Joined by a room full of legislators, advocates and providers, Gov. John Carney signed three bills Aug. 13 in Dover that will improve Delaware’s response to the addiction crisis. Secretary Walker thanked the Governor, Lt. Gov. Bethany Hall-Long, legislators, providers and Division of Substance Abuse and Mental Health Director Elizabeth Romero, saying, “We need to address behavioral health just like any other chronic disease.”
Advocate Dave Humes, a board member with atTAcK addiction, said the General Assembly has more passed about 25 behavioral health-related bills since 2015. “These bills are common sense bills,” he said. Carolyn Petrak of Ability Network of Delaware said medication-assisted treatment is preventative and shouldn’t be put in jeopardy when people in treatment go back to private insurance. “And it is a cost-saver in the long run,” she said. The three bills are:
•SB 161, sponsored by Sen. Stephanie Hansen, allows law enforcement officers to share an individual's identifying information with DHSS’ Division of Substance Abuse and Mental Health if the officer suspects the individual is suffering from an overdose or a mental health crisis. “It’s making that connection,” Sen. Hansen said.
•HJR 6, sponsored by Rep. Ray Seigfried, calls on the Behavioral Health Consortium to issue legislative and regulatory recommendations that would increase access to the total number of medication-assisted treatment prescribers among all providers.
•HB 220 AAB HA #1 and HA #2, sponsored by Rep. David Bentz, adds coverage for medication-assisted treatment (MAT) for drug and alcohol dependencies to the state’s mental health parity laws for health insurance. Rep. Bentz said the legislation will help make sure that people who need access to MAT can get that access.
