El director (e) de Prosperidad Social, Pierre García Jacquier, resaltó este jueves los avances en la superación de la pobreza multidimensional, reportados para 2021, y recordó que la gestión de oferta, y los programas de empleabilidad y de vivienda e infraestructura social de la entidad inciden en este logro.
Estos programas mejoran las condiciones de acceso a servicios de salud, de educación, de protección de la infancia y la vivienda en la población en situación de pobreza. “Este avance grande que nos mostró el DANE, entre el martes –cuando presentó las cifras de pobreza monetaria– y hoy, evidencia que el esfuerzo gigante en inversión social, que estamos haciendo desde todas las entidades y ministerios del Gobierno, está dando resultados importantes para superar la crisis pandémica y para retomar la senda de superación de pobreza”, dijo García.
Explicó que existe una relación directa entre los ingresos y la pobreza multidimensional. Los hogares con bajos ingresos tienen mayores dificultades en el acceso a servicios educativos, salud, vivienda y empleo en condiciones dignas: “Superar la pobreza multidimensional impacta en los ingresos de los hogares. Por eso, desde Prosperidad Social le apostamos a la doble inclusión (social y productiva)”.
El pasado martes, en la presentación de las cifras de pobreza monetaria, el DANE y, luego, Prosperidad Social, subrayaron el papel de los cinco programas de transferencias monetarias en la mejoría de los ingresos de los hogares y en la incidencia de la pobreza monetaria y la pobreza extrema en general. García recordó este jueves que las transferencias monetarias de Prosperidad Social “son un factor protector de los hogares pobres, porque aumentan la asistencia escolar, el acceso a los servicios de salud y reducen el trabajo infantil”.
La pobreza multidimensional a nivel nacional cayó 2,1 puntos porcentuales, con respecto a 2020: pasó de 18,1 por ciento a 16 por ciento. Esta es la cifra más baja en 10 años. “En pobreza multidimensional ya estamos incluso en mejores condiciones que antes de la pandemia”, expresó.
El DANE mostró que las privaciones que jalonaron la reducción de la pobreza multidimensional en 2021 fueron la inasistencia escolar –el regreso a la normalidad de educación básica primaria y secundaria–, el bajo logro educativo –incremento de los años de escolaridad de la población mayor de 15 años–, y el rezago escolar –niños, niñas y adolescentes estudiando en el grado escolar que les corresponde–.
A propósito, y sobre el papel de los programas de Prosperidad Social, García recordó: “Las evaluaciones de impacto de Familias en Acción y Jóvenes en Acción han demostrado efectos positivos y significativos en el acceso y permanencia escolar de niños, niñas, adolescentes y jóvenes”.
Las cifras indican que 971.000 personas salieron de la pobreza multidimensional en el reciente año de medición. Es decir, que mejoraron las condiciones en acceso a la salud, a la educación, trabajo, y habitabilidad, no solo en las áreas urbanas del país, también en la ruralidad.
Los departamentos que más redujeron pobreza multidimensional en 2021 fueron Amazonas (13,3 %), Chocó (13 %), Vaupés (12,9 %) y Vichada (10,8 %). “Son los más pobres del país. Esto contribuye a la reducción de la desigualdad territorial. Desde 2018, han salido 1.097.000 personas de la pobreza multidimensional. Esto habla de la democratización de la inversión social del Gobierno durante este periodo del presidente Duque”, dijo García.

A large number of houses and granaries were deliberately burnt down; some animals were stolen and some killed. The team, composed of Human Rights Officers and a forensic team of United Nations Police (UNPOL), visited the settlements of Koulogon Peulh, Libe Peulh, and Minima Maoude, the last a village that was entirely burned down. They were escorted by Peacekeepers from the Bangladeshi Contingent serving with MINUSMA.

On 21 and 22 February, an Integrated Team serving with the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) travelled to the Mopti region in Mali to investigate recent armed attacks in the Bankass Cercle area, in which preliminary information indicated that at least 18 people were killed by shooting and burning. A large number of houses and granaries were deliberately burnt down as well and some animals were stolen or killed. The team, composed by Human Rights Officers and a forensic team of the United Nation Police (UNPOL), visited the settlements of Koulogon Peulh, Minima Maoude, a village that was entirely burn down, and Libe Peulh. MINUSMA troops are assisting the Malian government in its struggle against rebels that include a Tuareg movement (MNLA) and several Islamic armed groups, among them Al-Qaeda, in the north of Mali. Rebels have conducted a series of terror attacks to destabilize the current government in recent years. Fighting broke out in CAR when the mainly Muslim Seleka alliance seized power in a coup in March 2013. UN agencies estimate that 2 million people, almost half of the population, are in need of assistance. The Security Council voted on 10 April 2014 to send 12,000 peacekeepers to help return order to CAR.

Each one of you wishes to exercise her/his free will and experience happiness. These are attributes that were shown to us and to which we now have access. Your free will depends upon the knowledge you have of your own power. Your happiness depends upon the love that you give and receive.Like all conscious races at this stage of progress, you may feel isolated on your planet. This impression makes you sure of your destiny. Yet, you are at the brink of big upheavals of which only a minority is aware. 1. Who are we ?
Neither your scientists nor your religious representatives speak unanimously about the unexplained celestial events that mankind has witnessed for thousands of years. To know the truth, one must face it without the filter of one's beliefs, however respectable they may be. A growing number of anonymous researchers of yours are exploring new knowledge paths and are getting very close to reality. Today, your civilization is flooded with an ocean of information of which only a tiny part, the less upsetting one, is notably diffused. What in your history seemed ridiculous or improbable has often become possible, then realized, in particular in the last fifty years. Be aware that the future will be even more surprising. You will discover the worst as well as the best. Like billions of others in this galaxy, we are conscious creatures that some name "extra-terrestrials", even though reality is subtler.
There is no fundamental difference between you and us, save for the experience of certain stages of evolution. Like in any other organized structure, hierarchy exists in our internal relationships. Ours is based upon the wisdom of several races. It is with the approval of this hierarchy that we turn to you. Like most of you, we are in the quest of the Supreme Being. Therefore we are not gods or lesser gods but virtually your equals in the Cosmic Brotherhood.
Physically, we are somewhat different from you but for most of us humanoid-shaped. Our existence is a reality but the majority of you do not perceive it yet. We are not mere observations, we are consciences just like you. You fail to apprehend us because we remain invisible to your senses and measure instruments most of the time. We wish to fill this void at this moment in your history. We made this collective decision but this is not enough. We need yours. Through this message, you become the decision-makers ! You personally. We have no human representative on Earth who could guide your decision.
2.Why aren't we visible ?
At certain stages of evolution, cosmic "humanities" discover new forms of science beyond the apparent control of matter. Structured dematerialization and materialization are part of them. This is what your humanity has reached in a few laboratories in close collaboration with other "extra-terrestrial" creatures at the cost of hazardous compromises, that remain purposely hidden from you by some of your representatives. Apart from the aerial or spatial objects or phenomena known about by your scientific community, that you call 'UFOs, there are essentially multidimensional manufactured spaceships that apply these capacities. Many human beings have been in visual, auditory, tactile or psychic contact with such ships, some of which are under occult powers that "govern" you. The scarcity of your observations is due to the outstanding advantages provided by the dematerialised state of these ships.
By not witnessing them by yourself, you cannot believe in their existence. We fully understand this. The majority of these observations are made on an individual basis so as to touch the soul and not to modify any organised system. This is deliberate from the races that surround you but for very different reasons and results. For negative multidimensional beings that play a part in the exercise of power in the shadow of human oligarchy, discretion is motivated by their will to keep their existence and seizure unknown. For us, discretion is motivated by the respect of the human free will that people can exercise to manage their own affairs so that they can reach technical and spiritual maturity on their own. Humankind's entrance into the family of galactic civilisations is greatly expected.
We can appear in broad daylight and help you attain this union. We haven't done it so far, as too few of you have genuinely desired it, because of ignorance, indifference or fear, and because the emergency of the situation did not justify it. Many of those who study our appearances count the lights in the night without lighting the way. Often they think in terms of objects when it is all about conscious beings.
3. Who are you?
You are the offspring of many traditions that throughout time have been mutually enriched by each others' contributions. The same applies to the races at the surface of the Earth. Your goal is to unite in the respect of these roots to accomplish a common project. The appearance of your cultures seems to keep you separated because you substitute it to your deeper being. Shape is now more important than the essence of your subtle nature. For the powers in place, this prevalence of the shape constitutes the ramparts against any form of jeopardy.
You are being called on to overcome shape while still respecting it for its richness and beauty. Understanding the conscience of shape makes us love men in their diversity. Peace does not mean not making war, it consists in becoming what you are in reality: a same Fraternity. To understand this, the number of solutions within your reach are decreasing. One of them consists in contact with another race that would reflect the image of what you are in reality.
4. What is your situation ?
Except for rare occasions, our interventions always had very little incidence on your capacity to make collective and individual decisions about your own future. This is motivated by our knowledge of your deep psychological mechanisms. We reached the conclusion that freedom is built every day as a being becomes aware of himself and of his environment, getting progressively rid of constraints and inertias, whatever they may be. But should you wait for the last moment to find solutions ? Should you anticipate or undergo pain ? Your history has never ceased to be marked by encounters between peoples who had to discover one another in conditions that were often conflictual. Conquests almost always happened to the detriment of others. Earth has now become a village where everyone knows everyone else but still conflicts persist and threats of all kinds get worse in duration and intensity.
Although a Human being as an individual, yet having many potential capacities, cannot exercise them with dignity. This is the case for the biggest majority of you for reasons that are essentially geopolitical. There are several billion of you. The education of your children and your living conditions, as well as the conditions of numerous animals and much plant life are nevertheless under the thumb of a small number of your political, financial, military and religious representatives.
Your thoughts and beliefs are modelled after partisan interests to turn you into slaves while at the same time giving you the feeling that you are in total control of your destiny, which in essence is the reality. But there is a long way between a wish and a fact when the true rules of the game at hand are unknown. This time, you are not the conqueror. Biasing information is a millenary strategy for human beings. Inducting thoughts, emotions or organisms that do not belong to you via ad hoc technologies is an even older a strategy. Wonderful opportunities of progress stand close to big subdual and destruction threats. These dangers and opportunities exist now. However, you can only perceive what is being shown to you. The end of natural resources is programmed whereas no long-term collective project has been launched.
Ecosystem exhaustion mechanisms have exceeded irreversible limits. The scarcity of resources and their unfair distribution - resources which entry price will rise day after day - will bring about fratricide fights at a large scale, but also at the very heart of your cities and countrysides. Hatred grows bigger but so does love. That is what keeps you confident in your ability to find solutions. But the critical mass is insufficient and a sabotage work is cleverly being carried out. Human behaviours, formed from past habits and trainings, have such an inertia that this perspective leads you to a dead end. You entrust these problems to representatives, whose conscience of common well-being slowly fades away in front of corporatist interests, with those difficulties. They are always debating on the form but rarely on the content.
Just at the moment of action, delays will accumulate to the point when you have to submit rather than choose. This is the reason why, more than ever in your history, your decisions of today will directly and significantly impact your survival of tomorrow.
What event could radically modify this inertia that is typical of any civilization ? Where will a collective and unifying awareness c
ome from, that will stop this blind rushing ahead ? Tribes, populations and human nations have always encountered and interacted with one another. Faced with the threats weighing upon the human family, it is perhaps time that a greater interaction occurred. A great roller wave is on the verge of emerging. 5. Who are the "third party" ?
There are two ways to establish a cosmic contact with another civilization: via its standing representatives or directly with individuals without distinction. The first way entails fights of interests, the second way brings awareness.
The first way was chosen by a group of races motivated by keeping mankind in slavery, thereby controlling Earth resources, the gene pool and human emotional energy. The second way was chosen by a group of races allied with the cause of the Spirit of service. We have, at our end, subscribed to this disinterested cause and introduced ourselves a few years ago to representatives of the human power who refused our outstretched hand on the pretext of incompatible interests with their strategic vision.
That is why today individuals are to make this choice by themselves without any representative interfering. What we proposed in the past to those whom we believed were in a capacity to contribute to your happiness, we propose now to ... you!
Most of you ignore that non-human creatures took part in the exercise of those centralizing powers without them being neither suspected nor accessible to your senses. This is so true that they have almost very subtly taken control. They do not necessarily stand on your material plan, and that is precisely what could make them extremely efficient and frightening in the near future. That is precisely what those who manipulate you behind the scenes want to avoid at all cost because, by dividing, they reign! They also reign over those who govern you. Their strength comes from their capacity to distillate mistrust and fear into you. This considerably harms your very cosmic nature. This message would be of no interest if these manipulators' tutorate did not reach its peak and if their misleading and murderous plans did not materialize in a few years from now. Their deadlines are close and mankind will undergo unprecedented torments for the next ten cycles.
To defend yourselves against this aggression that bears no face, you need at least to have enough information that leads to the solution. As is also the case with humans, resistance exists amongst those dominant races. Here again, appearance will not be enough to tell the dominator from the ally. At your current state of psychism, it is extremely difficult for you to distinguish between them. In addition to your intuition, training will be necessary when the time has come. Being aware of the priceless value of free will, we are inviting you to an alternative.
6. What can we offer ?
We can offer you a more holistic vision of the universe and of life, constructive interactions, the experience of fair and fraternal relationships, liberating technical knowledge, eradication of suffering, controlled exercise of individual powers, the access to new forms of energy and, finally, a better comprehension of consciousness. We cannot help you overcome your individual and collective fears, or bring you laws that you would not have chosen, work on your own selves, individual and collective effort to build the world you desire, the spirit of quest to new skies.
7. What would we receive ?
Should you decide that such a contact takes place, we would rejoice over the safeguarding of fraternal equilibrium in this region of the universe, fruitful diplomatic exchanges, and the intense Joy of knowing that you are united to accomplish that which you are capable. The feeling of Joy is strongly sought in the universe for its energy is divine.

The truth of soul can be read by telepathy. You only need to clearly ask yourself this question and give your answer as clearly, on your own or in a group, as you wish. How could you know whether our arrival is the consequence of your collective choice ? How could you be certain that this is not yet another subtle maneuver of the "third party" to better enslave you ? Whatever, you are the sole judge in your own heart and soul ! Whatever your choice, it would be respectable and respected ! In the absence of human representatives who could potentially seduce into error you ignore everything about us as well as from those who manipulate you without your consent. In your situation, the precautionary principle that consists in not trying to discover us does no longer prevail. You are already in the Pandora's box that the "third party" has created around you. Más de 19 mil habitantes de los municipios de El Retén, Zona Bananera y Pivijay, se benefician con las obras de infraestructura entregadas por Prosperidad Social, en las que se incluyen pavimentación de vías y escenarios deportivos que mejoran la movilidad y reactivan la economía local, elevando el nivel de vida de estas poblaciones.
Las obras fueron entregadas por el director encargado de Prosperidad Social, Nemesio Roys Garzón, quien en compañía de los alcaldes municipales recorrió los proyectos. Magdalena se verá beneficiado este año con obras de infraestructura social adicionales por más de $46.000 millones, el presupuesto más alto ejecutado históricamente en este departamento por Prosperidad Social.
"En diciembre firmamos 17 convenios con 14 municipios, proyectos direccionados a esa infraestructura social que tanto necesitan las comunidades y que son indispensables para mejorar las carencias que tienen los hogares en componentes del Índice de Pobreza Multidimensional (IPM) como la vivienda, el acceso a educación, salud, empleo, niñez y juventud y contribuir así a reducir los niveles de vulnerabilidad de la población", explicó el director (e) Roys Garzón.
Obras entregadas
Más de 1.500 habitantes de Pivijay disfrutan de más de 7 kilómetros de vías pavimentadas, mejorando su movilidad. La obra pasa por la Casa de la Cultura y la Plaza de Los Gallos, brindando un acceso más rápido a importantes edificaciones pivijayeras como la iglesia, la alcaldía, el hospital, el mercado y dos instituciones educativas. Esta obra generó 30 empleos. Así mismo, se realizó un recorrido por las obras de pavimentación vial en los barrios La Pradera y El Carmen, que beneficiarán a más de 5 mil personas.
En el municipio de El Retén fueron entregados más de 2 kilómetros de pavimento en vías que mejoran el acceso al casco urbano, disminuyendo tiempos de recorrido, especialmente hacia el parque principal, la Iglesia y la Alcaldía, entre otras instituciones.
Con esta pavimentación, además, ya no se estancará el agua lluvia en la época de invierno, con lo que se evitará la proliferación de enfermedades de la piel y dengue, que afectaban directamente la calidad de vida de la población.
Así mismo el director encargado Roys Garzón entregó la pavimentación de la vía en el sector La Polvorita, con la cual se benefician los habitantes de la zona y en particular, 150 alumnos de la Institución Educativa San Juan Bautista.
Durante la realización de estas obras se generaron más de 140 empleos.
Más deporte en Zona Bananera
Los corregimiento Sevilla y Oriohueca en Zona Bananera recibieron dos canchas de fútbol que incluyeron instalación de grama natural, drenajes, graderías, demarcación, pórticos y cerramientos. Se benefician más de 3.600 habitantes, en especial, niños y jóvenes.
Durante la construcción de estos espacios se generaron 70 empleos.

Para alcanzar las metas de superación de la pobreza, en Prosperidad Social trabajamos en línea con el Índice de Pobreza Multidimensional, que evalúa cinco dimensiones clave: las condiciones educativas del hogar, la situación de la niñez y la juventud, la salud, el trabajo y el acceso a los servicios públicos domiciliarios y el estado de la vivienda. Estos aspectos identifican y califican el nivel de vida de los hogares con el fin de obtener el resultado de las carencias que una familia o persona puede tener en su vida.
Además de trabajar en línea con las 5 dimensiones del Índice de Pobreza Multidimensional, la gran clave está en hacerlo con transparencia, de tal forma que los ciudadanos puedan involucrarse, y para hacerlo posible, Prosperidad Social ha puesto en sus manos diferentes herramientas por las que pueden verificar el destino que se le da a los recursos que se invierten en los diferentes programas. / Feb. 17, 2017. Durante la rendición de cuentas del Sector de la Inclusión Social y la Reconciliación, Tatyana Orozco directora de Prosperidad Social, anunció que las entidades que hacen parte de este sector, en 2016 invertirán en el Departamento de Chocó $181 mil millones.
Orozco afirmó que la continuidad en la reducción en las cifras de pobreza así como en la reparación a las víctimas del conflicto armado, la atención a la primera infancia y el permanente registro de los signos que ha dejado la violencia en Colombia, son los principales logros del Sector durante 2015.
Prosperidad Social, cabeza del sector, ejecutó programas y proyectos orientados a su objetivo mayor de la superación de la pobreza, trabajo gracias al cual 171.000 colombianos salieron de esta condición, mientras que 700.000 superaron la pobreza multidimensional.
2.559.954 hogares fueron beneficiados con los incentivos de salud y educación entregados por el programa Más Familias en Acción; mientras que 250.945 jóvenes se matricularon en "Jóvenes en Acción", de los cuales 94.246 culminaron sus estudios.
Las intervenciones de Prosperidad Social no sólo han llegado a los individuos y a las familias sino también a las comunidades. Se adelantaron 342 proyectos de infraestructura social con una inversión de $638 mil millones representados en vías urbanas y rurales, salones comunitarios y polideportivos.
Con el propósito de impulsar la generación de ingresos de la población, Prosperidad Social capacitó a las personas, en alianzas con el sector privado, para el desarrollo de diversas labores conducentes a su inserción en el mercado laboral, además de apoyar con capital semilla más de 7 mil emprendimientos colectivos en todo el país.
En 190 municipios colombianos, 86.724 familias consumen lo que siembran en sus patios gracias a la Red de Seguridad Alimentaria (ReSA). Por otra parte, 3.780 familias de 123 comunidades indígenas de la Alta Guajira cuentan con atención especial por parte de ReSA.
La Agencia Nacional para la Superación de la Pobreza Extrema (ANSPE), convertida ahora en Subdirección General para la Superación de la Pobreza de Prosperidad Social, acompañó con los cogestores de la Red Unidos a 1.007.532 familias, ayudando a 105.000 personas a superar la pobreza extrema. Entre 2011 y 2015, más de 360.000 hogares superaron esta condición. Así mismo ANSPE hizo un pilotaje de acompañamiento étnico a cinco territorios indígenas, lo que permitió que en 2016 se haya ampliado el número de territorios acompañados.
ANSPE estuvo acompañando a 194 mil hogares en su postulación a las 100.000 viviendas gratuitas del Gobierno Nacional. Con los beneficiarios de este programa trabajo en la construcción de planes comunitarios teniendo 19 ya consolidados.
Gracias a la gestión de oferta institucional de ANSPE, más de 4 millones de personas cuentan con documento de identificación; cerca de 1.5 millones de niños, niñas y jóvenes entre 5 y 17 años están estudiando; más de 4 millones de personas están afiliadas al régimen subsidiado de salud y 852.000 menores de 10 años están en programas de crecimiento y desarrollo.
ICBF
Cerca de 2 millones de niños y niñas menores de 5 años fueron atendidos durante el 2015 a través de las diferentes estrategias dirigidas a la Primera Infancia que lidera el Instituto Colombiano de Bienestar Familiar, 120 mil fueron beneficiarios de programas de Protección y 490 mil con acciones de apoyo nutricional.
Dentro los principales logros estratégicos del ICBF se destacó que gracias a la estrategia del Gobierno Nacional 'De Cero a Siempre', 1.1 millones de niños y niñas menores de 5 años fueron atendidos con esquemas de atención integral, 795 mil niños y niñas menores de 5 años se beneficiaron gracias a los Hogares Comunitarios de Bienestar. También cabe destacar los 20 mil agentes educativos formados en atención integral, 70 unidades de servicios con implementación de salas de lectura, 63 mil visitas de supervisión a las modalidades de Primera Infancia y los 77 Centros de Desarrollo Infantil entregados para operación.
En materia de protección, se enfatizó en la atención de 68.628 niños, niñas y adolescentes víctimas de desplazamiento forzado, acogidos a través de las 105 Unidades Móviles; 646 niños, niñas y adolescentes desvinculados; 476 huérfanos por causa del conflicto y a 139 niños, niñas y adolescentes víctimas de minas antipersona y artefactos explosivos. Gracias al proceso de adopción, se restableció el derecho a tener una familia a 1.082 niños, niñas y adolescentes, un 53% de ellos con características y necesidades especiales. Igualmente, 80 niños, niñas y adolescentes viajaron en el marco de la estrategia vacaciones en el extranjero y 38 con carta de intención. Igualmente, 12.266 adolescentes fueron atendidos el año pasado en el marco del Sistema Responsabilidad Penal para Adolescentes.
En materia de Nutrición, el ICBF brindó apoyo a 89.790 beneficiarios a través de la Estrategia de Recuperación Nutricional; 52.996 niños y niñas menores de 2 años con desnutrición y 19.534 mujeres gestantes y lactantes con bajo peso fueron beneficiarios de recuperación con énfasis en los primeros 1.000 días y 328.000 fueron beneficiarios del programa DIA. De otra parte, se destacó la atención a 35 mil familias beneficiadas del programa "Familias Afectivas", 37 mil familias atendidas con el programa "Territorios Étnicos con Bienestar", 1.340 familias en comunidades rurales y 1.028 familias en Innovación para la atención de familias y comunidades y 2.880 familias con el programa "UNAFAS".
En el marco de la atención a la población de niñez y adolescencia se remarcó la estrategia Generaciones con Bienestar donde se beneficiaron 200 mil niños y jóvenes, mientras que a través de la estrategia Prevención del Embarazo Adolescente, 3 mil niños, niñas y adolescentes estuvieron en proceso de formación, se adelantaron 115 acciones comunitarias, 934 agentes educativos fueron formados y 297 menores de edad de 18 municipios recibieron capacitación en participación significativa para la prevención del embarazo en la adolescencia. Por último, cabe destacar que con la iniciativa de Escuela de padres, madres, docentes y cuidadores, se atendieron 6.000 niños, niñas y adolescentes y fueron formados 1.500 padres, madres y cuidadores formados.
Unidad para las Víctimas
La Unidad para las Víctimas también entregó su balance de gestión durante 2015, año en el que fueron indemnizadas 106.001 personas llegando a un acumulado de 588.400 víctimas de la violencia que han recibido indemnización por diferentes hechos. En este último año la Unidad implementó la medición de superación de situación de vulnerabilidad, determinando que 33.946 víctimas superaron esa situación.
En 2015 se avanzó en la ruta de reparación colectiva con 303 sujetos de esta modalidad, de los cuales, 137 son comunidades no étnicas, 8 organizaciones de mujeres, 5 casos de incidencia nacional y 153 son comunidades étnicas, tres de los cuales ya concluyeron el proceso con la protocolización del Plan de Reparación Colectiva: Comunidad de Guacoche, Comunidad de Kitek Kiwe y el pueblo Rrom, de acuerdo con sus referentes culturales, ancestrales y comunitarios.
De igual manera se implementó la ruta de reparación integral específica con las mujeres víctimas de violencia sexual, en la cual participaron 1.118 mujeres generando espacios de confianza y empoderamiento para su incidencia en instancias de toma de decisión.
En cuanto a atención humanitaria, la Unidad de Víctimas acompañó el retorno y reubicación de 24.440 hogares y con atendió sicosocialmente a 34.091 víctimas en todo el país. Así mismo realizó el acompañamiento de 427 procesos de entrega de restos de víctimas de desaparición forzada.
Consolidación Territorial
Desde la Unidad Administrativa para la Consolidación Territorial, actualmente Dirección de Gestión Territorial de Prosperidad Social, en 2015 se invirtieron $137.000 millones en zonas afectadas por el conflicto y los cultivos ilícitos, de los cuales $67 mil millones se destinaron para apoyar a 8.740 familias que decidieron abandonar los cultivos de coca en 210 veredas de 40 municipios del país; así como para el fortalecimiento de 49 organizaciones de productores.
Con el propósito de lograr territorios libres de cultivos ilícitos y promover una cultura de la legalidad con miras hacia la construcción de la paz, se lograron erradicar 5.254 hectáreas de ilícitos a través de la estrategia de erradicación manual forzosa desarrollada por los Grupos Móviles de Erradicación – GME con un aporte de $49 mil millones.
Mediante el Programa de Respuesta Rápida que busca generar confianza entre las comunidades y el Estado, llevando soluciones a las necesidades apremiantes y priorizadas por las comunidades; se ejecutaron 115 proyectos con una inversión de $16 mil millones en obras de pequeña y mediana infraestructura, asistencia comunitaria y generación de ingresos, que se llevaron a 409 veredas de 61 municipios del país, e igualmente se fortalecieron 168 organizaciones sociales entre ellas, juntas de acción comunal, asociaciones de productores, resguardos indígenas, mujeres y juntas de hogares juveniles.
A través de la gestión interinstitucional de Consolidación Territorial, en 2015 se logró facilitar la articulación con diferentes actores públicos, privados y de cooperación internacional para la priorización y ejecución de nuevos proyectos de inversión por un total de recursos propios de $3 mil millones y de $ 67.914 millones apalancados, los cuales se invirtieron en acciones de fortalecimiento institucional, justicia, desarrollo social, cultura, educación, servicios financieros, cartografía, infraestructura en electrificación, agua, tecnológica y estructuración de proyectos.
Centro Nacional de Memoria Histórica
En su compromiso con la dignificación, reparación integral de las víctimas y el derecho a la verdad, el Centro Nacional de Memoria Histórica publicó el año anterior 15 informes de memoria histórica, finalizó 20 proyectos de reconstrucción de memoria e inició 5 nuevos proyectos de este tipo.
Además, documentó 55.000 hechos de violencia del conflicto armado y dispuso para consulta 60.800 documentos de archivo y colecciones sobre derechos humanos, con lo que aumentó a 160.048 los documentos que se encuentran disponibles para consultar, dentro de los que se encuentra el texto "Operación Cirirí – Familia Lalinde" reconocido como Patrimonio Documental UNESCO en octubre de 2015.
De igual manera, el Centro Nacional de Memoria Histórica adelantó el concurso público internacional para el diseño del Museo Nacional de la Memoria que tendrá un área de 14.178 metros cuadrados y estará ubicado en Bogotá. / May. 05, 2016. La Estrategia de Superación de Pobreza Extrema– Estrategia UNIDOS- es una iniciativa de carácter nacional, transversal e intersectorial, coordinada por Prosperidad Social, que busca asegurar que los hogares más pobres y vulnerables del país puedan superar las condiciones que los mantienen en pobreza y pobreza extrema consolidando sus capacidades para el desarrollo y el ejercicio de sus derechos.
Las características multidimensionales y la persistencia de la pobreza extrema se traducen en barreras que impiden que los hogares puedan superar esta situación por sí mismos. En consecuencia, la Estrategia UNIDOS se orienta a contrarrestar los efectos de largo plazo de la pobreza mediante el fortalecimiento del capital humano de los hogares y la generación de capacidades para la gestión de su propio desarrollo. De este modo crea oportunidades para que las personas más vulnerables puedan desarrollarse con mayor autonomía. La Estrategia UNIDOS busca asegurar la superación de su situación de pobreza de los hogares, a través de:
La integración de la oferta pública de servicios sociales a nivel local, de manera que responda a las demandas y necesidades de los hogares y las comunidades;
Un Acompañamiento Familiar y/o Comunitario transitorio, para asegurar que las intervenciones y actividades realizadas permitan alcanzar condiciones mínimas de calidad de vida que no están cubiertas;
La generación de un marco de corresponsabilidad con los hogares y las comunidades beneficiarias para que éstas se comprometan con acciones que conduzcan al mejoramiento de sus condiciones de vida,

On 21 and 22 February, an Integrated Team serving with the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) travelled to the Mopti region in Mali to investigate recent armed attacks in the Bankass Cercle area, in which preliminary information indicated that at least 18 people were killed by shooting and burning. A large number of houses and granaries were deliberately burnt down as well and some animals were stolen or killed. The team, composed by Human Rights Officers and a forensic team of the United Nation Police (UNPOL), visited the settlements of Koulogon Peulh, Minima Maoude, a village that was entirely burn down, and Libe Peulh. Soldiers from the Bundeswehr, the German armed forces, as part of the U.N.-led MINUSMA enforcement mission (United Nations Multidimensional Integrated Stabilization Mission) on March 03, 2017 in Gao, Mali. MINUSMA troops are assisting the Malian government in its struggle against rebels that include a Tuareg movement (MNLA) and several Islamic armed groups, among them Al-Qaeda, in the north of Mali. Rebels have conducted a series of terror attacks to destabilize the current government in recent years. The Bundeswehr has committed helicopters and 750 soldiers to the MINUSMA mission as well as 147 soldiers to the EUTM mission (European Training Mission Mali) to train government troops. 2nd March 2017
