Minister for Children and Youth Affairs James Reilly has today published a major report which proposes how best to invest in childcare services over the coming years.

The report puts forward options to enhance affordability for parents, improve the quality of services and outcomes for children, and promote greater accessibility in the sector.

Commenting on the report, Minister Reilly said:

Affordability, quality and accessibility are the big concerns for us all. This document offers a clear vision for future investment in early years and school-age services. It represents the most ambitious, detailed and costed plan for childcare ever produced by Government, and it follows a period of very productive consultation with parents, providers and the general public.

Some of the key recommendations in the report include:

A longer period of parental leave to enhance outcomes in the first year of a child’s life;

An enhanced ECCE provision (currently the ‘free pre-school year’) which would be extended to the point at which primary school starts;

and

A new, single subsidy scheme for pre-school and school-going children with simplified eligibility based on income.

At today’s launch Minister Reilly said:

I am pleased that the Group has looked in depth at the international evidence. It has pointed to the shortfalls in the current provision in Ireland and has put forward costed options which can be of real benefit to children, parents, families and society. As the economy improves, we now have opportunity for strategic investment that will help achieve better outcomes for children, offer greater supports to parents, improve quality, and upskill the sector.

Sustainability is not achieved in isolation. To be successful, it requires a commitment by the whole team. Change, at times, can be a little uncomfortable. I was proud to play hockey for Aotearoa in the Black Sticks in my younger years. I see a lot of parallels between high performance sport and sustainability; being comfortable in the uncomfortable, striving for progress not perfection, and consistently looking for ways to be better.

Wearing the Silver Fern is a huge privilege. For me, that privilege came with the acute awareness that my time playing on the world stage was limited. One day you hang up the shirt with the hope you left the team that little bit better for the next generation. When it comes to climate change, our time is also limited. Recent literature argues that in the US modern technologies replace jobs intensive in routine, codifiable tasks, and wipe out the middle-skilled employment. The evidence whether it is also the case in emerging economies is still scarce. In order to bridge this gap, I analyse the changes in the task content of jobs in 10 Central and Eastern European countries (CEE) between late 1990s and middle 2010s. I find that the CEE countries witnessed rising intensity of non-routine cognitive tasks, and a decreasing intensity of manual tasks. However, most of them experienced a rise in routine cognitive tasks, a trend absent in the most advanced economies. I assess the relative role played by education and technology in these developments. I also analyse the contribution of structural changes and occupational changes. I identify two groups of workers whose jobs depend most on performing routine cognitive tasks, who jointly represent 33% of workers in CEE, and are likely to be affected by future technical progress.
