Pico House was built from 1869-70 and was considered the "finest hotel in Southern California" with "bathrooms and water closets for both sexes" on each floor.
Pio Pico, the last governor of Mexican California, sold his land in the San Fernando Valley to raise money for the construction of the Pico House, the city's first three story building and most elegant hotel. The hotel had 82 bedrooms. 21 parlours, two interior courtyards and a French restaurant on the ground floor. Poor Pico lost the hotel by foreclosure in 1880.
City Hall is in the background.
