Shaun Thurston is a Jacksonville native known

for creating inventive paintings, vibrant street

art and murals that celebrate the natural

world. His artwork has been included in

exhibitions at The Cummer Museum of Art &

Gardens, Art Basel in Miami and featured in

Project Atrium at MOCA Jacksonville with two

pieces in the permanent collection. His murals

appear locally throughout Jacksonville, some

have become considered Northeast Florida

landmarks characteristic to the region. In

2016, he completed a science-inspired mural

on the exterior wall of the Museum of Science

I love exploring the shipyard, which closed in 1996. It has an amazing number of structures dating from the 1950s to the present day. There are suprises around every corner.

Before Points West Living Wetaskiwin opened its doors in July 2018, General Manager Tamara Thomas was dreaming of music. A musician herself, Tamara knows well how music can resonate with people at any stage of life.

Tamara’s vision and research led her to apply for a grant from the federal government’s New Horizons Seniors Program to purchase the tools to build a music program for residents of PWL Wetaskiwin. Her application was accepted, and the community is now home to a baby grand piano, a stage, and a sound system.

We got slapped with four points of order on HB 8 that did not pan out today. One true point of order is enough to make you question an entire week of work until the ruling comes out. As a practice, all the committees triple and quadruple check their work to ensure that no real POOs come out. So, when we heard there were points of order called, everything stopped until we could determine if they were real or not. Three points of order are of the magnitude to cause you to question your whole reason for living if they are true. It turned out to be nothing in the end; and we can maintain our good record.

 

It's funny that suddenly, after the POOs were brought up, we got calls asking us what we did wrong before the ruling came out that it was nothing. We tease each other in the committee offices to relieve some of the monotony. There was even one staffer come down and ask to help us double check our work on his boss's bill to prevent a Point of Order, very funny. Suddenly, we were "pariahs" before the truth was determined. Stacey Nicchio, the Committee Coordinator, mentioned that the Committees used to put POO stickers on each others doors when one of the committees got a POO called on them. Because of the comaraderie in the committe offices, a little teasing can be expected. So, what is a point of order?

 

Let me first tell you how all the committees work to prevent them. The committees, in general, have everything under control. Every week, the committees meet with the Committee Coordinator's Office for a brown bag lunch. We go over and over different scenarios to come up with solutions to problems that might arise. We even have Chris Griesl stop by to give us kudos for a job well done or to point out potential problem areas. Our ultimate goal is to not make old mistakes. If we are to make a mistake, it is preferable that it be something that nobody has done before. In addition, committees are in constant contact with the coordinator's office and even the Parliamentarian's office if we have any questions or problems.

 

Our work is to get bills through to the floor. Our overriding objective, however, is to prevent points of order. It is much preferable to us to kill a bill with a possible point of order and start it over again than to put something out that will get shot down. We want bills to succeed or fail on their own merit, not because of a technicality.

 

Damian Duarte, the previous committee clerk for Criminal Jurisprudence, did not get any points of order that stuck his last session. He is very helpful to all the committees and is always around to coach us in best practices so that we can follow his footsteps. He set a high standard that all the committee clerks are doing our best to match. I'm not saying that all the committees are perfect, but we do go through a great deal of effort to ensure the quality of our work.

 

Having said that, a point of order can be anywhere from a gross error to a minor technicality. Given that we have been trained to spot big errors, the most likely type that could come out is something like misspelling somebody's name or punctuation. The reason to point POOs out is to ensure that bills become laws without any defects in their creation. A POO sounds bad, but it's really just a way for the House of Representatives to have some quality control. When a member calls one, the House stops deliberation until the issue is investigated.

 

All the committees know that their work is under intense scrutiny, so we are all being super diligent in proofing our work. When somebody calls one on the floor, committees have no way of knowing if it was simply a procedure to stall or a real error until the Parliamentarian makes a ruling.
