Honeycomb treats the Actions Menu as the grab-all for application options. The problem is that we have both page-specific and application-specific options that we need to show.
I think if we group the page-specific options of the top, and the application-specific options at the bottom it might be okay.
Also, let's visually separate the two set of options slightly. Maybe a heavier line?
