This is a profile portrait of (then) Major-General Garnet Wolseley[1], photographed by Lock & Whitfield[2] and printed by the Woodbury Process[3] in their 1876 book "Men of Mark"[4], which was the first in what turned out to be a series of 7 volumes of photographic portraits of notables.
I personally scanned this at 1600 DPI from a disbound original page from 1876 in my personal collection.
A very similar 3/4 view portrait, apparently from the same photo session, may be viewed at the University of St Andrews Libraries and Museums[5], and reveals that Wolseley's moustache was waxed on that day, with sharply pointed tips on each side, so I believe the protrusion seen pointing left from Wolseley's moustache in this portrait is the right tip of Wolseley's moustache, and not an artifact or error.
While Wolseley was already famous at the time this portrait was published in 1876, as noted in the short biography in "Men of Mark"[4], he continued to rise, becoming in turn Baron Wolseley, Viscount Wolseley, Field Marshall, and Commander-in-Chief of the Forces.[1]

I believe this image to be in the public domain in the United States, as one published before 1930, and in most the rest of the world as an image taken by photographers who died more than 100 years ago, and published over 140 years ago.
In particular, in the country of its creation (the UK), per the UK National Archives, copyright in a photograph taken before 1 June 1957 expires 70 years after the death of the creator, or 70 years after publication if the creator is unknown. SIR GARNET JOSEPH WOLSELEY, K.C.B, G.C.M.G, MAJOR-GENERAL,
ONE of the most distinguished military commanders of our time, was born on June 4, 1833, at Golden Bridge House, near Dublin. He is a son of Major Wolseley of the 25th Regiment, and belongs to the Wolseley family, of Wolseley Hall, near Rugeley, Staffordshire. He entered the army in March, 1852,
and served with much distinction in the Burmese and Crimean campaigns, in both of which he was severely wounded. For his services in Burmah he was rewarded with a medal, and at the close of the war with Russia he received English, French, and Turkish medals and orders. On the outbreak of the Mutiny he was summoned to India, and he served in the field under Sir James Outram and Sir Hope Grant throughout the campaign in which Bengal was reconquered. In 1859 he attained the rank of lieutenant-colonel. In 1860 he served on the staff of the Quartermaster-General throughout the
Chinese campaign, and gained the full rank of colonel in June, 1865. He went to Canada as Deputy Quartermaster-General in 1867, and he was selected to command the expedition sent to suppress the rebellion at the Red River in 1870. For his energetic and gallant conduct in the prosecution of this war he was honoured with the thanks of Parliament and a grant of £25,000; was created a Knight Commander of the Order of the Bath; and was presented with the freedom of the City of London and a splendid sword of the value of 100 guineas. In 1874 he was appointed to the command of the auxiliary forces, and at the commencement of the following year he was sent to Natal to administer the government of that colony, and to advise upon several important points connected with the management of native affairs. He returned to England in October, 1875.
