OBERAMMERGAU, Germany – Brig. Gen. John Hort, G3 for U.S. Army Europe, addresses more than 250 military personnel from 35 different nations in attendance for the Combined Training Conference here, 21 October. U.S. Army Europe and NATO Allied Land Command are co-hosting the conference, a semi-annual event held at NATO School Oberammergau, to plan combined training and exercises. Topics of focus for the multinational military planners include the NATO Connected Forces Initiative (CFI) to deliver the training and exercise element of the Readiness Action Plan (RAP) agreed at the 2014 Wales Summit, improving the quality and efficiency of combined training, and maintaining the relationships and interoperability forged between NATO allies and partners through operations in Afghanistan and elsewhere. The Combined Training Conference will shape the training and exercises conducted between NATO nations for years to come and is a demonstration of U.S. and NATO commitment to regional security. Malian migrant rests after training on brick making. Since March 2016, migrants and local community members in the Nigerien town of Agadez have been trained how to make bricks using only plastic and sand. OIM Niger and the Italian NGO Terre Solidali are behind the innovative and eco-friendly training project. The Italian NGO, based in Niamey, has solid experience in this EU-Certified technique and has provided training to the participants. The produced bricks will then be used to offer a paving service in the town of Agadez.
The training has been received with optimism by local authorities and stakeholders. The principal objectives are to encourage community development project, provide alternatives to irregular migration, and offer professional training to the youth while helping the planet. The Virginia Beach Fire Department’s HAZMAT team is frequently called upon to respond to the release or discovery of a foreign substance or gas leak that represents a potential hazard to the public or other first responders. Unfortunately, in today’s world an accidental or malicious release of a hazardous material is a growing threat. The VBFD has one the most skilled and best equipped HAZMAT Teams in Virginia but recognizes the need to constantly increase their capabilities.
The HAZMAT Team has been conducting training to prepare their fellow firefighters to deal with a variety of HAZMAT scenarios. In effect, VBFD is creating a force-multiplier that enables those outside the HAZMAT Team to gain a level of expertise and efficiency that would allow a firefighter to deal safely with a HAZMAT situation until members of the HAZMAT Team arrive.
The exercise consisted of three different scenarios involving everything from a leaking chemical tanker to the discovery of a suspicious white powder.
