Welcoming former U.S. representative and national behavioral health advocate Patrick Kennedy, Governor John Carney signed legislation Aug. 29 at the Carvel State Office Building in Wilmington providing for parity in insurance coverage for treatment of serious mental health and addiction with the process for medical and surgical benefits.
The Governor thanked Lt. Gov. Bethany Hall-Long for her work leading the Behavioral Health Consortium, which put mental health parity as the first of its 117 recommendations for changes to Delaware’s behavioral health system. Lt. Gov. Hall-Long said Senate Bill 230, sponsored by Sen. Bryan Townsend and Rep. David Bentz, is about “eliminating stigma from mental illness and increasing access to services.” Governor Carney also thanked Ability Network for its support.
Kennedy said too many people with a serious mental illness or addiction issue self-medicate because they don’t have access to treatment. He said while there is federal Mental Healthy Parity Law, “health care’s rubber meets the road is really at the state level.”
