Louis XVII was age ten in June 1795 when he was rescued from the Paris Temple Prison and taken to England by the 'League of the Scarlet Pimpernel', a group of royalist rescuers with extensive contacts and associates.
The 'beggar boy' in this painting is rescued boy king Louis XVII.
According to Tate, this painting shows Mary and Francis, the children of Sir Francis Ford, a wealthy politician and Barbadian plantation owner, giving a coin to a distressed beggar boy. According to Tate, the scene was a generalised social comment by the artist, designed to show landowning families like the Fords in a benevolent light.

Inside Mary's generous hand there's a miniature picture of rescued ten tear old Louis XVII inside a Paris rescue basket, a costermonger's vegetable basket, such as the boy king hid inside while escaping revolutionary Paris in June 1795.
The silver coin in this view is a little bit the shape of a hot air balloon!

At the time, in the 1790s, the hot air balloons were a beloved new society fashion. We can still see how they feature on society fashion fans and house decorations. The shape of the coin and the fine paint beside it, might be a reference to the boy being a society child in reduced circumstances - to childhood tickets to hot air balloon shows! - or to fairground events generally perhaps. (I always kept my age ten pedalo tickets :-).
Perhaps, when sitting for the artist, the children envisaged Louis XVII escaping over the Paris Temple Prison wall in a hot air balloon!

From the museum label: André Gonçalves learned all about Roman classicism from his master, the Genoese artist Temine, and from his friend Vieira Lusitano. In his vast production of works, he repeated engraved compositions, which led to his artistic qualities being somewhat derided, although they are, in fact, quite considerable. His precise classical drawing and the use of bright and open colours were factors leading to the modernisation of Portuguese painting. This Annunciation, originating from the Monastery of São Vicente de Fora, resulted from a commission placed with him by Friar Gaspar da Encarnação (1685-1752), a leading figure in both the Church and the political arena in the reign of Dom João V. It was destined for a chapel in the cloister that he had created at the monastery. In a posthumous portrait now kept at the Biblioteca Nacional de Portugal, Friar Gaspar is depicted holding a model of this painting by André Gonçalves.
