Ocasionalmente se escucha en las noticias que un barco de gran tonelaje, un destructor norteamericano o un portaaviones francés ha sido detenido frente a las costa Gujarat en India, o en el Canal de Suez en Egipto, por no cumplir con los requisitos legales y medioambientales mínimos para poder ser despiezado al final de su larga vida en los mares. La noticia normalmente es seguida de un largo silencio que dura meses o años, hasta que de repente volvemos a oír lo mismo pero con distintos nombres: un viejo barco de un país desarrollado es detenido en su camino a un desguace situado en un país en desarrollo a miles de kilómetros de distancia: especialmente India, Bangladesh, Pakistán, China y Turquía. Mientras tanto, aproximadamente 700 grandes barcos navegan anualmente por el mar en busca de un lugar barato donde varar. REUNIÓN DE TRABAJO DE LAS COMISIONES DE GOBIERNO Y DE PRESUPUESTO Y CUENTA PÚBLICA, CON EL MAGISTRADO PRESIDENTE DEL TRIBUNAL ELECTORAL DEL ESTADO DE GUERRERO (TEE), CELEBRADA EL JUEVES 11 DE NOVIEMBRE DE 2010, EN LA SALA LEGISLATIVA “JOSÉ FRANCISCO RUIZ MASSIEU”.

 

Diputados asistentes: HÉCTOR VICARIO CASTREJÓN, CARLOS ÁLVAREZ REYES, FRANCISCO JAVIER TORRES MIRANDA.

 

Por parte del TEE asistieron: Lic. JESÚS VILLANUEVA VEGA, Magistrado Presidente del TEE, los CC. Magistrados: ALAMA DELIA EUGENIO ALCARAZ, FERNANDO XOCHIHUA SANMARTIN, ISAÍAS SÁNCHEZ NÁJERA.

 

Siendo las 10 horas con 30 minutos, correspondió al Dip. CARLOS ÁLVAREZ REYES, dar la bienvenida a los funcionarios invitados; a continuación, el Dip. HÉCTOR VICARIO CASTREJÓN, de igual manera les dio la bienvenida y el ofrecimiento de que en la medida de las posibilidades, se realizará una evaluación de la propuesta del TEE.

 

Para dar inicio el Dip. CARLOS ÁLVAREZ REYES reseñó brevemente el panorama en cuanto a la estructura del proyecto de presupuesto 2011, y destacó que comparativamente entre el monto asignado para 2011 respecto del monto original autorizado del 2010 muestra importantes incrementos, incluso por arriba de lkas estimaciones programadas para otros Poderes y Órganos Autónomos.

 

Al corresponder el turno de exponer la situación del TEE, el Magistrado Presidente JESÚS VILLANUEVA VEGA, habló de que el presupuesto para 2011 es razonable, austero y apegado a normas de disciplina, el cual refleja los cambios provocados por la Reforma Electoral de 2008, destacando entre otras actividades desarrolladas en el 2010 las siguientes:

 

• Se creó la Secretaría de la Contraloría Interna,

• Cuatro coordinaciones:

 

1. Estadística y Jurisprodencia,

2. Comunicación Social,

3. Unidad de Enlace Institucional, y

4. Servicio Profesional Electoral.

 

• Sus actividades se desglosan en dos vertientes: las del Proceso Electoral que inició el pasado 15 de mayo hasta la calificación de la elección y las Ordinarias.

 

La plantilla laboral se integra de 139 trabajadores, incluidos los Magistrados, de los cuales, 80 son permanentes y 59 se contrataron para el proceso electoral de enero 2011.

 

De las actividades ordinarias destacó las siguientes:

 

 Difusión de la cultura jurídico-electoral,

 Servicio Profesional Electoral, incluye maestría en derecho electoral y línea editorial,

 Actividad jurisdiccional con programas de capacitación interna, cursos, talleres, conferencias, congresos y seminarios,

 72 acciones específicas según documento entregado a los Diputados.

 

Señaló que en realidad, al comparar el presupuesto modificado por 54,631.2 miles de pesos, producto de ampliaciones presupuestales por 8,514.7 miles de pesos que les otorgó la SEFINA, contra la estimación del 2011, no hay incremento alguno. Por lo que solicitó sea considerado una ampliación a la previsión del proyecto presentado por el Ejecutivo Estatal por 2.6 millones de pesos, para llegar a 56,995,145.7 pesos.

 

Haciendo un recuento de los medios de impugnación destacó:

 

 16 juicios electorales ciudadanos,

 30 recursos de apelación en segunda instancia,

 20 recursos de apelación en salas unitarias, y

 2 juicios para dirimir conflictos laborales con trabajadores del extinto CEE y del TEE.

 

El Magistrado ISAÍAS SÁNCHEZ NÁJERA abordó el tema de los conflictos derivados del proceso electoral se diriman en tribunales y no en las calles, o con la toma de edificios públicos, para ello, el TEE cuenta con el personal calificado para emitir resoluciones por las impugnaciones que se presenten, y remarcó la necesidad de que se les otorgue una ampliación por 2.6 millones de pesos para cumplir satisfactoriamente sus funciones.

 

La Magistrada ALMA DELIA EUGENIO ALCARAZ señaló que el presupuesto del TEE presenta un desfase desde el 2005 motivo que ha provocado que reciban ampliaciones solicitadas a la SEFINA; abordó el tema de las largas jornadas que tienen que cubrir en procesos electorales, y que por ello, de acuerdo con la legislación electoral aplicable, no se pagan horas extras, sino que otorgan bonos por compensación a los servicios prestados.

 

Al hacer uso de la palabra el Dip. FRANCISCO JAVIER TORRES MIRANDA dijo que al interior de la Comisión de Presupuesto se realizará un análisis minucioso para ver la posibilidad de apoyar en sus pretensiones al TEE, aparte de reconocer las actividades que desarrollan los Magistrados y funcionarios del TEE.

 

Para hacer algunas reflexiones, intervino el Dip. CARLOS ÁLVAREZ REYES, empezando por un amplio reconocimiento a los integrantes de dicho Tribunal lo que lo posiciona a la altura de cualquier órgano similar del país; destacó que con la reforma electoral de 2008, modificó los escenarios políticos, y que es preocupante que se esté judicializando el actual proceso como lo declaró el Magistrado Presidente VILLANUEVA VEGA.

 

Ante el inminente relevo de Magistrados y Consejeros que se dará en el TEE y el IEEG respectivamente, planteó la necesidad de hacer un diagnóstico a futuro de cómo quedarán estas instituciones, para que los próximos funcionarios tengan una base, un punto de arranque sólido, al tiempo de señalar que existen contradicciones entre algunas disposiciones de la Ley de Instituciones y Procedimientos Electorales contra la Constitución local, lo que hace urgente la necesidad de homologar y perfeccionar el marco legal aplicable.

 

Habló también de crear un FONDO ESPECIAL para un estudio institucional de lo que se ha logrado, lo que se debe preservar y lo que debe mejorar, que al final de cuentas el TEE forma parte del patrimonio de la sociedad, del pueblo guerrerense.

 

Precisó que efectivamente se nulifica el aparente incremento presupuestal respecto del año anterior si se hace la comparación respecto del presupuesto modificado al cierre del 2010, por lo que asumió el compromiso de realizar una revisión a fondo para garantizar el buen desarrollo de las actividades del TEE.

 

Hizo el llamado para que de manera conjunta el TEE, IEEG y el Congreso del Estado, formulen un programa de trabajo cuyo propósito sea el de perfeccionar el marco legal vigente.

 

El Magistrado Presidente JESÚS VILLANUEVA VEGA sumió el compromiso de retomar y presentar antes de que concluya el mes de noviembre de las propuestas del Dip. ÁLVAREZ REYES, mostrando la mejor disposición para el intercambio de ideas tendientes a lograr el perfeccionamiento del marco jurídico y de las propias instituciones electorales, señalando enfáticamente que la ley debe y es aplicada con profesionalismo, imparcialidad, sin sesgos partidistas; para finalizar, pidió que ojalá reciban una respuesta positiva de los Diputados en cuanto a su propuesta presentada.

 

El Dip. CARLOS ÁLVAREZ REYES antes de dar por terminada la reunión, recordó que los integrantes del TEE hagan llegar la información solicitada de los dos proyectos que les planteó, en razón a que no tienen realmente un incremento en su asignación presupuestal.

"The re-documentation of the rock carvings in Tanum was started in 1989 by Tanums Hällristningsmuseum Underslös and its supporting association, the Scandinavian Society for Prehistoric Art.

It is carried out at the international working seminars arranged by the museum every summer, where a group consisting of somewhere between 25 and 30 volunteers from four or six different countries work for a week on the project of documenting the rock art of Tanum/ UNESCO World Heritage Area."

"On Friday, December 19, 2025, at approximately 7:45 am, Niagara Regional Police Service 3 District (Welland/Pelham) uniform officers attended a residence on Second Street in the City of Welland to assist by-law officers.

 

Upon arriving on scene, a male suspect opened fire on the responding officers, striking one officer in the chest. The officer was transported to a local hospital with non-life-threatening injuries and has since been released. The male was identified as 59-year-old Daniel TRONKO.

 

A shelter in place order was issued for public safety, and large perimeter was put into place. The Niagara Regional Police Service Emergency Task Unit (ETU) responded to the scene and were assisted by tactical units from Hamilton Police Service, Halton Regional Police Service, and Peel Regional Police Service.

 

Officers attempted to negotiate with TRONKO throughout the daytime and evening. At various points throughout the evening and overnight hours, police deployed tactical operations in which they sent remote cameras into the residence. In all instances, the remote cameras were fired upon by TRONKO and disabled, demonstrating a disregard for public and officer safety.

 

At approximately 7:25 am, TRONKO was arrested for Attempt Murder by members of the NRPS ETU, with further criminal charges pending further investigation. TRONKO was transported to an out-of-region hospital by Niagara Emergency Medical Services (NEMS). There are no further injuries to any officer or member of the public.

 

The shelter in place has been lifted, and there is no on-going risk to public safety.

 

“This incident was resolved safely as a result of the professionalism and coordinated efforts of our members” said Chief of Police Bill Fordy.

 

“Their actions prioritized the safety of the community, those involved, and one another, and reflect the high standards that our Service and partners bring to complex and high-risk situations.

 

I would like to thank all police officers and members who were engaged in this incident, as well as the police leaders, elected officials, and community members that sent messages of support to our team and the involved members.”

 

All road closures have been lifted. The Niagara Regional Police Service would like to thank the public for their cooperation and patience in this matter.

 

The Ontario Special Investigations Unit (SIU) has invoked their mandate, and no further information can be provided with regards to the circumstances around the shooting." (Niagara Regional Police media release)

 

The officer who was struck by gunfire was saved by her ballistic vest, per police. According to several individuals I spoke with at the scene, the suspect involved was 'a skilled machinist who could build a bike from nothing and fix pretty much anything.' The individuals I spoke with have known the suspect for many years as friends - not close friends, but were friendly. I will not name them to respect their privacy, but some information they told me seemed contextually important.

 

The suspect reportedly had aspirations to live 'off the grid' and had been living in the former church building since ~2013. I was told he had done a fair amount of work inside of the structure, including having a well drilled for water, and burning used motor oil in the furnace to keep warm. In recent years, the suspect allegedly began to believe in various conspiracies (which specifically I was not told..) and grew a strong distrust of the government. Anti-government & pro-freedom messaging began to appear on a fence outside of the former church building.

 

It was allegedly this fence that was the reason for the bylaw officers & police being there in the first place.

 

Tronko had chickens and atleast one dog - a German Shepherd - which the friend told me meant the world to him.

 

Social media had been claiming the suspect was 'trans', however, after speaking to more than one person who knew the individual directly while documenting the scene, it sounded more likely that the suspect occasionally cross-dressed.

 

Many people at the scene did not believe that Tronko would willingly surrender or survive the incident, and it was with great relief that I awoke to the news he was taken into custody alive.

 

Armoured vehicles and tactical team members from Hamilton Police Service and Halton Regional Police were on scene assisting NRPS with containing the suspect to the building.

 

The SIU will presumably be investigating throughout the day on Saturday.

In the course of documenting the decay of human civilization we came across this abandoned clothing factory. If we hadn’t seen the interior with our own eyes we wouldn’t have believed that something like this is even possible. Floor by floor we ascended this tremendous building. And we couldn’t stop being astonished. We already knew that this place is unique but what we discovered here exceeded our wildest expectations. It was like people simply forgot that this factory even existed.

Historical note: When Sir Francis Campbell was in America in 1875, typewriters were just coming into general use. He at once realized that the machine would be of great use in the higher education of the blind, and in the report for that year, expressed the belief that it would furnish remunerative employment for blind girls. At first, typewriting was taught only to the pupils whose circumstances offered a prospect of their entrance into the office of some relative, but subsequently it was made a class subject, as it was found useful to senior students for notes of lessons, compositions and other work. It was not until a system of shorthand, and a machine for writing it was created, that typewriting for the blind became practical as a means for employment. The typewriting department was under the direction of Mr. H.D. Black, who added an advanced course to the curriculum, which included tabulating, duplicating and other copying, other specifications and the knowledge of the routine requirements of a commercial house.

 

Biographical note: Sir Francis Joseph Campbell (1832-1914) was one of the founders of the Royal Normal College and principal from 1872-1912. In 1857 he joined the staff of Perkins and was head of the music department for 11 years. In 1909, Campbell became a naturalized British subject and was knighted by King Edward VII to honor his contributions to the education of the blind.
