Este año, la Casa del Deporte implementará un total de 19 escuelas gratuitas en Viña del Mar, con once disciplinas entre las que se encuentran como novedades el balonmano y la halterofilia.
Entre las postales que dejaron los X Juegos Suramericanos ODESUR Santiago 2014, además de la histórica cosecha de medallas que completaron un total de 129 preseas para nuestro país, se cuentan recintos repletos de público vitoreando a deportistas como si se tratasen de eliminatorias mundialistas de futbol, evidenciando el gran interés y pasión que sienten los chilenos por deportes muy distintos al balompié.
Consciente de esta atención por variadas disciplinas, es que la Ilustre Municipalidad de Viña del Mar, a través de la Casa del Deporte, hace ya casi una década, ha implementado de forma gratuita en toda la ciudad, un programa compuesto por Escuelas Deportivas, y que este año junto a las ya clásicas Tenis, taekwondo, Karate, Natación, Basquetbol, Hockey Patín, Gimnasia Rítmica, Voleibol y Rugby, trae importantes novedades, como la inclusión de dos nuevas especialidades deportivas.
El programa de Escuelas Deportivas, este 2014, da la bienvenida a su oferta al cada día más popular Balonmano o Handball, y que después de la brillante participación de las selecciones chilenas masculinas y femeninas de la disciplina, premiadas con bronce en ODESUR 2014, y que justamente jugaron en Viña del Mar, es que niños, jóvenes y adultos, pusieron sus ojos sobre esta entretenida rama deportiva.
Junto con el balonmano, la Halterofilia o Levantamiento Olímpico de Pesas, también se suma al programa Escuelas Deportivas, y consiste en el levantamiento de la mayor cantidad de peso posible en una barra en cuyos extremos se fijan varios discos, los cuales determinan el peso final que se levanta, y que reciben el nombre de “haltera”.
Orientadas a niños entre 7 y 14 años, las Escuelas Deportivas 2014, suman un total de diecinueve, y para la inscripción en cualquiera de las once disciplinas de este año, sólo hay que asistir al lugar, el día y la hora fijada para la clase, y llenar una matrícula gratuita con los datos personales del alumno, y la firma de un apoderado mayor de edad autorizando la participación del menor en el taller. Governor Andrew M. Cuomo today announced that New York State is the first state in the nation to implement a ban on the sale of flavored electronic cigarettes and nicotine e-liquids, following a vote on emergency regulations by the Public Health and Health Planning Council. The ban, which is now in effect, is the latest in a series of actions to combat the increase in young people using vape products, largely as a result of e-cigarette companies marketing flavors that are intended to get children addicted to nicotine.
"It is undeniable that vaping companies are deliberately using flavors like bubblegum, Captain Crunch and cotton candy to get young people hooked on e-cigarettes - it's a public health crisis and it ends today," Governor Cuomo said. "New York is not waiting for the federal government to act, and by banning flavored e-cigarettes we are safeguarding the public health and helping prevent countless young people from forming costly, unhealthy and potentially deadly life-long habits."
On Sunday, Governor Cuomo directed the Department of Health to convene an emergency meeting of PHHC to consider this ban. The Governor also directed State Police and DOH to immediately partner to ramp up enforcement efforts against retailers who sell to underage youth, with the possibility of criminal penalties, in addition to announcing that he will advance legislation to ban deceptive marketing of e-cigarettes to teens and children.
As part of the Family Smoking and Tobacco Prevention Act of 2009, the U.S. Congress banned the sale of cigarettes with flavors other than menthol and tobacco.
New York State Department of Health Commissioner Dr. Howard Zucker said, "The alarmingly high numbers of young people in New York State who are using vape products is nothing short of a public health crisis. These regulations are a part of many critical steps we are taking to combat this disturbing trend. We will continue to be aggressive in our efforts to prevent nicotine addiction and bad marketing practices under Governor Cuomo's leadership."
Flavors are largely responsible for the dramatic increase in use of e-cigarettes by youth and are a principal reason that youth initiate and maintain e-cigarette use. According to Department of Health data, nearly 40 percent of 12th grade students and 27 percent of high school students in New York State are now using e-cigarettes, and this increase is largely driven by flavored e-liquids. High school use in 2018 (27.4%) is 160 percent higher than it was in 2014 (10.5%). While New York's high school student smoking rate dropped from 27.1% in 2000 to a record low of 4.3% in 2016, aggressive marketing strategies promoting flavored e-cigarettes is primed to turn that trend.
Flavoring is a key youth marketing strategy of the vaping/aerosol industry just as it is in the cigarette, cigar and smokeless tobacco markets. E-cigarette marketing highlights flavors such as mint chocolate, bubblegum and cherry cola, and creates a deceptive belief that they are not harmful to users. In a 2017 survey of 15 to 17 year-old adolescents in New York State currently using electronic vapor products, 19% of the adolescents said that flavors were the reason that they first tried an e-cigarette and 27% said flavors were the reason for maintaining use. Studies also show nearly 78% of high school students and 75% of middle school students report being exposed to pro-tobacco marketing in 2016. Legislation will be advanced next session to prevent these deceptive and misleading advertisements to target our youth.
The Department of Health will provide retailers with an approximate two-week grace period before conducting visits to enforce the flavoring ban beginning on Friday, October 7. Local health departments and the Department's District Offices, with State oversight, will handle enforcement. Retailers who violate the ban will face fines of up to $2,000 per violation, which is defined as each unit of flavored e-liquid or product containing e-liquid that is possessed, manufactured, sold or offered for sale.

Legal Consequences arising from the Policies and Practices of Israel in the Occupied Palestinian Territory, including East Jerusalem
The Court gives its Advisory Opinion and responds to the questions posed by the General Assembly
THE HAGUE, 19 July 2024. The International Court of Justice has today given its Advisory Opinion in respect of the Legal Consequences arising from the Policies and Practices of Israel in the Occupied Palestinian Territory, including East Jerusalem.
It is recalled that, on 30 December 2022, the General Assembly of the United Nations adopted resolution A/RES/77/247 in which, referring to Article 65 of the Statute of the Court, it requested the International Court of Justice to give an advisory opinion on the following questions:
“(a) What are the legal consequences arising from the ongoing violation by Israel of the right of the Palestinian people to self-determination, from its prolonged occupation, settlement and annexation of the Palestinian territory occupied since 1967, including measures aimed at altering the demographic composition, character and status of the Holy City of Jerusalem, and from its adoption of related discriminatory legislation and measures?
(b) How do the policies and practices of Israel referred to . . . above affect the legal status of the occupation, and what are the legal consequences that arise for all States and the United Nations from this status?”
In its Advisory Opinion, the Court responds to the questions posed by the General Assembly by concluding that:
* the State of Israel’s continued presence in the Occupied Palestinian Territory is unlawful;
* the State of Israel is under an obligation to bring to an end its unlawful presence in the Occupied Palestinian Territory as rapidly as possible;
* the State of Israel is under an obligation to cease immediately all new settlement activities, and to evacuate all settlers from the Occupied Palestinian Territory;
* the State of Israel has the obligation to make reparation for the damage caused to all the natural or legal persons concerned in the Occupied Palestinian Territory;
* all States are under an obligation not to recognize as legal the situation arising from the unlawful presence of the State of Israel in the Occupied Palestinian Territory and not to render aid or assistance in maintaining the situation created by the continued presence of the State of Israel in the Occupied Palestinian Territory;
* international organizations, including the United Nations, are under an obligation not to recognize as legal the situation arising from the unlawful presence of the State of Israel in the Occupied Palestinian Territory; and
* the United Nations, and especially the General Assembly, which requested the opinion, and the Security Council, should consider the precise modalities and further action required to bring to an end as rapidly as possible the unlawful presence of the State of Israel in the Occupied Palestinian Territory.
Reasoning of the Court
After concluding that it has jurisdiction to render the requested opinion and that there are no compelling reasons for it to decline to give an opinion (paras. 22-50), the Court recalls the general context of the case (paras. 51-71) and addresses the scope and meaning of the two questions posed by the General Assembly (paras. 72-83).
The Court then assesses the conformity of Israel’s policies and practices in the Occupied Palestinian Territory, as identified in question (a), with its obligations under international law. In particular, the Court’s analysis examines, in turn, the questions of the prolonged occupation, Israel’s policy of settlement, the question of the annexation of the Palestinian territory occupied since 1967, and Israel’s adoption of related legislation and measures that are allegedly discriminatory (paras. 103-243).
With regard to the question of the prolonged occupation of the Occupied Palestinian Territory, which has lasted for more than 57 years (paras. 104-110), the Court observes that, by virtue of its status as an occupying Power, a State assumes a set of powers and duties with respect to the territory over which it exercises effective control. The nature and scope of these powers and duties are always premised on the same assumption: that occupation is a temporary situation to respond to military necessity, and it cannot transfer title of sovereignty to the occupying Power.
In the Court’s view, the fact that an occupation is prolonged does not in itself change its legal status under international humanitarian law. Although premised on the temporary character of the occupation, the law of occupation does not set temporal limits that would, as such, alter the legal status of the occupation. Occupation consists of the exercise by a State of effective control in foreign territory. In order to be permissible, therefore, such exercise of effective control must at all times be consistent with the rules concerning the prohibition of the threat or use of force, including the prohibition of territorial acquisition resulting from the threat or use of force, as well as with the right to self‐determination. Therefore, the fact that an occupation is prolonged may have a bearing on the justification under international law of the occupying Power’s continued presence in the occupied territory.
As regards Israel’s settlement policy (paras. 111-156), the Court reaffirms what it stated in its Advisory Opinion on the Legal Consequences of the Construction of a Wall in the Occupied Palestinian Territory of 9 July 2004, that the Israeli settlements in the West Bank and East Jerusalem, and the régime associated with them, have been established and are being maintained in violation of international law. The Court notes with grave concern reports that Israel’s settlement policy has been expanding since the Court’s 2004 Advisory Opinion.
As regards the question of the annexation of the Occupied Palestinian Territory (paras. 157-179), it is the view of the Court that to seek to acquire sovereignty over an occupied territory, as shown by the policies and practices adopted by Israel in East Jerusalem and the West Bank, is contrary to the prohibition of the use of force in international relations and its corollary principle of the non-acquisition of territory by force.
The Court then examines the question of the legal consequences arising from Israel’s adoption of related discriminatory legislation and measures (paras. 180-229). It concludes that a broad array of legislation adopted and measures taken by Israel in its capacity as an occupying Power treat Palestinians differently on grounds specified by international law. The Court notes that this differentiation of treatment cannot be justified with reference to reasonable and objective criteria nor to a legitimate public aim. Accordingly, the Court is of the view that the régime of comprehensive restrictions imposed by Israel on Palestinians in the Occupied Palestinian Territory constitutes systemic discrimination based on, inter alia, race, religion or ethnic origin, in violation of Articles 2, paragraph 1, and 26 of the International Covenant on Civil and Political Rights, Article 2, paragraph 2, of the International Covenant on Economic, Social and Cultural Rights, and Article 2 of the International Convention on the Elimination of All Forms of Racial Discrimination.
The Court then turns to the aspect of question (a) that enquires as to the effects of Israel’s policies and practices on the exercise of the Palestinian people’s right to self‐determination (paras. 230-243). In this regard, the Court is of the view that, as a consequence of Israel’s policies and practices, which span decades, the Palestinian people has been deprived of its right to self‐determination over a long period, and further prolongation of these policies and practices undermines the exercise of this right in the future. For these reasons, the Court considers that Israel’s unlawful policies and practices are in breach of Israel’s obligation to respect the right of the Palestinian people to self‐determination.
Turning to the first part of question (b), the Court examines whether and, if so, how the policies and practices of Israel have affected the legal status of the occupation in light of the relevant rules and principles of international law (paras. 244-264).
In this respect, the Court first considers that the first part of question (b) is not whether the policies and practices of Israel affect the legal status of the occupation as such. Rather, the Court is of the view that the scope of the first part of the second question concerns the manner in which Israel’s policies and practices affect the legal status of the occupation, and thereby the legality of the continued presence of Israel, as an occupying Power, in the Occupied Palestinian Territory. This legality is to be determined under the rules and principles of general international law, including those of the Charter of the United Nations.
In this context, the Court is of the view that Israel’s assertion of sovereignty and its annexation of certain parts of the territory constitute a violation of the prohibition of the acquisition of territory by force. This violation has a direct impact on the legality of Israel’s continued presence, as an occupying Power, in the Occupied Palestinian Territory. The Court considers that Israel is not entitled to sovereignty over or to exercise sovereign powers in any part of the Occupied Palestinian Territory on account of its occupation. Nor can Israel’s security concerns override the principle of the prohibition of the acquisition of territory by force.
The Court further observes that the effects of Israel’s policies and practices, and its exercise of sovereignty over certain parts of the Occupied Palestinian Territory, constitute an obstruction to the exercise by the Palestinian people of its right to self-determination. The effects of these policies and practices include Israel’s annexation of parts of the Occupied Palestinian Territory, the fragmentation of this territory, undermining its integrity, the deprivation of the Palestinian people of the enjoyment of the natural resources of the territory and its impairment of the Palestinian people’s right to pursue its economic, social and cultural development.
The Court is of the view that the above-described effects of Israel’s policies and practices, resulting, inter alia, in the prolonged deprivation of the Palestinian people of its right to self-determination, constitute a breach of this fundamental right. This breach has a direct impact on the legality of Israel’s presence, as an occupying Power, in the Occupied Palestinian Territory. The Court is of the view that occupation cannot be used in such a manner as to leave indefinitely the occupied population in a state of suspension and uncertainty, denying them their right to self- determination while integrating parts of their territory into the occupying Power’s own territory.
In light of the foregoing, the Court turns to the examination of the legality of the continued presence of Israel in the Occupied Palestinian Territory (paras. 259-264).
The Court considers that the violations by Israel of the prohibition of the acquisition of territory by force and of the Palestinian people’s right to self-determination have a direct impact on the legality of the continued presence of Israel, as an occupying Power, in the Occupied Palestinian Territory. The sustained abuse by Israel of its position as an occupying Power, through annexation and an assertion of permanent control over the Occupied Palestinian Territory and continued frustration of the right of the Palestinian people to self-determination, violates fundamental principles of international law and renders Israel’s presence in the Occupied Palestinian Territory unlawful.
This illegality relates to the entirety of the Palestinian territory occupied by Israel in 1967. This is the territorial unit across which Israel has imposed policies and practices to fragment and frustrate the ability of the Palestinian people to exercise its right to self‐determination, and over large swathes of which it has extended Israeli sovereignty in violation of international law. The entirety of the Occupied Palestinian Territory is also the territory in relation to which the Palestinian people should be able to exercise its right to self-determination, the integrity of which must be respected.

The Court has found that Israel’s policies and practices referred to in question (a) are in breach of international law. The maintenance of these policies and practices is an unlawful act of a continuing character entailing Israel’s international responsibility.
The Court has also found in reply to the first part of question (b) that the continued presence of Israel in the Occupied Palestinian Territory is illegal. The Court therefore addresses the legal consequences arising from Israel’s policies and practices referred to in question (a) for Israel, together with those arising from the illegality of Israel’s continued presence in the Occupied Palestinian Territory under question (b), for Israel, for other States and for the United Nations (paras. 267-281).

History of the Vienna Hofburg
First residence
With the elevation of Austria to Archduchy in 1156, Vienna became a city of residence. From the residence of the Babenberg dynasty, who was located on the present site "Am Hof", unfortunately, there do not exist any remains anymore. After the extinction of the Babenberg, Ottokar II of Bohemia (1230-1278) took over by marriage the rule in Vienna and began in 1275 with the construction of a castle within the city walls of Vienna. This castle was equipped with four towers around a rectangular court that is known as Schweizerhof today. In the battle for the German crown Ottokar was defeated at the Battle of Dürnkrut by Rudolf I of Habsburg (1218-1291) and killed during the retreat.
As the old residence of the Babenberg in 1276 burned down, Rudolf probably 1279 moved into the former castle of Ottokar. The descendants of Rudolf extended the castle only slightly: castle chapel (documentary mention in 1296), St. Augustine's Church (consecrated in 1349), reconstruction of the chapel (1423-1426). Due to the division of the lands of the Habsburg Vienna lost its importance and also lacked the financial resources to expand the castle.
Imperial residence
Under Frederick III. (1415-1493) the Habsburgs obtained the imperial title and Vienna became an imperial residence. But Friedrich and his successors used the Vienna Residence only rarely and so it happened that the imperial residence temporarily orphaned. Only under Ferdinand I (1503-1564) Vienna again became the capital of the Archduchy. Under Ferdinand set in a large construction activity: The three existing wings of the Swiss court were expanded and increased. The defensive wall in the northwest as fourth tract with the Swiss Gate (built in 1552 probably by Pietro Ferrabosco) was rebuilt. In the southwest, a tract for Ferdinand's children (the so-called "children Stöckl") was added. The newly constituted authorities Exchequer and Chancery were located in adjacent buildings at Castle Square. Were added in the castle an art chamber, a hospital, a passage from the castle to St. Augustine's Church and a new ballroom.
First major extensions of the residence
In the area of "desolate church" built Ferdinand from 1559 a solitary residence for his son. However, the construction was delayed, and Maximilian II (1527-1576) after his father's death in 1564 moved into the ancient castle. His residence he for his Spanish horses had converted into a Hofstallgebäude (Stallburg - stables) and increased from 1565 .
Ferdinand I decided to divide his lands to his three sons, which led to a reduction of Vienna as a residence. Moreover, stayed Maximilian II, who was awarded alongside Austria above and below the Enns also Bohemia and Hungary, readily in Prague and he moved also the residence there. In 1575 he decided to build a new building in front of the Swiss court for the royal household of his eldest son, Rudolf II (1552-1612). The 1577 in the style of the late Renaissance completed and in 1610 expanded building, which was significantly fitted with a turret with "welscher hood" and an astronomical clock, but by the governor of the Emperor (Archduke Ernst of Austria) was inhabited. However, the name "Amalienborg Castle" comes from Amalie of Brunswick-Wolfenbüttel (wife of Joseph I.), which in 1711 there installed her widow seat.
In the late 16th and early 17th Century only a few extensions were carried out: extension of a separate tract in the northeast of the castle for the Treasure and Art chamber (1583-1585) and setting up of a dance hall in the area of today's Redoutensäle (1629-1631).
Under Leopold I the dance hall by Ludovico Burnacini 1659/1660 was rebuilt into an at that time modern theater ("Comedy House"). 1666 Leopold I in the area of today's castle garden a new opera house with three tiers and a capacity of 5,000 people had built.
In the 1660-ies under Leopold I (1640-1705) after the plans of architect Filiberto Lucchese an elongated wing building between the Amalienborg Castle and the Schweizerhof, the so-called Leopoldine Wing, was built. However, since the tract shortly after the completion burned down, this by Giovanni Pietro Tencala was set up newly and increased. Architecturally, this tract still connects to the late Renaissance. The connection with the Amalienborg castle followed then under Leopold's son Joseph I (1678-1711).
After completion of the Leopoldine Wing the in the southeast of castle located riding school was renewed, the south tower of the old castle pulled down, the old sacristy of the chapel replaced by an extension. Under Charles VI. (1685-1740) the Gateway Building between cabbage market (Kohlmarkt) and Courtyard by Johann Lucas von Hildebrandt was transformed into a monumental triumphal arch as a representative sign of the imperial power. However, this construction does not exist anymore, it had to give way to the Michael tract.
Baroque redesign of the Hofburg
In the early 18th Century set in a buoyant construction activity. The emperor commissioned Johann Bernhard Fischer von Erlach with the construction of new stables outside the city walls and a new court library.
After the death of Johann Bernhard Fischer von Erlach, his son Joseph Emanuel Fischer von Erlach took over the construction management for the stables and the court library. 1725 the palatial front of the stables was completed. As already during the construction period has been established that the stables were dimensioned too small, the other wings were not realized anymore. The with frescoes by Daniel Gran and statues of Emperors by Paul Strudel equipped Court Library was completed in 1737.
Opposite the Leopoldine Wing a new Reich Chancellery should be built. 1723 was entrusted with the planning Johann Lucas von Hildebrandt. 1726, however, the supervision the Reich Chancellery was withdrawn and transferred to the Chancery and thus Joseph Emanuel Fischer von Erlach, who also designed the adjacent Court Chamber and the front to St. Michael's Church. 1728 the Court Chamber and the facade of the two buildings were completed. By Joseph Emanuel Fischer von Erlach was also the Michaelertrakt, the connection between the Winter Riding School and the Imperial Chancellery Wing planned. However, since the old Burgtheater the building was in the path, this was half done for a period of 150 years and was only completed in 1889-1893 by Ferdinand Kirschner .
Under Maria Theresia (1717-1780) the at St. Michael's Square located and only as remnants existing Ballhaus was adapted as a court theater. Beside the Emperor hospital in return a new ball house was built, being eponymous for the Ballhausplatz. Subsequently, there occured again and again conversions and adaptations: reconstruction of the comedy hall according to the plans of Jean Nicolas Jadot into two ballrooms, the small and large ball room (1744-1748). The transformation of the two halls (from 1760), repair of the Court Library, and from 1769 onwards the design of the Josephsplatz took place under Joseph Nicolas of Pacassi. These buildings were completed by the successor of Pacassi Franz Anton Hillebrandt. As an extension for the Court Library in the southeast the Augustinian tract was built.
Other structural measures under Maria Theresia: establishment of the court pharmacy into the Stallburg, relocation of the in the Stallburg housed art collection into the Upper Belvedere, razing of the two remaining towers of the old castle, the construction of two stairways (the ambassador stairway and the column stairways (Botschafter- and Säulenstiege).
Extensions in the 19th Century and early 20th century
Francis II (1768-1835) gave Duke Albert of Saxe-Teschen and his wife Marie Christine (daughter of Maria Theresa) the Palais Tarouca south of the Augustinian monastery. From 1800 this was remodeled by Louis Montoyer and extended by a wing building to today's Albertina.
1804, Francis II proclaimed the hereditary Empire of Austria and was, consequently, as Franz I the first Emperor of Austria. With the by Napoleon Bonaparte provoked abdication of the emperor in 1806 ended the Holy Roman Empire of the German Nation.
1809 part of the old bastions was blown up at the castle in consequence of the war with Napoleon, and after it blazed. Towards today's ring road, then new outworks were created (the so-called Hornwerkskurtine and the Escarpen). In the early 20-ies of the 19th Century were layed out three gardens: the private imperial castle garden with two of Louis Remy planned steel/glass- constructed greenhouses, Heroes Square (Heldenplatz) with avenues and the People's garden (Volksgarten) with the Theseus Temple (Pietro Nobile). At the same time, emerged also the new, 1821 by Luigi Cagnola began and 1824 by Pietro Nobile completed outer castle gate.
1846 was built a monumental memorial to Francis I in Inner Castle Square. In the turmoil of the 1848 revolution the Stallburg was stormed and fought fiercely at the outer castle square and the castle gate. As a result, the roof of the court library burned. The political consequences of the revolution were the abdication of Emperor Ferdinand I (1793-1875), the dismissal of the dreaded Chancellor Clemens Lothar Fürst Metternich and the enthronement of Ferdinand's nephew Franz Joseph.
In the first years of the reign of Emperor Franz Joseph I (1830-1916) the royal stables of Leopold Mayer have been redesigned and expanded. As part of the expansion of the city, the city walls were razed and instead of the fortifications arose place for a magnificent boulevard, the Ringstrasse. 1862, the idea of an Imperial Forum by architect Ludwig Förster was born. On the surface between the Hofburg and the Imperial Stables should arise court museums (Museum of Art History and Museum of Natural History).
At the outer Castle Square (today's Heldenplatz) were in the 60-ies of the 19th Century the by Anton Dominik Fernkorn created equestrian statues of Archduke Charles (victor over Napoleon at the Battle of Aspern) and Prince Eugene of Savoy (victor over the Turks in several battles) set up.
After an unsuccessful architectural competition on the design of the Heroes' Square area in 1869 Gottfried Semper could be won. This led to the involuntary and not frictionless collaboration with Carl Freiherr von Hasenauer. Planned was a two-wing complex beyond the ring road, with the two flanking twin museums (Art and Natural History Museum) and the old stables as a conclusion. 1871 was began with the Erdaushebungen (excavations) for the museums. 1889, the Museum of Natural History was opened, and in 1891, the Museum of Art History.
On a watercolor from 1873 by Rudolf Ritter von Alt (1812 - 1905) an overall view of the Imperial Forum is shown.
1888, the Old Court Theatre at St. Michael's Square was demolished, as the new KK Court Theatre (today's Burgtheater), built by Gottfried Semper and Carl Freiherr von Hasenauer, was finished. The since 150 years existing construction site at St. Michael's Square could be completed. The roundel got a dome, the concave curved Michaelertrakt was finalized by Ferdinand Kirschner. The once by Lorenzo Mattielli created cycle of statues on the facade of the Reich Chancellery was continued with four other "deeds of Hercules' at he side of the passage arches. 1893, the Hofburg had finally got its ostentatious show facade.
1901, the old greenhouses were demolished and replaced by an orangery with Art Nouveau elements according to plans by Friedrich Ohmann (completed in 1910). In 1907, the Corps de Logis, which forms the end of the Neue Burg, is completed. Since Emperor Franz Joseph I in budding 20th Century no longer was interested in lengthy construction projects and the heir to the throne Franz Ferdinand of Austria-Este (1863-1914) was against the establishment of a throne hall building, but was in favour for the construction of a smaller ballroom tract, the implementation of the second wing was dropped. After the assassination of Franz Ferdinand of Austria-Este in Sarajevo, the First World War broke out. Franz Joseph I died in 1916. A great-nephew of Franz Joseph I, Charles I (1887-1922), succeeded to the throne, however, he held only two years. The end of the First World War also meant the end of the Austro-Hungarian monarchy. On 11 November 1918 the First Republic was proclaimed. As Karl although renounced to government business, but not to the throne, he had to go into exile with his family.
The Imperial Palace in the 20th century
The interior design of the ballroom tract and the Neue Burg continued despite the end of the monarchy until 1926. By the end of the monarchy, many of the buildings lost their purpose. Furthermore used or operated was the Riding School. The stables were used from 1921 as an exhibition site of the Vienna Fair ("Fair Palace"). In 1928, the Corps de Logis, the Museum of Ethnology, until then part of the Natural History Museum, opened. In 1935 the collection of weapons (Court, Hunting and Armour Chamber) of the Kunsthistorisches Museum (Museum of Art History) came in the Neue Burg.
1933/1934 the outer castle gate by Rudolf Wondracek was transformed into the hero monument to the victims of the First World War. 1935 emerged on the left and on the right of the castle gate the pylon portals with eagle sculptures by William Frass. In March 1938, the Heroes Square and the balcony of the Neue Burg gained notoriety after Adolf Hitler to the cheering crowd at the Heldenplatz announced the annexation of Austria to the German Reich. The Nazis were planning a redesign of the Heroes' Square to a paved parade and ceremony space. The plans were not realized since 1943 a fire pond at Heldenplatz was dredged and the place was later used for agriculture. In the Trade Fair Palace during the period of Nazism propaganda events were held.
During the war, the Hofburg (Imperial Stables, St. Augustine's Church, Albertina, the official building of the Federal President, the current building of the Federal Chancellery) was severely damaged by bombing: The first President of the Second Republic, Dr. Karl Renner, in 1946 the Office of the President moved into the Leopoldine Wing (in the former living quarters of Maria Theresa and Joseph II).
During the occupation time the seat of the Inter-Allied Commission was housed in the Neue Burg.
1946 first events were held in the Exhibition Palace again, and were built two large halls in the main courtyard of the Exhibition Palace. In the course of the reconstruction war damages were disposed and the Imperial Palace was repaired, the barn castle (Stallburg) erected again. In 1958, in the ballroom wing the convention center has been set up.
1962-1966 the modern Library of the Austrian National Library is housed in the Neue Burg.
1989 emerged for the first time the notion of a "Museum Quarter". The museum quarter should include contemporary art and culture. The oversized design by Laurids and Manfred Ortner but was downsized several times after resistance of a citizens' initiative. It was implemented a decade later.
1992 the two Redoutensäle (ball rooms) burned out completely. Yet shortly after the fire was started with reconstruction. The roof was reconstructed and the little ball room (Kleiner Redoutensaal) could be restored. The big ball room, however, was renovated and designed with paintings by Josef Mikl. In 1997 the two halls were reopened.
From 1997-2002 the Museum Quarter (including Kunsthalle Wien, Leopold Collection) was rebuilt and the old building fabric renovated.
Was began in 1999 with the renovation of the Albertina. The by a study building, two exhibit halls and an underground storage vault extended Museum was reopened in 2003. The Albertina ramp was built with an oversized shed roof by Hans Hollein.
In 2006, additional rooms for the convention center were created by the boiler house yard.

I´m so glad we failed to get off the tram at our stop, because otherwise I´d never have seen this singular church, the
Church of the Most Sacred Heart of Our Lord.
Because I didn´t know the building existed, I did a sharp double take when the tram moved on and it came into view.
It is everything Michael Graves strove to achieve with his postmodernist buildings, only it was built a half a century before Graves´s signature Portland Building in my adopted home town.
Though the glass front doors were locked, the wooden inner doors were open. All I had to do to get a good shot was place the camera against the glass and trigger the shutter release.

At first glance, the most striking feature of this church is the enormous glass clock with a 7.6 m diameter dial on the 42 m high flat tower that spans the entire width of the façade. The design of this distinctive modern building was inspired by old Christian architecture and is the work of the famous Slovenian architect Josip Plečnik. It was built from 1928 to1932, and evokes Noah's Ark. An interesting fact about this, the most significant Czech sacral building of the 20th century, is the lack of a pulpit.

Slovenian architect Josip Plečnik is known in the Czech Republic primarily as an architect of Prague Castle. In addition, he also participated in the appearance of the city by another significant construction. His Church of the Sacred Heart of Jesus on Jiřího z Poděbrad Square, which became an inseparable landmark of Vinohrady and part of the Prague skyline, was consecrated 75 years ago on 8 May 1932.
The competition for the construction of a new church was announced in 1919, with the "Association for the Construction of the Second Temple of the Lord in Královské Vinohrady" established in March 1914. Plečnik himself did not take part in the contest. 1910 lectured. Later, the jury and allegedly the participants themselves invited Plečnik to work out the design himself.
Plečnik completed his design in 1927 when he dramatically altered his original vision, which assumed a generous build-up of space by other buildings, including a school, apartment houses, and a triumphal arch.
The reason was the lack of funds for such demanding construction, which also significantly delayed the implementation of the project. Plečnik has created three projects in total, without claim to remuneration. In the final proposal, it reduced the estimated costs to about a third.
The so-called Bept Foundation has become the basis of construction financing. She managed the property (mostly land) of the wealthy New Town councilor Karel Leopold Bepta, who donated it for church purposes. In addition to this main source of finance, the entire parish has helped many collections, gifts and lotteries. The building was commissioned by Nekvasil from Karlín.
Between 1928 and 1932, a monumental modern hall building with a wide tower was built on the square, partly (clad in brick) surrounded by a clinker, partly plastered in white.
When designing the church, Plečnik was supposedly inspired by old Christian Mediterranean architecture.
The rectangular hall measures 26 by 38 meters (85`x 125`) and is 14 meters (45`) high.
The wide main tower with six bells is topped by a three-meter copper cupola with a four-meter-high cross and reaches a height of 42 meters (137´).
The tower has a large round window with a diameter of 7.6 meters, (25´) which also serves as a clock. In the underground there is a spacious chapel with a barrel vault, which is considered by contemporary architects to be Plečnik's most spiritual space.
The interior of the church, which was largely created after its consecration, is as original as the exterior.
It was designed primarily by Plečnik himself, after his return to his native Ljubljana the work was taken over by Plečnik's successor Otto Rothmayer.
The sculptural decoration is the work of Damian Pešan, paintings of the Stations of the Cross were painted by František Doubek and the colorful decoration of the windows with the motif of the Heart of the Lord was designed by Karel Svolinský. The organ was made by the Kutná Hora company Mölzer, the bells were cut by the Brno workshop of Rudolf Manoušek.
Plečnik also designed the surrounding square. However, this has never been completed, and moreover, the modifications carried out largely did not survive the later construction of underground shelters and metro stations.
Last year, the church was included by the Ministry of Culture on the preliminary list of monuments and cultural goods that the Czech Republic will propose for inclusion in the UNESCO World Heritage List from 2007 to 2018.

En el marco de la reunión para el cumplimiento de los compromisos derivados de la 12° del GORE Ejecutivo, el viceministro de Mype e Industria, José Salardi, señaló que el gobierno, a través del Ministerio de la Producción (Produce), impulsará el desarrollo de las cadenas productivas de pesca, acuicultura, agroindustria y forestal en Loreto, a través de un trabajo articulado con las autoridades regionales.
En ese sentido, indicó que la reunión de los equipos técnicos de su sector y del gobierno regional, ha dado como resultado una serie de acuerdos que contribuirán para que Loreto se convierta en una región productiva en base a sus potencialidades. "Hemos identificado que estamos muy alineados en muchas intervenciones, incluso en aquellas que ya tenemos en camino", destacó.
Al respecto, Salardi precisó que al cierre del primer semestre estarán implementados al 100 % el CITE Forestal y el CITE Productivo Maynas. "Es una inversión de 22 millones de soles que ha realizado Produce a través del ITP. Con lo cual se ha puesto en valor estas infraestructuras importantes, para poder dar todo apoyo y soporte a las cadenas productivas de pesca, acuicultura y agroindustrias".
Manifestó que para el presente año proyectan prestar un mínimo de 1200 servicios de innovación y transferencia tecnológica, que ayudará a fortalecer las capacidades e innovar a las diferentes industrias de esta región.
Asimismo, informó que otros de los compromisos es la pronta apertura del Centro de Desarrollo Empresarial del programa “Tu Empresa”, para promover la formalización de 400 nuevas unidades de negocio.
De otro lado, Salardi indicó que el sector espera cerrar el año inaugurando el Gran Mercado de Belén. "Se está avanzando a un nivel importante. El proyecto está a más de 50% de ejecución y en el presupuesto de este año se han incluido 50 millones de soles para su culminación", apuntó.
Acciones en pesca y acuicultura
De otro lado, el viceministro Salardi informó que, a través del FONDEPES, Produce iniciará la construcción del primer desembarcadero pesquero artesanal de la Amazonia “La Punchana”, para lo cual se ha destinado una inversión de hasta S/ 22 000 000.
Asimismo, este fondo realizará un proyecto piloto para la implementación de aislamiento térmico en embarcaciones pesqueras artesanales para el adecuado transporte de los productos hidrobiológicos. Otro de los acuerdos es la implementación de mejoras en los servicios del Centro Acuícola Nuevo Horizonte, por un valor de hasta S/ 14 000 000, con ello se mejorarán los servicios de producción y distribución de alevinos para la ampliación de la frontera acuícola, así como la capacitación operativa especializada a los productores de la Región.

Here, Routine Immunization (RI) saves the lives of 400,000 children annually. In OdishaÕs 30 districts and 314 blocks, it is not easy for health workers to reach a population of 4.1 crore. With 30% of the areas difficult to reach, 22% tribal population, 48% people in the BPL category and 17% schedule cast population, Odisha has been one of the most challenges states for them in terms of geography and demography. Despite these odds, during 2013-14, the state provided immunization services at a cost of Rs 30 crore to 8,54,619 children between 0-1 years and 9,40,081 pregnant women to prevent seven diseases such as tuberculosis, diphtheria, whooping cough, tetanus, polio, measles and Hepatitis B. In addition, vitamin A is also administered to children. The current level of full immunization coverage is 62.3% for children (AHS 2011-12), officials say. Since 2009, the program has manifested itself in the Teeka Express, where participation of civil society, NGOs, porters, rickshaw drivers and volunteers strengthen the vaccine delivery logistics. This system has been implemented in 280 out of the 314 blocks of the state, and has reduced vaccine shortage, improved vaccine quality, improved timeliness of reporting, ensured regularization of immunization in hard to reach areas and improved immunization waste management..

Agahi to implement the Nokia-UNESCO Mobile Learning initiative to deliver quality education to teachers
Nokia Pakistan and UNESCO collaborate to launch Mobile Learning for Teacher’s in Pakistan using Nokia Education Delivery App to facilitate teacher training via mobile phones
Nokia Pakistan and UNESCO Islamabad launched the project “Mobile Learning Project for Teacher’s Professional Development” today as formal collaboration in the presence of senior government officials, Nokia representatives and UNESCO representatives. As part of this program, UNESCO and Nokia are joining hands, where Nokia is providing its mobile phones and its application “Nokia Education Delivery (NED) for UNESCO’s project on ‘use of ICT for professional development of public school teachers’ in remote areas.
Since 2011 NED has turned into an open source solution to improve livelihoods, and in order to support such mobile learning innovations to be filled with life in Pakistan, The project will be implemented by AGAHI, a UNESCO partner and a non-profit foundation working in the area of communication and media policy design.
Nokia developed NED to allow using a mobile phone to access and download videos and other educational materials from a constantly updated education library. Operating in hundreds of schools and having reached millions of students in the Philippines, Tanzania, Chile and Colombia, Nokia Education Delivery has been shown to improve study results and increase retention among students.
This collaboration is part of the agreement signed last year between UNESCO and Nokia at international level to promote the use of mobile technologies to further the objectives of “Education for All”. As part of this agreement Nokia is developing applications and new Mobile technologies offering access to information and enrich learning environments at global level.
In Pakistan, through the project “Mobile Learning for Teachers” Nokia’s Education Delivery application will help UNESCO to enable the delivery of high- quality educational materials to teachers who lack training and resources though mobile phones giving an opportunity to teachers to train themselves on the same level as professionally competent teachers.
Speaking about the project, UNESCO Director, Kozue Kai Nagata said, “In 21st century Public- private partnerships are enjoying growing attention and support as a new and sustainable modality for development. We are confident to collaborate with Nokia to provide us with the best platform to train public school teachers. Nokia Education Delivery is fit to match our need of delivering quality training to a large number of public school teachers across Pakistan through the project named “Mobile Learning for Teachers”
Amir Jahangir, President AGAHI and a Young Global Leader of the World Economic Forum, shared his views on the launch that “Pakistan is a knowledge starved country, where universal education has its own challenges. To meet the target of the Millennium Development Goals (MDG) on education, Pakistan needs to address its education challenges through innovation and technology which can reach to a larger population with cost effective solutions”.
Speaking about the launch of NED program, Ulrike Vott Nokia Sustainability Manager for Middle East said, “Nokia Education Delivery facilitates education in a fun and interactive way. In addition to the NED software, Nokia offers program implementation support for the benefit of Pakistan’s education landscape.” The Nokia Education Delivery software system has two modules. The first module is installed on a Nokia mobile phone and contains a browse able catalog of educational videos. The second module is installed on the computer of the education administrator. It manages the organization’s mobile video library, so that videos can be added, deleted and updated. It also provides information on the usage of different videos.”
This unique pilot project for Pakistan has been initiated by UNESCO and AGAHI aims at using Mobile phones as medium for training teachers, where the teachers in remote areas will be equipped with devices, SIMs, a software solution and high quality educational content. The course for training and capacity building will be developed into video files and will be transmitted step by step according to curriculum on the phones provided to teachers. Over the course of the training period, teachers will be tested via SMS on regular basis and as an incentive, those who will score highest in tests will receive free mobile top ups. At the end of the course, test scores of all teachers will be aggregated and the passing teachers will be awarded certificate in the final workshop.

This is the newest version of the lower hull and the mechanics of my Merkava Mk-IV Moc. For the mechanics my main goal was to implement authentic christie-suspension, in wich I got heavily inspired by the fantastic T-34-85 model from LegoMarat. It wasn't an easy task to find enough room between the shock absorbers for the main drive (Two PF L-motors) and the turret rotation and gun elevation unit (One PF M-motor each), as well as for the Buwizz 2.0, as it is the power supply and control unit for this moc, but I'm pretty happy with the result.
My second aim is to capture the special aesthetics of the real tank better and I'm still in the middle of this process for the most parts.. one thing I can now consider is that due to it's uniqe designed hull and turret, the Merkava Mk-4 seems to be one of the worst tanks to rebuilt in Lego bricks. :D

A pencil is a writing implement or art medium usually constructed of a narrow, solid pigment core inside a protective casing. The case prevents the core from breaking, and also from marking the user’s hand during use.
Pencils create marks via physical abrasion, leaving behind a trail of solid core material that adheres to a sheet of paper or other surface. They are noticeably distinct from pens, which dispense liquid or gel ink that stain the light color of the paper.
Most pencil cores are made of graphite mixed with a clay binder, leaving grey or black marks that can be easily erased. Graphite pencils are used for both writing and drawing, and the result is durable: although writing can usually be removed with an eraser, it is resistant to moisture, most chemicals, ultraviolet radiation and natural aging.
Other types of pencil core are less widely used. Charcoal pencils are mainly used by artists for drawing and sketching. Colored pencils are sometimes used by teachers or editors to correct submitted texts but are more usually regarded as art supplies, especially those with waxy core binders that tend to smear on paper instead of erasing. Grease pencils have a softer crayon-like waxy core that can leave marks on smooth surfaces such as glass or porcelain.
The most common type of pencil casing is a thin wooden cylinder permanently bonded around the core. Similar permanent casings may be constructed of other materials such as plastic or paper. In order to use the pencil, the casing must be carved or peeled off to expose the working end of the core as a sharp point. Mechanical pencils have more elaborate casings that support mobile pieces of pigment core, which can be extended or retracted through the casing tip as needed.

Con el objetivo de acercar a las mujeres un espacio público itinerante, que
permita escuchar y atender sus necesidades, este día se dio a conocer el
Programa “Entre Mujeres”, el cual operarán conjuntamente **la
Secretaría**de Desarrollo Social y el Sistema Municipal DIF, en el que
también se
contará con la participación de Diconsa, Liconsa, **la Secretaría** de
Salud estatal y ****la Comisión** Estatal** de Derechos Humanos. ****

Lo anterior lo dio a conocer, en rueda de prensa, el Secretario de
Desarrollo Social Municipal, Erik Osornio Medina, quien dijo que con este
programa se atiende la instrucción del Presidente Municipal de Querétaro,
Roberto Loyola Vera y de su esposa Lucy Huber de Loyola, de brindar un
espacio de atención a las mujeres.****

El Programa “Entre Mujeres”, que iniciará el próximo 23 de noviembre en la
explanada del Mercado del Tepetate, se llevará a cabo todos los viernes de
15:00 a 19:00 horas, en donde las mujeres podrán encontrar una respuesta
con perspectiva de género a sus inquietudes en temas como salud, familia,
trabajo, recreación, finanzas, entre otras. ****

vivienda; vamos a tener apoyo de **la Secretaría** de Salud del Estado para
la detección de cáncer de mama, cáncer cervicouterino y métodos de

Al destacar la importancia de reconocer el papel preponderante que tiene la
