The Dialogue held on 26 September 2017, was attended by more than a hundred people including, representatives from various ministries, embassies, academics, researchers, employers and workers representatives, civil society organizations.
The meeting continued the implementation of the India-EU Common Agenda on Migration and Mobility (CAMM) signed last year, and comes ahead of the upcoming India-EU Summit to be held in Delhi in October 2017. The CAMM addresses four pillars: better organized regular migration and the fostering of well-managed mobility; prevention of irregular migration and trafficking in human beings; maximizing the development impact of migration and mobility; and promotion of international protection.

Assistant Secretary of State for Population, Refugees and Migration, Anne Richard reached out to media to showcase the U.S. commitment to the humanitarian crisis in Syria at a press conference at the United Nations in Geneva, and interviews with the New York Times and NPR. A/S Richard noted that the U.S. remains the largest donor to the humanitarian crisis with over $1.3 billion in donations thus far and spoke of her recent visit to the refugee camps in northern Iraq. A/S Richard pointed out that there is still a need for increased humanitarian access inside Syria. She also outlined the additional needs with winter having arrived for the 2.3 million refugees and 9.3 million people now in need of humanitarian assistance across Syria, figures which indicate more than half of Syria’s population has fled their homes or needs assistance.

Warbler Migration
The Honeysuckle bushes are full of trembling…
The tops of the tall goldenrods suddenly toss…
Something’s in there
Furtively feeding
Now and then a rush of wings
Or a flash of brown…
The little warblers are passing through,
Nibbling and picking their way southward,
Blown by the chilling October wind.
You won’t see them in the tidy flowerbeds
Or the expanse of tended lawns;
Instead, they feast in the wild tangle
Of hedgerows I insist must remain unmowed.
Who knows what they find to eat in there…
And yet they have been harvesting, for many minutes now,
A bounty that Earth provides,
Found only by creatures who still know
How to live from the land.

The newborn Black Wildebeest (Connochaetes gnou) calf was shaky on its legs and kept falling back down.
The Great Migration. While staring out of the car window I happened to look up and saw thousands of birds migrating north from their winter homes further south. I've never seen as many birds in the sky at once. The river of birds reached from one horizon to the other. As far as my eye could see.

The artist writes, “One summer evening in the Arctic National Wildlife Refuge in Alaska, I sat meditating on a nameless hilltop. Looking out at the Kongakut River valley and the mountains of the Brooks Range beyond, I found amidst its startling beauty, a glimpse of hope and faith. No matter how industrialized our nation gets, no matter how much our resource needs change, I believe we will have the moral courage to keep places like the Arctic Refuge free of development so that future citizens of the world will continue to have the opportunity to meet nature in its wildest form.”
The line of human shadows moved along strong and steady. Broken in spots but an unyielding push forward. Not knowing where they were going just getting the hell out of here.
Guapinol Community and Honduras Root Causes 2019 Delegation

Guapinol River
In the northern Aguán region of Honduras, the Guapinol Community shared their beautiful Guapinol River, their fears and concerns, with an international delegation looking at the Root Causes of migration. Mining interests are directly threatening the Guapinol River along with other rivers in the region. While the delegation was at the river with a large group from the community (including elders and children), the Honduran army arrived on the opposite bank where fences have been erected to protect mining interests.

Quel lien établir entre migrations et développement ? Un cercle vertueux où les migrations sont mises au service du développement est-il possible ? A quelles conditions ? Il est indubitable que les questions migratoires et celles liées au développement sont de plus en plus associées dans les débats. C’est pourquoi, dans ce numéro des « Cahiers de la coopération internationale », spécial Migrations et Développement, nous aborderons les thèmes sous-jacents à la jonction de ces concepts.
A travers différentes analyses, nous nous attellerons à mettre en évidence les risques inhérents à certaines propositions de gestion « triple-gagnants » des migrations : pays d’origine, de destination et migrants eux-mêmes. Recadrer l’ampleur du phénomène, déconstruire l’idée d’un supposé cercle vertueux de l’aide, du développement et de la fin des migrations, avec les moyens de l’aide publique au développement, tels sont les objectifs du présent numéro.
