada a la planificación para el desarrollo y su vinculación con las Prioridades Nacionales de Desarrollo.”
La presente reunión es relevante, porque únicamente bajo el enfoque de la coordinación entre autoridades del poder central, poder local, integrantes del Sistema de Consejos de Desarrollo y socios de cooperación, será posible concretar un Altiplano Marquense empoderado e inclusivo, agregó SEGEPLAN.
Ana María Díaz, Representante Residente del PNUD en Guatemala, comentó que “apoyamos al Gobierno de Guatemala con este Programa desde 2,006, cuando la tormenta Stan azotó el país. Desde entonces, hemos implementado acciones en San Marcos con la participación activa de más de 4,350 familias mejorando su calidad de vida, promoviendo el desarrollo integral comunitario, apoyando la presencia del Estado a nivel local y mejorando la conexión de la política pública nacional con la local. Estos programas se plantean desde un enfoque integral, accionando de manera articulada para reducir la pobreza multidimensional en los 10 municipios del Altiplano Marquense”.
Por su parte, Mathias Kruger, Jefe de Cooperación, Embajada de Suecia en Guatemala, declaró: “Suecia ha acompañado al Pueblo Marquense desde la emergencia que representó la Tormenta Stan en 2005. El apoyo de Suecia se ha mantenido en el tiempo para colaborar con el pueblo Marquense, autoridades ancestrales, gobiernos municipales, instituciones sectoriales y sociedad civil para fortalecer la resiliencia y promover el desarrollo inclusivo del Altiplano Marquense. El apoyo del gobierno de Suecia tiene por objeto mejorar las condiciones de vida de las personas que viven en la pobreza”.

Orientação Técnica – Programa Superação Jovem – Escola de Tempo Integral
Formação Continuada dos professores do Componente Leitura e Produção de texto
Através da parceria do Instituto Ayrton Senna com a SEE/SP, a Assistente Técnica do Instituto, a Professora Rose Moreira realizou no município de Iguape a formação dos Professores Coordenadores Pedagógicos e Professores do componente curricular Leitura e Produção de texto das Escolas de Tempo Integral, a EE “José Muniz Teixeira e a EE “Sebastiana Muniz Paiva”.
O objetivo foi de conhecer os materiais (OPA e Caderno do Estudante) e se apropriar dos referenciais teóricos e metodológicos do Programa SuperAção de modo a auxiliar o planejamento e a mediação das aulas, compreendendo o significado da formação de alunos leitores e produtores de texto na perspectiva do multiletramento e do protagonismo juvenil.
A Orientação aconteceu no dia 31 de março na Sala de Leitura da EE “Coronel Jeremias Júnior”, acompanhada pela Supervisora de Ensino Selma Peniche e pelos PCNP Sérgio Lima (responsável pelo programa na DER Miracatu), Cleufas Costa (PCNP de LEM) e Paulo Zioli (PCNP de Matemática – Anos Finais do Ensino Fundamental)

Kids from Phelps Luck Elementary School in Columbia, MD and the Matnas Community Arts Center in Sapir, Israel participated in a year long literacy and cultural arts program. They wrote stories, illustrated them, and performed through an ancient Japanese storytelling technique called Kamishibai. On June 10, 2009 the two groups of kids shared and performed their stories over a live web chat.
