This flag appears to have been lowered a little in this image - not quite half-mast, yet not quite full-mast either. The image looks south from Dundas Street on University, towards the lake.
The flag is at half mast as a respect for two people who drowned at the Llanberis waterfall on Sunday morning.

With all due respect to all the millions that are citizens of other North & South American nations, of course :) - because technically, it's an American flag --- just like a Brazilian flag would be, or a Canadian flag, so phfffffft!
Prayer flags.
Tibetan prayer flags are colorful panels or rectangular cloths often found strung along mountain ridges and peaks in the Himalayas to bless the surrounding countryside. Unknown in other branches of Buddhism, prayer flags are believed to have originated with the original Bön religion, which predated Buddhism in Tibet.
