The CLCC recently completed and approved our first science planning document titled, CLCC Science Strategy: Mission Alignment, as an initial step toward identifying shared conservation priorities. While the document met its stated objectives, Steering Committee (SC) members and outside reviewers have suggested the next step is to develop a framework for implementation. To carry out this step, SC members approved the use of a process called Structured Decision-Making (SDM). SDM is a formal, prescriptive, values-based method for analyzing a decision by breaking the decision into components. The specific process used in the workshop is called “PrOACT,” which refers to the decision components: Problem, Objectives, Alternatives, Consequences, and Tradeoffs. For the purposes of the CLCC, SDM provides a tool for achieving transparent, purposeful, and collaborative co-production of conservation—specifically, multi-partner landscape conservation design (LCD) for the Caribbean region.
To begin working through PrOACT the SC spent four days in El Yunque National Forest with decision support coaches Angela Romero and Mitch Aid (US FWS), Peter Freeman (USVI Independent Consulant) and Wanda Crespo (Estudio Technicos, Inc).
The objectives of this face to face meeting were to (1) introduce participating SC members to the SDM process so that they are comfortable with the process, its application, and its usefulness; (2) Frame “The Problem” SC members are jointly addressing (i.e., Step 1 of PrOACT); and (3) Develop a set of actionable “Objectives” based on CLCC shared values and priorities (i.e., Step 2 of PrOACT).
Steering Committee members agreed upon the following Decision Statement:
“The Caribbean LCC Steering Committee will develop and implement coordinated, efficient, and effective landscape-scale conservation design and strategy to conserve, restore and sustain ecological and cultural resources and services and human well-being in the Caribbean inside and outside of CLCC jurisdictional boundaries. The CLCC recognizes the following constraints and uncertainties: political and social environments, finances, multiple decision making authorities, diverse values, competing priorities, and climatic and ecological dynamics.”
The CLCC Steering Committee recognized themselves as the focal decision-makers and the organizations they represent as the implementers. The decision timeframe includes a 5-10 year planning horizon, 10-20 year implementation period (to institutionalize LCD), and the impacts of decisions will range from the present to 60 years to quasi-infinite. The group also agreed that the region of interest is the “terrestrial and marine components within the EEZ of the U.S. Caribbean, and Navassa Island, with consideration of relevant drivers, policies and impacts originating in the wider Caribbean region. The wider Caribbean is defined by UNEP.”
The Steering Committee also agreed upon four Fundamental Objectives, which will frame all future collaborative efforts of the CLCC (no particular order):
Maximize use of available operational resources
Maximize public satisfaction and well-being
Maximize the structure and function of aquatic and terrestrial resources
Maximize the integrity of cultural and historic resources
The Steering Committee agreed to create Tiger Teams, or subteams with a specific short-term task, to flesh out specific objectives and indicators for each of the Fundamental objectives.

The pier built by the U.S. military to bring aid to Gaza has been removed due to weather to protect it, and the U.S. is considering not re-installing it unless the aid begins flowing out into the population again, U.S. officials said Friday.
U.N. World Food Program spokesman Steve Taravella said Friday that the U.N. participation in the pier project is still on pause pending resolution of the security concerns.
President Joe Biden's $230 million project has faced a series of setbacks since aid first rolled ashore May 17 and has been criticized by relief groups and congressional Republicans as a costly distraction.
The pier has been used to get more than 19.4 million pounds, or 8.6 million kilograms, of food into Gaza, but has been stymied not only by aid pauses but unpredictable weather. Rough seas damaged the pier just days into its initial operations, forcing the military to remove it temporarily for repairs and then reinstall it. Heavy seas on Friday forced the military to remove it again and take it to the Israeli port at Ashdod.

WASHINGTON (AP) — A string of security, logistical and weather problems has battered the plan to deliver desperately needed humanitarian aid to Gaza through a U.S. military-built pier.
Broken apart by strong winds and heavy seas just over a week after it became operational, the project faces criticism that it hasn’t lived up to its initial billing or its $320 million price tag.
While early Pentagon estimates suggested the pier could deliver up to 150 truckloads of aid a day when in full operation, that has yet to happen. Bad weather has hampered progress getting aid into Gaza from the pier, while the Israeli offensive in the southern city of Rafah has made it difficult, if not impossible at times, to get aid into the region by land routes.
Aid groups have had mixed reactions — both welcoming any amount of aid for starving Palestinians besieged by the nearly eight-month-old Israel-Hamas war and decrying the pier as a distraction that took pressure off Israel to open more border crossings, which are far more productive.
It’s “a side-show,” said Bob Kitchen, a top official of the International Rescue Committee.
Before the war, Gaza was getting about 500 truckloads of aid on average every day. The United States Agency for International Development says it needs a steady flow of 600 trucks a day to ease the struggle for food and bring people back from the brink of famine.

WASHINGTON − The $320 million pier the Pentagon built to ferry desperately needed aid to Palestinians in Gaza was damaged by high seas and must be towed to Israel for repairs.
The Biden administration had touted the pier for weeks as a vital alternative to land routes to ship food and medicine to Palestinians caught in the war between Israel and Hamas. Its operation, however, got off to a rough start.
High seas in recent days combined with a storm that moved in from west Africa have damaged the pier, Sabrina Singh, deputy Pentagon press secretary, told reporters Tuesday.
Heavy seas thrashed four U.S. Army vessels involved in the aid mission on Saturday, according to Central Command. The ships broke free from their moorings, and two were beached on the coast of Israel.
Since it began operating May 17, the pier had allowed the delivery of 1,000 tons of humanitarian aid, Singh said.
The pier should be repaired and anchored again in Gaza in about a week, she said.
About 1,000 U.S. soldiers and sailors have been involved in constructing and operating a floating platform off the coast of Gaza that receives shipments of aid from Cypress. The aid is loaded on to smaller ships that ferry it to the pier where it is driven by truck to shore.
Last week, three troops involved in the aid effort were injured in the operation. Two have returned to duty and one remains hospitalized in critical condition, Singh said.

The temporary pier that the U.S. military constructed to provide humanitarian aid to Gaza lasted less than two weeks before falling apart, one more setback in its brief existence since President Joe Biden announced the project in March.
The Pentagon said Tuesday it is working to recover three of the four vessels associated with the structure in Gaza after rough seas caused the motorized sections to run aground. U.S. forces are now in the process of removing the pier from its anchored position on the coast to begin repairs. The little humanitarian aid that had been delivered through the dock will be put on hold while those repairs are made.
The Biden administration spent approximately $320 million constructing the temporary pier, known as Joint Logistics Over-the-Shore (JLOTS), which was operational for only a week before first sustaining damage. Strategically located just southwest of Gaza City, once Gaza's most heavily populated areas, the port was intended to be a crucial entry point for aid, even as aid groups stress it isn't meant to replace land crossings that remain blocked by Israeli forces.
Sabrina Singh, a Pentagon spokeswoman, acknowledged that she doesn't know when the pier will be reinstalled.

Part of the American naval pier in Gaza collapsed on Saturday as waves carried it toward Ashdod, according to Israeli media.
In further detail, Israeli Channel 12 reported that strong waves swept away a section of the American floating pier off the coast of the Gaza Strip, heading towards the shores of Ashdod.
The Israeli navy reportedly retrieved and reattached the section, as per the report.
The US floating pier in the Mediterranean Sea has faced significant challenges since its creation on May 15, questioning its efficiency in alleviating the humanitarian crisis in the besieged Palestinian enclave.
It is worth noting that the Pentagon allocated $320 million and deployed 1,000 soldiers and sailors to establish the pier. The mission reportedly involved fourteen ships from the US and other countries. At the same time, the US sent billions of dollars of weapons to "Israel" amid its genocide in Gaza.
In its inaugural week of operations, only 820 tons of aid were transported through the pier, with approximately two-thirds reaching distribution points within Gaza, according to the Pentagon's statement on Thursday. This falls well short of the initial target of 90 truckloads per day and accounts for just 15% of the estimated minimum daily requirement for a population of over two million people facing famine.

It was the clearest indication yet that Biden has not yet reached the point where he would consider suspending arms shipments or other aid to Israel, despite saying in a CNN interview earlier this month he wouldn’t allow certain US weapons to be used in a major offensive in Rafah.
While Kirby called on Israel to take precautions to protect civilian lives and warned there was a danger in Israel becoming more isolated from its traditional allies, he asserted there were no indications yet that it had waged a military campaign that would prompt Biden to withhold aid or weapons.
Israeli tanks were seen in central Rafah on Tuesday for the first time in Israel’s seven-month war against Hamas, signaling a new phase of its offensive as Israel presses on despite mounting international pressure.
Over the weekend, Israel launched an airstrike on a displacement camp in the southern Gaza city, killing dozens and sparking global outrage. The strike also took out two Hamas leaders, Israel said.
Footage obtained by CNN showed the camp in flames, with scores of men, women and children frantically trying to find cover from the nighttime assault. Burned bodies, including those of children, could be seen being pulled by rescuers from the wreckage.
The US response has stood in sharp contrast to leaders in Europe and elsewhere, who sharply condemned Israel’s actions and called for an end to the violence in Gaza.

Israel faced a wave of international condemnation Monday over a strike that Gaza officials said killed 45 people when it set off a fire that ripped through a tent city for displaced Palestinians.
Israel said it was looking into the "tragic accident" and its impact on civilians after the latest mass casualty event in the Gaza war, which has raged since October 7.
Adding to already heightened tensions since Israel launched a ground operation in the southern Gaza city of Rafah in early May, the Israeli and Egyptian militaries reported a "shooting incident" Monday that killed one Egyptian guard in the border area between Egypt and the southern Gaza Strip.
Both forces said they were investigating.
Israel's military said Sunday evening's attack in the southern Rafah area had targeted and killed two senior Hamas operatives — but it also sparked a fire that Palestinians and many Arab countries condemned as a "massacre".
A US National Security Council spokesperson said Israel "must take every precaution possible to protect civilians".
The Israeli military said it was launching a probe.
"There is no safe place in Gaza. This horror must stop," UN Secretary General Antonio Guterres posted on social media, as diplomats said the UN Security Council will convene Tuesday in an emergency session to discuss the attack.
Relatives of captives held in Gaza, who have increased pressure on Netanyahu's government demanding action to secure a hostage release deal, heckled him from the public gallery as he was speaking, and raised posters of their loved ones.
Footage from the Palestinian Red Crescent Society showed chaotic nighttime scenes of paramedics racing to the attack site and evacuating the wounded.
Mughayyir said the rescue efforts were hampered by war damage and the impacts of Israel's siege, which has led to severe shortages of fuel and "water to extinguish fires".
The Israeli attack sparked strong protests from mediators Egypt and Qatar, as well as from other regional governments.
