Fight the Victimisation, Profiling and Targeting of People from the North-East! Enact Anti-Racism Legislation! .
The recent spate of violence against people from the North-East in New Delhi have brought the issues of .
racist discrimination and majoritarianism to sharp focus. Hardly a week had passed since the racially motivated killing of Nido Tania: a young student from Arunachal Pradesh. before a 14-year old girl from Manipur was raped in Munirka. The last few days also saw two girls from Manipur being beaten and harassed in Kotla Mubarakpur, two boys from Manipur teing attacked in Ambedkar Nagar; by a gang of hooligans on motor .
bikes after the former 'resented racial remarks against thEm, and a 24-year-old youth from Manipur being stabbed and robbed ) in Saket. .. .
Such incidents are in no way isolated occurrences in 3n otherwise peaceful and bonhomie filled "Bharat" of Modis and .
Bhagwats. These are indeed an exte~si_on _of the _feudal. racist, mi_sogynistic attitudes. championed by sections of the lndi~n ruling classes in particular and by maJontanan marnstream culture rn general. The lndran state as usual has been in a denral mode, preferring not to label these incidents as racist incidents but simply as one-off occurrences that might happen anywhere and to anyone. This attitude of theirs is in no way shocking to all of us who saw the chest thumping reaction of the Indian 1 government after the World Conference on Racism at Geneva in 2009 where it deployed all its might to ensure that 'caste-~ based discrimination' was not included in the resolution. The government tried to portray it as a diplomatic victory and as a ' vindication of its longstanding stance of caste being an 'internal affair' of lndiaT thereby making sure that for a non-Indian .
public, caste remains a quaint, exotic practice which remains peacefully married to religious dogma. .

The Delhi government led by AAP has maintained a stoic silence in all of this, at times showcasing their helplessness in doing : anything on such issues apart from blaming the police. While the Delhi Police is notorious for systematically discriminating , against people from the North-east, even going to the extent of putting out strictures on -the way women from the North-East : should dress, the 'food the people from the region ough to cook and so on, the MP's socio-political world seems to get disturbed only while discussing the moral issues concerning corruption. They remain adamant ·in not questiohing the reactionary mindsets prevalent among dominant sections of society. This was in eviden_ce whe.n Somnath Bharti, a senior AAP 1 .
minister, acted as a moral vigilante in leading a group of hooligans to brand the African nationals living in Khirki extension as criminals, coercing the police to book them without a warrant and even forcing a woman to give urine samples in public. AAP even cla1med, in their e-newspaper, that "shortlisting of Bangladeshi infiltrators in Delhi" was one of its "achievements" during their first 20 days in power! It is no coincidence that there was a sharp surge in racist violence in the _capital since this shameful incident which showed to the public that racist discrimination, profiling and targeting of various sections of minorities (ethnic, linguistic, religious) would be condoned by the Delhi government. .
People from the Nonh-east living elsewhere in the cc..Jntry :.ave faced systematic discrimination and stereotyping for a long time. Sexual assaults, harassment and racist attacks have worsened the feeling of insecurity from time to time. The minuscule presence of people from the North-East in the police force in places like Delhi hasn't helped matters either. News of attacks and assaults on people from the North-East rarely make headlines, and even when they occasionally do, news channels have tried to mellow down their tone and tenor of criticism of the Indian state. Even the death of Dana Sangma. niece of the Meghalaya Chief Minister, or the death of Richard Loitam in Bangalore last year or the mass exodus of North-Easterners back .
to their native places in 2012 have been easily forgotten from the mainstream consciousness. .
The fight against the systematic discrimination faced by people from the North-east elsewhere in the country is also linked with .
larger questions. including those conc.eming the discriminatory laws put in place in the North-east itself. It is absolutely .
unacceptable that a different set of laws is applicable in certain parts of the country as opposed to other regions. We must .
assert that draconian laws like AFSPA have no place in a democratic society. In this protracted struggle, we must fight to .
refute the majoritarian. communal notion of ·Hindi-Hindu-Hindustan". This fight has to begin with a recognition of the multi-.
national character of our country. and with a re-envisioning of the republic on the basis of the staunch upholding of the equality .
of the nationalities which constitute India. .
The momentum that has been gained as a result of the out:;>ouring of masses on to Delhi's streets in the past few days needs .
to be channeled in a manner which will pave the way forward for passing of progressive legislations against racism and a more .
just, egalitarian and accommodative Indian society. Let us brace up for larger battles ahead; we should not rest until a .
comprehensive anti-racism law is not passed by the Union government, as well as putting in place all the required measures .
that will ensure safety for all irrespective of one's social identity. To discuss all these and more, SFI invites one and all to .
