O Comandante Elísio Oliveira é especialista em salvamentos, com diversos cursos internacionais de especialização na área de gestão de emergência e da proteção e socorro, tendo comandado a missão portuguesa de ajuda humanitária ao Haiti, com reconhecimento internacional do êxito da missão.
